I have devoted my entire professional life to the justice system; from prosecution (served as State Prosecutor for five years in Caldwell Co. and Bexar Co.) to defense (defense attorney for over twenty years), and from the bench (in my twelfth year (3rd Term)) to the classroom (Adjunct Professor - Texas State University, San Marcos, Tx. from 2011 - 2025). I have experienced it all.
I have served as the Justice of the Peace, Pct. #1 since 2015, and hope to continue serving in such capacity, well into the future.
It is incumbent upon the Justice Court to expedite the administration of justice, by regularly and consistently scheduling hearings in all areas of the law and causes of action that the court has jurisdiction.
As a party to a case in Justice Court, being heard and having your day in court are among the most important priorities for which the court must always be conscious.
Keeping up with Comal County's growth and the subsequent increase in caseload will be of utmost importance, in the days to come.
Having practiced in hundreds of courtrooms throughout the State of Texas, from United States Federal Court to local Municipal Court, I have seen the good, the bad, and the ugly, when it comes to docket management.
What I have drawn from that experience is that when it comes to efficiency, it is my practice to call multiple dockets during each court setting. This helps alleviates the need for numerous personnel (usually 3 deputy constables, a clerk and myself) to pre-occupy their time in court and not serving the public in other ways.
Thus, instead of holding court three times a week for three separate dockets, I hear two or three dockets in any single court setting, once or twice a week, which helps expedite swift justice for all.

I’m currently the appointed Justice of the Peace for Pct.3, but my extensive civil and criminal law, and law enforcement experience, is also very helpful.
Providing a fair and efficient forum for citizens to assert their rights. Equally important is for the Court to take on and handle its fair share of the JP work in the County so taxpayers do not have to fund another JP Court.
As JP in Pct. 1, I would continue my system of taking pleas on criminal docket days and handling the “guilty” and “no contest” cases, allowing the DA to handle the “not guilty” pleas, thereby handling twice the caseload. I would add another weekly civil docket day to increase the number of civil cases resolved and request Truancy cases be filed in JP #1. Currently, no Truancy cases are being filed in JP #1. Lastly, using e filing, beginning in May, I would equalize the overall county JP dockets so JP #1 takes its fair share, so another JP Court will not have to be created, saving approximately $400,000 a year.
