Over their two-year term, a JP is responsible for:Setting real estate, personal property and sales tax rates in the county.Determining the final budget for county departments and offices - including salaries - and appropriating funds for county expenses.Preserving the peace and order in the county, though they do not have the authority to make any offense a felony. This often takes the form of passing county laws and in some counties making planning decisions.Contract or join with any other county or city, or the federal government for a public purpose.Creating, consolidating, separating, or abandoning any elected office in the county if first approved by voters.Filling vacancies in elected county offices.Providing for any service or performance of any function related to county affairs.Many Quorum Courts also have subcommittees that JPs serve on and discuss the more nitty gritty details before an issue appears before the whole group. To accurately represent the interests and needs of my district 3 of Clark County Arkansas (Arkadelphia, Arkansas.
I recently retired from the business world serving as General Manager and later CEO for Pioneer Scale, a company that provided heavy capacity weighing equipment for large manufacturing firms as well as construction materials used in road and infrastructure construction. In that capacity, success meant being a personnel manager, accountant and service provider for both the employees that work for the company and the customers that were serviced. My strength is in problem solving, being able to analyze and break down the components of a problem and being able to make a decision based on the facts without relying solely on emotions or gut instincts. I also served for five years as an Arkadelphia City Director.
I believe that the first coarse of action should always be an annual strategy session beginning with a SWOT analysis for the county and community. The weaknesses and threats should be publicly published for the citizens to see the direction that the Quorum Court should be headed. One of the problems that need to be resolved is transparency. Municipal governments have a tendency to hide their problems and officials tend to deflect problems by stating (spinning) positive talking points/ The fact remains that everything municipalities want to accomplish takes money and people are growing tired of taxes. Eventually this becomes a problem that cannot be tabled for a later date.
