Office Sought
State Controller
I have 36 years of auditing and evaluation experience, working on behalf of state legislatures and the public. I dedicated 21 years to leading Idaho’s non-partisan Office of Performance Evaluations, where my office recommended major improvements to state services that led to meaningful outcomes for Idahoans.
My effectiveness as a professional is founded in listening to and engaging with the public and being able to work with elected and appointed officials from both sides of the aisle. My dedication to public service and the diversity of my endorsements indicate high confidence that as Controller, I will lead this office in following the highest professional standards in service to the people of our state.
My focus is on accountability, performance, and transparency. The current Controller led the recent attempt to modernize the state’s accounting, procurement, and payroll system, called Luma. The outcome of the system was disruptions in state agency operations, data errors, and cost overruns in the millions. This project moved us backward, not forward. See the 2024 legislative report Luma (www.legislature.idaho.gov/ope/r2403/).
I will leverage my experience to build systems embedded with accountability and transparency. Taxpayers and decision makers will know up front what success should look like, and to expect meaningful and timely information. The Controller’s Office will be counted on to shape evidence-based policy and budget decisions.
As the director of Idaho’s Office of Performance Evaluations, I oversaw many studies of large state contracts that identified poor procurement and management. The Controller’s Office operates the Transparent Idaho website to provide citizens with access to state spending, revenue, and employee salaries.
With my deep knowledge of the procurement and contracting efforts, I can be a strong voice in describing what the public can expect from state systems. I will be viewed as a leader who will foster trust and full transparency regarding spending and revenue. This will include transparency about the functioning of the Controller’s Office.
Idaho faces many significant challenges. I will pledge to continuously earn the public trust.
As your State Controller, I will work toward making the State Controller a nonpartisan position in future elections. When we go to a doctor, an accountant, or a plumber, we do not ask them whether they are Republicans or Democrats. We only want to know about their professional credentials and reputation. What we need from the State Controller is that he or she discharges the duties of the office in a competent and impartial manner. The State Controller position has nothing to do with partisan politics.

State Controller
I began my career at the Idaho State Controller’s Office in August 1997 and have dedicated nearly three decades to public financial service. Since being appointed State Controller on October 15, 2012, I have earned the trust of Idaho voters by winning statewide primary and general elections in 2014, 2018, and 2022.
This experience has given me deep institutional knowledge, a strong understanding of government finance, and a proven record of delivering transparency and accountability for the people of Idaho.
After launching Transparent Idaho more than 13 years ago, I see even greater opportunity ahead. My goal is to continue expanding the platform into a true one-stop resource for financial transparency across all levels of government.
By partnering with local governments and school districts, we can provide Idahoans with clear, accessible, and comprehensive financial information—empowering citizens and strengthening confidence in how public dollars are managed.
One of the most significant challenges we face today is a growing lack of trust in government. As State Controller, I believe transparency is the most effective way to rebuild that trust.
By continuing to enhance Transparent Idaho, we can give citizens, policymakers, and stakeholders the reliable data they need to hold government accountable, deter fraud, and make informed, data-driven decisions. Increasing transparency doesn’t just inform—it strengthens integrity and improves outcomes across government.
It has been an honor to serve the people of Idaho with honesty, integrity, and a commitment to transparency. I respectfully ask for your support as we continue working together to build trust and ensure responsible stewardship of taxpayer dollars. Thank you, Idaho.
