The first problem facing Dickinson is rebuilding our community from the mismanagement of a previous administration. We lost our bond rating for two years and not much money was left in reserve. I support investing in foundational growth such as providing staff with needed training and improving processes throughout all departments. This to prepare us for the much needed growth that must occur. Once done, we will be prepared to accept and sustain the next challenge for Dickinson, which is sales tax increase through thoughtful growth that enhances our personality and protects our environmental assets.
I would first pay off any debt. Secondly, address needed repairs to our buildings. Finally, use leftover funds to create a permanent beautification installation in our old downtown area. Examples would be street lamps, a stage area, seating areas, or a fountain.
I hope to be a part of creating a long range plan that continues to move forward throughout changes in personnel and council members. Achieving this is the key to a prosperous and healthy community.

I was a Project Manager for a major refinery for most of my 42 year career managing both small and up to $300M projects. My training as a Mechanical Engineer at Texas A&M helped me learn how to solve problems and manage project teams including every discipline such as civil and electrical engineering. My experience includes developing projects scope, estimated cost, preparing schedules and developing cash flows over the project duration. Much of what the city does is project management.
First, the city needs to get back on track maintaining and replacing failed streets with concrete designs that last. While some streets have been replaced with reinforced concrete construction using grants over the last 5-6 years, the city's roughly $2M annual Street Maintenance 1/4% Sales Tax has not produced any reported maintenance or replacements during the same time frame. The second opportunity is to be more efficient attracting quality businesses to move to our city. I will help implement annual estimating, budgeting and execution accounting practices to track each street replacement by street name and set up a maintenance/replacement permanent record for each street in the city. Each Economic Development project would likewise be estimated, budgeted and cost accounting tracked and reported by separate projects. The city owns multiple properties, each requiring mowing. Currently their is no cost reporting for each property or ED project available to the citizens of Dickinson.
Replace as many priority failed asphalt streets as possible. Many Dickinson streets have been in terrible condition for years. They need to be permanently replaced with quality reinforced concrete design, managed, engineered and constructed by well vetted companies.
I would like to help find good solutions to ongoing maintenance concerns such as the needed renovations to the Dickinson Depot. I'd also like help keep our code enforcement efforts going strong and find ways to improve the curb appeal of our city's streets right of ways. We have great Police and EMS teams in place and I'd like to help keep it that way. The city needs to improve the way that we keep the citizens of Dickinson informed about what is going on in the city. I'd like to help improve communications.
