The City of Shenandoah is a General Law city. The city is governed by an elected city council with six members - five council members and a mayor. The council members share a common goal of achieving the best interests of the city and its residents and businesses. The City Council's responsibilities include: adopting the annual budget, levying taxes, enacting local legislation, setting policies, and future development of the city. Term: Two (2) years

Too many to pick just two. Skyrocketing property tax rate. Up 40% and crushing families. I’d support strict caps on increases, budget transparency, and cut wasteful spending. Outside influence controlling who runs or gets appointed without voters’ say. I’d push for open elections, no backroom deals, term limits, and real public input. Voters should decide not puppet masters.
The #1 fix for future emergencies? Better, faster communication so residents and businesses get clear, timely alerts—no delays, no confusion. We need reliable systems that actually reach people. On changes: I’ll dig into the current emergency plans once I’m on council and know what we’ve got. Then we can strengthen what works and fix what doesn’t. Preparation saves lives—let’s get serious about it
I’ll push for a clear communication strategy so staff and council know exactly how and when to update folks. We’ll set up subject-specific round tables on hot issues, invite residents to speak, and hold regular City Hall open houses and town halls. I’ll also reach out directly to the County, local businesses, and groups to build real partnerships.
I am Ernest Newton Sumrall, a husband, father, Army veteran, and businessman. My background includes Cold War military service and years in engineering and industrial sales. I have spent my life solving real-world problems where accuracy, responsibility, and follow-through matter. My Christian faith is my foundation, and I am here to serve our community.
I supported NATO during my Cold War-era service as an intelligence specialist in northern Germany. Grown through engineering training, and decades in business accountability, disciplined decision-making, and problem-solving. As Head of the Advisory Board for the Institute for Circular and Hydrogen Economy (Kyiv, Ukraine), I advanced sustainable practices for responsible growth and development.
Two major challenges are managing growth wisely and protecting public safety. I support careful infrastructure planning, traffic relief, and responsible development that fits our community. I also support strong local police, continued interagency fire and EMS agreements, transparent budgeting, and accountable leadership to keep Shenandoah safe and fiscally responsible.
We should strengthen emergency readiness through clear communication, strong coordination among police, fire, and EMS, and regular review of response plans. I support maintaining strong interagency agreements, improving traffic control during emergencies, and making sure residents receive timely, accurate information when rapid decisions are needed.
If elected, I will stay accessible and engaged. My website will continue to serve as an open door between me and my neighbors. I will communicate clearly, listen carefully, and remain available. I will also work closely with the County, local businesses, first responders, and regional partners to encourage cooperation, transparency, and practical solutions.
