As a TX company officer/operator of 20+ years and local school board trustee I have experiences that relate directly to county business. Managing and working with elite teams in fast growing markets throughout our state I am firsthand familiar with the challenges of rapid growth and the need for strong communication and strategic planning. Budgeting best practices must be concise/transparent while aligned completely with the needs of the county. Personnel management w/n county departments must be nimble and operate with a known vision of success. Strong partnerships must be present to keep unnecessary hurdles out of the path to success.
Managing the unprecedented growth of Comal county as it relates to public safety, infrastructure and preservation is the challenge at hand. A county commissioner must lead and parallel in communication with local municipalities, landowners, law enforcement and ESDs in order to best serve our community as the 1st line of advocacy for the best goal outcome and the best value of the citizen's dollar. As a longtime steward on a 7th generation ranch in our county I pledge to bring conservation to the process as I value to precious land we live upon.
I would continue and build upon my community service and available advocacy for the county stakeholder. As their representative I would make myself available in addition however they see fit and is the most productive and accessible for them. Whether its standing open meetings with community leaders, remote office hours throughout the county or prescribed planned workshops with our neighbors - I am willing to do the worthwhile work of the county.
Local government is at its best when qualified, consistent, serious and sincere people act in the best interest of its citizens that are mindful of their needs. At present the local leaderships have less ability to act upon those challenges when confronted. I pledge to press our state legislature and invite them every chance I get to see the challenges we face. We agree in so many things in principle - I want all of the challenges we meet with growth and resources to be at the tip of their spear when they go to Austin to advocate for the citizens of Comal County,

My background ranges from operations to management, and diplomacy. Also, my 20 in the U.S. navy have taught me an enormous amount about emergency response and recovery due to being exposed to several natural disasters. Beyond the military, I've had several executive leadership posts.
My top priority would be determining exactly how much water we have on hand and the best solution going forward to preserve and protect it for generations to come. Then I think it will be vitally important to establish some self governance for the county and push back against the state to reclaim county sovereignty and individual sovereignty for the citizens.
I believe that the county government needs to be much more transparent and have a much more connected relationship with the citizens. We have many people in our county who are experts in various fields, and I think it would be great to have advisory boards to draw on that subject matter expertise and utilize it for decisions at the county level.
I would like to see Texas legislators incorporate the counties in all TCEQ permitting approvals that are within each county.

None of my competitors, nor anyone on the Court now, has done what I have in business. I have mentored and advised more startups, CEO's, and founders than I can count. I have helped them trim expenses, build teams, create SOP to improve communication and all of it with the goal of benefiting their customers/clients. That is not happening in the Commissioners Court right now at all. Financial decisions are being made with little, or no scrutiny. When I attend the meetings, or read the minutes, I see people who act as if they are at a social event or happy hour. Where are the metrics used to make these decisions, the KPI's, the YoY figures. I have taught businesses to use these to make sound financial decisions, and I will do the same now.
First, the highest priority is to bring the taxpayer back to the Court. The county government should live in the same reality as every household and small business in Comal County. When that is done, when the question of, "how does this benefit the taxpayer?", can be answered for every decision, then the other priorities can be addressed. The savings I will find can then be used to hire more LEOs, expand the jail and better maintain roads all over Comal County.
Continuing to only hold meetings and workshops in the middle of the working day is another example of the happy hour/social event culture of the Court. Mayor Hays of Bulverde also raised taxes, but only after exhausting all other options, and holding public meetings until 2 in the morning. The Court did none of those. I will hold a Wed evening event for the public to go over the next day's agenda. I want to know what the taxpayers want me to ask. I will also hold quarterly town halls to review what we have passed, go over what is coming up, explain where we are in the budget and demand that the county's dept heads come with me. In a for-profit environment the executives would meet with the shareholders, it should be the same here.
In a sentence, the legislature could better support Comal County by reducing mandates, funding core responsibilities, protecting local control, and giving us the tools—not orders—to serve their communities responsibly. To fully expand on what I have in mind would go past the word limit, but quickly, my plan has several components - from streamlining TxDOT coordination and more flexibility in using state transportation funds, to strengthening county authority over water issues and ensuring the safety of our community by decreasing the bureaucratic distractions.
