The publicly elected Board of Directors manages and controls all of the affairs of the MUD subject to the continuing supervision of the Texas Commission of Environmental Quality. The Board establishes policies in the interest of its residents and utility customers. The Board will adopt and enforce all necessary charges, fees, and taxes in order to provide district facilities and service. Term: Four (4) years

We have lived in Plantation Village within River Plantation for over 30 years. Initially, Plantation Village was managed by its own HOA, which later merged with the River Plantation Community Improvement Association, unifying community leadership. While living in Plantation Village I served in all HOA leadership positions, gaining broad experience in community management and local governance.
Throughout my career, I have prioritized operational safety and maintenance reliability for offshore operations. I understand the importance of using GAAP as guidelines and rules. These guidelines ensure consistency, transparency, and financial statements across different organizations. My experience has prepared me to serve effectively on the RPMUD Board of Directors and benefit the community.
Aging Infrastructure within its water system. Identify the critical issues that require immediate attention such as leaks and clogs, the high costs of operations and maintenance.

Improve Transparency and resolve any issues or conflicts related to homeowner interests, MUD’s operations and the River Plantation CIA.
Auditing the aging infrastructure, review existing plans for aging piping, plants, and storage. Identify the top 5–10% most prone to failures and develop an emergency remediation action plan.

Auditing the RPMUD and RPCIA relationship, including trades and acquisitions, to determine who benefits.
I am committed to promoting open and ongoing communication with residents to improve transparency and provide residents with timely updates on Board activities, MUD’s short- and long-term plans, and opportunities. By implementing these strategies, I aim to build trust and encourage active participation in our community.

Strong family man of faith, husband, father, grandfather. River Plantation resident for 13 years; RPMUD Board member for 8 years; experienced on previous other Boards.
Degree in Business Management; previous president of the Houston Section of the Illuminating Engineering Society; attended numerous training seminars from the Association of Water Board Directors (AWBD).
Gaining additional funding for drainage projects; working to solve the sinkhole issues we have.
Work closely with our engineering team for sinkhole solutions; seek out a grant writer to assist with submitting requests for grants from the State for drainage funds.
Need to improve our communication with the customers thru more web-based information (email blasts, etc); helping the customer better understand our finances (budget numbers) and how we use their money.

I have lived in River Plantation since 1997. I have owned my own business since 1995.I have served on the River Plantation MUD since 2018. I have served as President since 2020. I have a BBA in Business Administration and an MBA with emphasis in Accounting from Sam Houston State University. I previously taught Accounting at SHSU and Lonestar College. I also worked at Sam Houston State University Small Business Development Center.
I have a BBA and MBA from Sam Houston State University. I am currently a licensed CPA in Texas. I have 40 hours of continuing education per year as a CPA plus I have attended AWBD conferences for education. I worked with the Fire Chief for ESD 9 and was able to locate a 24 hour manned fire station in the district. I was one of the original 7 community leaders that led the fight against the Blackfin Project. I was involved in the Tachus lawsuit settlement that resulted in a monetary award for our district. I also was involved in the Charleston Park condemnation resulting in the 77 acre greenspace.
The top challenges in RPMUD district are ongoing issues with storm sewer lines creating sinkholes. These sinkholes are an undermining of the earth. We have 2 major water channels which have been undermined and are currently being worked on.
Through the bond issuance we have recently undertaken, we have an opportunity to catch up with issues and utilize our 10 year plan to get ahead of issues. We have rehabbed the Waste Water Treatment Plant and one of our water wells.
If elected, I am always available to residents of the district. I visit every site that residents make us aware of issues. I also frequently visit the sites of ongoing projects to see the progress being made. We appreciate and encourage members of the district to attend our meetings and they are held in the evenings so more people can attend.
