I have served on city council since May 2023, and previously on the Parks Advisory Board and the Board of Adjustments.
I am engaged in developing a vibrant vision for Anna. My goal is to foster a welcoming environment where families gather, small businesses flourish, and the unique character of Anna is celebrated. I strive to ensure that downtown remains a lively and attractive hub for both residents and visitors. Growth should always honor our heritage, so I am committed to historic preservation, ensuring that the buildings, landmarks, and stories which have shaped Anna continue to enrich our future, and safeguard our history for future generations. Currently, 70% of our budget is from property taxes. This is too high. We must attract commercial businesses to Anna, especially along US75 & SH121 to relieve the burden on homeowners.
I have been working with TxDOT and our state elected representatives to develop a plan to ensure the schedule for the Hwy 5 expansion (currently slated out past 2030) is pulled in. We simply cannot wait another 4 or more years for this crucial infrastructure upgrade.
Another obstacle that we face, as Anna continues to grow (and it will continue for the for seeable future), is we will need to keep up with the demand for water and sewer. Since I have been on council, we have brought online the waste water treatment plant on the west side of town. We have expanded its capacity each year, and will continue to do so. This facility serves Anna, and we provide treatment services to neighboring communities to lower our operating cost.
It is easy to say that we are not keeping up with building roads, but just throwing money at a problem is not the solution. Since I have been on council, we have taken an approach to work with developers to build roads (and other infrastructure) in lieu of impact fees. However, we must carefully monitor our road impact fee budget, because a large portion of these fees are intended to fund maintenance and upkeep. In the past, this was not always the case, so we will continue to negotiate with developers for a win-win solutions.
Additionally, transportation is more than roads. We need to continue to look at other options for our seniors, and disabled neighbors, such as ride-share and other dynamic transportation solutions.
Anna's extraterritorial jurisdiction (ETJ) is nearly 65 square miles. Most of it is undeveloped. And, before anything can be built, there needs to be water, sewer, roads, and other utilities. For example, Collin College owns more than 100 acres west of US75, however the nearest sewer connection is more than a mile away. We can not just sell a bunch of bonds then raise taxes to pay for a sewer line and a lift station. In order to grow, we need to expand in a manor that provides a return on investment. You can see this in action now. Home Depot built north of Walmart, and now Kroger is building north of Home Depot. As each new development comes in, they expand the infrastructure and future fund the next project.
Anna homeowners are funding too much of our budget, so we must expand our commercial and industrial tax base. However, hamburgers and coffee will not produce the type of tax income that we need. Big box stores and light industrial businesses produce the largest tax income. We are fortunate in how Anna is situated along US75, as this allows us to keep our downtown and residential areas quaint while we develop commercial and industrial along the major highways (we have just begun to develop out east along SH121).
Our Anna finance team is OUTSTANDIND! We have increased our credit rating over the years and continue to maintain a "strong Aa2" rating from Moody's Investors Service, and an "AA (strong outlook)" from S&P Global Ratings. Properly managing our budget, and continuing to work with quality developers, we are in a good position to enjoy smart, quality growth for our children and future generations.
We have so many apartments in areas where apartments should not have built. We can conveniently blame past city councils and management, but that get us nowhere. We are still in the same situation. However, it emphasizes the importance to follow our comprehensive plan. In the last six-plus years, we have taken a harder look at what works and what is best for our growth. In 2020, we created our "Anna 2050" plan, and it continues to provide direction on what future Anna looks like. Recently we have actually had developers come back to council seeking to modify their planned development agreement and build single family homes instead of apartments. In this economy, it is actually beneficial to build quality over quantity.
I have created close, working relationships with all of our local, county and state representatives. Being a strong leader in the community, I know the importance of having a close relationship with the movers and shakers to get things done. It really is more about who you know than what you know. I don't have all the answers but I do know the people who have the answers.
All of us on city council have a strong desire to do our best for our Anna Neighbors. I think the most important issue that we face is keeping people informed and engaged. People tend to get information from social media instead of meeting face-to-face. For many years, I have used the term "evil mail" (instead of email) because, too much is lost in translation. And, with today's access to social media, the situation is even more difficult to meet expectations.

I’m running to serve because I care about how Anna grows and who we’re growing for.
Through my work with the Chamber and Parks Board, I’ve worked with businesses, residents, and city leaders to solve real problems and bring people together. I’ve seen firsthand that the best outcomes happen when we listen, plan ahead, and work as a team.
When elected I am looking forward to bringing the same approach to City Council—focused on smart growth, strong infrastructure, and making decisions that truly serve our whole community.
Anna will continue to grow, and as it grows it’s very crucial that we plan and give more thought on roads and utilities that needs to be in place which I see currently is an issue that needs to change. We need to plan ahead so our neighbors can be protected.
Our current transportation system isn’t keeping up with our growth, and residents are feeling it in daily traffic.
We need to plan roads and infrastructure before development, not after. That means better coordination with TxDOT, improving key corridors like Highway 5, and investing in smarter traffic flow solutions.
If we don’t plan ahead it will only become more costly and more frustrating for residents.
Beyond the need of really good road system, our biggest infrastructure needs are water, wastewater, and utility capacity.
Affordability is one of the most important issue right now.
While the city doesn’t control everything—like home prices or interest rates—we do control how we manage taxes, fees, and the cost of growth.
First, we need to focus on controlling the cost of infrastructure. When growth isn’t planned properly, it becomes more expensive—and those costs often get passed on to residents through higher taxes and utility bills.
Second, I believe in making growth pay for itself. New development should contribute to the roads, water, and services it requires so that existing residents aren’t carrying that burden.
Third, we need to take a hard look at fees and utility costs, especially water. That means improving efficiency, planning ahead.
Managing the city budget is one of the most important responsibilities of a City Council member, because every decision directly impacts the people who live and work here. My approach is built on three core principles: discipline, transparency, and long-term planning.
Through my experience serving as Treasurer for the Greater Anna Chamber of Commerce, I’ve learned that a healthy budget doesn’t happen by accident. It takes intentional planning, careful oversight, and a commitment to making sure every dollar is used wisely. During my time in that role, we focused on strengthening financial stability by building reserves, improving accountability, and aligning spending with clear priorities. That same mindset is exactly what I would bring.
My vision for land use starts with one key principle: we need to follow and respect our city’s Master Plan.
That plan exists for a reason—it’s our roadmap for balanced growth, and it reflects input from residents, businesses, and long-term planning efforts. When we stay aligned with it, we create consistency, protect neighborhoods, and make smarter decisions about where and how we grow.
I also believe the Master Plan should be a living document—one we review and update as our city grows, but not one we ignore when it’s inconvenient. Consistency matters, because that’s what builds trust with residents and businesses alike.
At the end of the day, good land use isn’t about reacting to each project individually—it’s about having a plan.
Working with county, state, and regional partners is not optional—it’s essential, especially for a fast-growing city like Anna.
My approach is simple: be proactive, be present, and be collaborative.
At the end of the day, it’s about making sure Anna has a strong voice—not just locally, but regionally—so we can manage growth the right way, protect our quality of life, and build a future we’re proud of.
Anna is at a turning point.
The decisions we make right now will shape this city for the next 10, 20, even 30 years.
We can continue reacting to growth—or we can lead it with intention.
