I am a lawyer, a mediator, and a problem-solver. I graduated from one of the nation’s top law schools, and when I was sworn in as an attorney, I took an oath to uphold the Constitution of the United States. That oath matters to me.
For more than twenty years, I have worked with businesses, civic leaders, nonprofits, schools, and communities navigating conflict, complexity, and high-stakes decisions. My work has always centered on fairness, accountability, and helping people find solutions when division threatens to pull them apart.
Restore Constitutional balance and Accountability. Congress must return to its constitutional role — making laws, checking executive power, and serving the people. Not the party. Not the president. Not the donors. Strengthen checks and balances between the branches of government. End congressional stock trading for members and their immediate families. Ban dark money and increase campaign finance transparency. Ensure laws apply equally — whether you are a billionaire or someone working three jobs to make ends meet.
Government should be of, by, and for the people — not the well-connected few.
The biggest divide in America is not left vs. right. It’s top vs. bottom.
Powerful interests are getting richer and gaining more influence every day — while working families struggle with housing, healthcare, childcare, groceries, and stagnant wages. That isn’t accidental. It’s the result of policy choices.
Congress has the power to fix this — but too many in Congress won’t do their jobs. Instead, we get finger-pointing, culture wars, and media spectacle while the cost of living rises and public trust collapses.
Farmers don’t rely on theory. They test what works. Water only half your crops and the rest wither. The same is true of an economy. When we consistently funnel benefits to the top and neglect the rest, we weaken the entire system.
This is not about class warfare. It’s about fairness. You should be able to work hard, buy a home, raise your children, afford your prescriptions, and enjoy the fruits of your labor. That is not radical. That is the American promise.

I served over 27 years in the Air Force and the Air National Guard in Idaho. During that time, I worked for, and with, many different people and am able to build coalitions as well as take direction where appropriate.
As a small business owner, I have spent over a decade learning the best and most successful ways to build bridges between varying groups of individuals for better communication and the advancement of shared goals.
Additionally, as a father, I have an expanded perspective on the world we are building for the next generations. I operate under the assumption that we have more in common than not and this hateful rhetoric must come to a stop for our sake, as well as the sake of those that come after us.
I'm running as an Independent Candidate to bridge political aisles. As an Independent, I can be a deciding vote in our highly polarized and tightly contested environment. This position will allow the advancement of issues that Idaho and our citizens care most about; not those of special interests and billionaires that have taken control of our nation and currently drive our politics.
My goals are to defend The Constitution (the first oath I ever swore when I volunteered to serve our country and will uphold even in retirement), protect our Public Lands (preserving public access to our cherished lands instead of selling them off to the highest bidder), and ensure the people’s interests are the focus of all of my decisions.
No more greed-flation. No more mega corporations giving us the misperception that we have choices when limited choice is the true outcome. I will encourage enforcement of our anti-trust laws and ensure that everyone benefits from policies and the laws being decided.
The concentration of wealth and control.
We’re given the illusion of choice while, in actuality, policies are being made that greatly limit our options and restrict our voices. Citizens are overworking themselves just to make a living, possibly afford a house, pay predictable bills, have children, etc; and their efforts are getting them nowhere. That must change.
The People shouldn't go bankrupt for needed medical care while the top seven health insurance conglomerates generate record profits. The People shouldn't have to take on more debt to get an education while Simpson is voting to reduce educational spending. The People shouldn't have to work multiple jobs and still have to be on social assistance to survive while mega corporations (for which many Idahoans are employed) are making historic profits. Our agricultural families shouldn’t be going bankrupt and unable to keep farms which may have been in their family for generations, just so the megacorps swoop in and buy them up.
I'm running because Mike Simpson is not doing his job.
Instead of representing Idahoans, he represents those groups and people who can send him the most money. He spends his time in Washington voting against the ability to negotiate drug prices directly with manufacturers, voting for policies that increase debt burden to our agriculture communities, and often pushes agendas that benefit the wealthy to the detriment of the middle class and poverty level citizens. The wealth concentration in our nation is unacceptable and it must be fixed.
Mike has had nearly three decades to do better for Idahoans. I will represent the Idahoans of today and push policies that reflect the needs and desires of today’s citizens as well as future generations.

