Jack Chance for Indiana House District 30
Describe your background.
I grew up in Tipton and have made Kokomo my home. I was raised in a working class family with a step dad in the union and a mom working in nursing homes or any other job she could find to keep food on our table. I witnessed what it means to struggle and sacrifice, but I also learned how to set priorities and take meaningful action. That’s why I decided to run for office. To bring common sense solutions to the state house that support the working families in Indiana, the seniors who retire here, and the children who get to call Indiana home.
Occupation
Senior Housing Manager
I’ve managed government housing for 6 years, helped with homeless missions, and advocated for homeowners against their insurance companies. I bring skills like conflict resolution, budget management, advocacy, and common sense.
My top priority is creating a system that serves everyday Hoosiers and not billionaire or corporate interests. That means expanding Medicare to provide relief to working families, ending the current school voucher program and properly funding our schools, and abolishing the Indiana Utility Regulatory Commission and bring its authority under the jurisdiction of the General Assembly so that there is more public accountability to approving rate hikes.
The state should invest in public hospitals and clinics in rural areas that are run explicitly not-for-profit. I believe also that the state should consider subsidizing education costs for medical professions that have a shortage in staff. This would come with requirements of working in Indiana so it would be a direct investment and benefit for the student and the communities they serve. Furthermore, expanding Medicare to provide coverage so Hoosiers will be able to access the medical facilities the State and other private entities invest in.

Describe your background.
A Christian Conservative Republican, lifelong Hoosier, and proud Kokomo High School graduate who has built his life on faith, family, and service. As a Kokomo Wildkat basketball player, he developed discipline, teamwork, and leadership that continue to guide him today. He spent 23 years serving youth at the Robert J. Kinsey Youth Center before becoming a police officer after graduating from the Indiana Law Enforcement Academy in 2021. Elected to the Kokomo Common Council in 2020, Ray served four years as Council President and now as Vice President. He leads with integrity and a servant’s heart, believing government should protect families and safeguard freedom. Ray and his wife, Stephanie, have four children and three grandchildren.
Occupation
Law Enforcement Officer / Kokomo City Councilman
I bring real-world experience, proven leadership, and a strong commitment to service. Over six years on the Kokomo Common Council, including four as President, I’ve gained legislative skills in policy, budgeting, and working with others to get results. I’ve developed the ability to lead and make decisions that reflect the needs of our entire community. As a law enforcement officer and Indiana Law Enforcement Academy graduate, I understand how policies impact public safety. And with 23 years serving youth and families at the Kinsey Youth Center, I bring compassion, common sense, and a focus on long-term outcomes to every decision.
My goals are to strengthen our communities, protect our values, and create real opportunities for District 30. I will support public safety and ensure law enforcement has the tools they need. I’m focused on growing our economy by supporting manufacturing, local jobs, and attracting new investment so families can thrive. I will defend Hoosier values by protecting life, supporting and defending our 2nd amendment rights, and supporting parental rights. I believe in responsible government that is accountable and works efficiently. I will bring steady leadership and be a strong voice for our families and workers.
The state should play a strong, supportive role in improving the health of Hoosiers, especially in rural areas where access can be limited. At the same time, we must ensure taxpayer dollars are used efficiently and partner with local communities to deliver solutions that meet their unique needs by prioritizing local control and avoiding a one-size-fits-all approach.
