EMCID Directors Position No. 8

East Montgomery County Improvement District (EMCID), a 158-square mile area, including the communities of New Caney, Patton Village, Porter, Roman Forest, Splendora and Kingwood. Voters approved EMCID as a taxing authority (sales tax) within its boundaries to develop and encourage economic and community development and to promote educational opportunities to residents in the eastern area of Montgomery County. Led by a board of eight elected individuals, EMCID strategically looks at opportunities in retail, commercial and industrial development and how they complement each other. EMCID provides financial incentives, which can include cash, land, tax rebates, infrastructure, and workforce development funds, to companies that help create job opportunities. Term: Four (4) years

I am a workforce and talent development professional with experience in public and private sector organizations. I believe in responsible growth, fiscal accountability, and preparing East Montgomery County for long-term economic opportunity. I am committed to thoughtful leadership that supports businesses, families, and sustainable community development.
My background in workforce strategy, recruiting, and organizational systems allows me to evaluate economic growth through a practical lens. I understand how job creation, infrastructure investment, and fiscal oversight connect. I bring experience analyzing data, managing resources responsibly, and collaborating across sectors to support sustainable development.
For years, this area has been overlooked compared to more established developments nearby, but East Montgomery County is now experiencing meaningful growth. The challenge is managing that growth responsibly. We must balance infrastructure capacity, workforce readiness, and fiscal responsibility. I support data-driven decision making, strategic site readiness investment, and partnerships that posit
EMCID has strong opportunities to attract high-quality employers, expand workforce pipelines, and enhance strategic planning. By focusing on responsible growth and infrastructure readiness, we can support job creation while protecting long-term financial stability for the community.
Many residents are not familiar with EMCID. The community deserves clear, accessible information about how public sales tax revenue is invested. If elected, I will support transparent communication, encourage public input, and ensure decisions are explained in plain language so residents understand how the Board’s work impacts local growth and opportunity.

I grew up in EMC and have called this area home long before EMCID was formed. With 36 years in law enforcement and service as a Porter Fire Dept. Commissioner, I’ve worked to support our community and collaborate with businesses and elected officials to make a positive difference. I’m committed to putting our community first.
I am committed to transparency, fiscal responsibility, and ensuring every dollar benefits the entire community, not just a select group. I will advocate for voter approval on major projects, prioritize practical solutions for parks and public safety, and deliver on promises—making EMCID a safer, stronger, and more vibrant place for all residents.
$159 M + convention center debt, with approx.$500,000/month+ in interest alone will potentially limit grants, infrastructure, public safety, and youth programs. Major expenses should have voter approval, not just a few decision-makers. We need bylaw changes to focus on long-term needs, support all fire departments, and strengthen public safety.
EMCID was created to make our community safer, support families and youth, improve parks, and enhance public safety. With a $25–26M budget, the district can address immediate needs, partner with the county on projects like parks and infrastructure, and strengthen public safety while continuing to support our youth and business communities.
There is very limited transparency regarding spending, only a small- limited portion of budget currently goes for the betterment of the entire district, which you may see in open meetings. It is well known most business decisions are made in Executive Session, which should be limited. Bylaws need to be changed and whoever is elected should be a strong voice for this community.
