Over their two-year term, a JP is responsible for:Setting real estate, personal property and sales tax rates in the county.Determining the final budget for county departments and offices - including salaries - and appropriating funds for county expenses.Preserving the peace and order in the county, though they do not have the authority to make any offense a felony. This often takes the form of passing county laws and in some counties making planning decisions.Contract or join with any other county or city, or the federal government for a public purpose.Creating, consolidating, separating, or abandoning any elected office in the county if first approved by voters.Filling vacancies in elected county offices.Providing for any service or performance of any function related to county affairs.Many Quorum Courts also have subcommittees that JPs serve on and discuss the more nitty gritty details before an issue appears before the whole group. The duties of a J.P. are varied. Primarily they enact local ordinances, of which most are budgetary items for the various county offices. They oversee the maintenance of county owned property, such as the jails, and landfill. The court sets pay rates and in most instances the number of employees within limits. They also have the authority to levy taxes. There are many other responsibilities of a JP, but one of the most important ones is acting a liaison between the citizens of the area and the government.
Certainly, 45 plus years as a business owner gives me some insight into budgetary items. Possibly, even more important is the ability to look at all sides of an issue and to keep an open mind with a willingness to change my opinion when the evidence shows a correction is needed. Also, this is my home, of which I am completely invested in.
Having held this office for a few years the main thing that I can see is there needs to be better communications between the court and the citizens. I would like to work to improve this situation.