I ran for my hometown City Council, becoming the youngest person ever elected to the position. I won my race because I showed up prepared, with a fully articulated platform, earning the vote of my constituents. That is democracy, not this gamified, fear mongering, adherence to strict party platform ties, big money, downright alienating system that we currently live under. I have stood for my constituents in two ways. First, I have enacted policy and legislation to address the cost of living crisis. Second, I am rebalancing the power dynamic between electeds and the highly educated, often elitist and mostly anti-democracy bureaucratic class, who would rather manage society on behalf of the wealthy than ever see The People hold actual power.
So much. I will always be a proud idealist, but pragmatically, I am well aware of the current gridlock that is our United States Congress. That being said, here are some issues I care about that have at least 80% support from the American public: Ban Congressional Stock Trading, End Forever Wars (return war powers to Congress), Lifetime Lobbying Ban for former Members of Congress, Minimum Tax for Billionaires, Ban Corporate PACs, Audit the Pentagon, Medicare Drug Negotiation, End Gerrymandering, Release the Full Epstein Files, Ban Foreign Governments from Buying American Farmland, Fund Social Security, Ban Corporate Purchase of Single Family Homes, Overturn Citizens United, Paid Family Leave, Right to Repair (Guaranteed access to parts and manuals for cars, machinery and electronics), Congressional Term Limits, Comprehensive Data Privacy and Ban Junk Fees. Lastly, a great American teacher named Matt Beat is advocating for Uncapping the House of Representatives. High Five Matt!
The single most significant challenge facing Idaho and the United States is the consolidation of corporate power. Across the entire economy there has been massive, often illegal, monopolistic consolidation both horizontally and vertically. Airline mergers were first. Hollywood with Netflix, Paramount and Warner Brothers. Sysco is attempting to buy Restaurant Depot, severely hurting independent restaurants and the quality of our food. Google and Facebook systematically acquired any viable competitors for decades. DR Horton “the fast food of homebuilding” also owns the title, insurance and mortgage companies in much of America. Beef processing in the United States is 80-85% controlled by the “Big 4” Meatpacking cartel and the same goes for fertilizer. Independent family farms are disappearing at alarming rates and the list goes on for miles. As corporate power shifts drastically into the hands of the few, competition and democracy fall by the wayside. We must enforce antitrust laws.
I love my country, the land of the free. The original freedom that America was founded on is the right to self-governance and democracy. I am not exaggerating when I say some of the most powerful people in the world, who reside inside our borders, don’t just no longer believe in this fundamental truth, but are actively and aggressively pushing the United State of America and the rest of the world down a much darker path. A path where finance reigns supreme, governance is replaced by unelected management, natural resources are only meant to be consumed and every moment of existence is commodified. Democracy is difficult and frustrating but it's the best we got, and right now, it is of the utmost importance that we recommit to it.

Our nation is in crisis. To restore the Founding Fathers' vision for the basis of our government and the guiding principles of that government, we need to hold ALL three branches of government accountable to the people they represent and to their oaths of office. We must restore the checks and balances that the Founding Fathers put in place with the Constitution, balance the budget, and establish a permanent plan for stable, fair, and equitable taxation. Further, we must guarantee human rights regardless of gender, race, creed, color, or national origin. That's why I'm running for the US Congress and why I need your help and support.

My qualifications include both education and experience in a variety of fields. My PhD in Education Administration and experience as a teacher, a high school principal, and a central office supervisor have provided me with opportunities to engage with the public regularly, to negotiate controversial issues, to maintain budgets involving tax dollars, to identify and solve problems, and to lead others. My post-doctoral certification in Emergency and Disaster Management coupled with my business experience growing up on a farm and working in the retail and hospitality industries and military experience have provided me the opportunity to help victims of fires, floods, and war, to recover and rebuild their homes, businesses, and communities.
I am running for this position for three primary purposes: first, to restore accountability in all three branches of the federal government; second, to establish and implement a stable, fair, and equitable long-term tax plan that maintains a balanced budget; and third, to do the first two while absolutely maintaining and defending human rights.
I'm proposing a Stable Maintenance and Responsible Taxation (SMART) Amendment to establish a fair and equitable tax code which respects small businesses, family farms, and the middle class, and further guarantees that Congress shall pass NO laws increasing taxes unless there have been five or more years of budget deficits, and requiring that they submit a balanced budget based upon the forecasted revenue and a Balanced Budget Amendment that establishes strict deadlines for the House, Senate, and President to present and approve a balanced budget and enforces accountability for the people who caused the problem NOT the taxpayers who are victims.
Sadly, my own party's support of the current president is the greatest challenge facing our nation today. Our president has created multiple nationwide, worldwide, and constitutional crises. The ill-managed tariffs created economic instabilities that have caused our trading partners to abandon us. Although these tariffs have been overturned by the Supreme Court, the economic effects still remain and may take years to correct with some of our former trading partners and economic allies potentially never trusting us again.
The threats of hostile annexation of Greenland and Canada, coupled with actual hostile attacks on Venezuela and Iran have caused our military allies to not merely abandon us, but in some cases to actually side against us. The effects of these actions will likely take decades to overcome if we don't have bipartisan efforts to get this president under control immediately.
Although there are multiple Republicans running for this seat, my primary opponent is an incumbent who has clearly expressed his support for President Trump, who actually constitutes a grave danger to our state and to our nation. If there is any hope of restoring our nation to it's former glory, it is absolutely essential that we restore accountability to our federal government, by voting out incumbents who support the lawlessness of this president.

Campaign Statement
Perry Shumway is running to represent Idaho's 2nd Congressional District in 2026, seeking to oust long-term incumbent Mike Simpson. Perry intends to remove the many advantages that incumbents like Simpson enjoy. Advantages which unfairly result in almost guaranteed job security for people who, by constitutional design, are supposed to be held accountable every two years to the people they represent.

In my view, political experience is usually detrimental, not beneficial. As a rule, the more political experience a candidate brings to the table, the less useful that person will be in office.
My own experience (non-political) is wide-ranging – nine children, an MBA from BYU, Spanish-speaking missionary service for my church, three entrepreneurial startups, various jobs in different industries – but none of that makes me more qualified than any other person who meets the constitutional requirements for membership in the US House.
Anyone who chooses to vote for me should do it because of what I represent, what I believe, and what I intend to accomplish. Political offices which I may or may not have held in the past are irrelevant.
I intend to push for term limits for members of the House and the Senate, just as our nation’s presidents have lived with for the past 77 years. I also intend to propose an amendment to the Constitution which would allow for two-thirds of the states to initiate the amendment process without the need for a constitutional convention. I want to revoke the franking privilege for members of Congress, and I want to change congressional rules so as to give all bills an up-or-down vote, without their getting buried in committees. I want committee chairmanships to not be based on seniority. And I want to remove from Congress their ability to set their own rules, passing that function over to the Supreme Court, instead.
The nation’s debt was $5.5 trillion when Mike Simpson first went to Washington to represent Idaho. It’s now approaching $40 trillion, with annual interest payments in the $1 trillion range. As a member of Congress, I will NEVER vote for a bill which increases our debt, irrespective of any political pressure applied to me.
Excessive government spending has – very predictably – led to inflation, which everyone hates, of course. An easy fix is to substantially reduce the amount we spend, something Mike Simpson has, for 27 years, been unwilling to do.
Likewise, no one has been able to lower healthcare costs, in spite of many efforts over decades. The American healthcare system is far from a free market. To truly reform our system, we have to remove government from every aspect of healthcare, which will cause healthcare costs to plummet, and the US system will truly become the envy of the world and a great benefit to Idahoans, a shining example of the power of free-market economics.
Two years ago, Republican incumbents in Congress won their primary elections nationwide at a rate of 99%, in spite of approval ratings of only 15%. One of them, Idaho's Mike Simpson, now in his 27th year in Congress, consistently voted against making the Epstein files public until President Trump did an about-face and suggested that the files should come out. Simpson quickly capitulated and chose (at last) to stop protecting pedophiles.
These were not the actions of a principled lawmaker. They were the actions of a fearful “yes man” who saw his duty as doing the president’s bidding, right or not, until he was given permission to do otherwise.
My chances of winning in the primary are slim, but I still ask you to vote for me. Thank you.
