Boone County Judge
The Boone County Judge serves as the chief executive officer of our local government and is responsible for the day-to-day administration of all county operations. Although the title includes “Judge,” the position is primarily executive, not judicial. The County Judge oversees county roads and bridges, supervises departments under the judge’s authority, manages county property and buildings, and plays a central role in preparing, presenting, and administering the county budget. The Judge presides over the Quorum Court, facilitates its meetings, and implements ordinances adopted by the court. Additionally, the County Judge represents the county in intergovernmental matters and leads during emergencies or disasters, ensuring public safety.
I have served Boone County six years as Assistant County Judge under Judge Robert Hathaway, acting as second-in-command and ensuring county operations run smoothly. I oversee office functions, buildings and grounds maintenance, and long-term projects that save the county money. I have hands-on knowledge of the Road Department, 911 Central Dispatch, Emergency Services, and Veterans Services, helping these departments operate efficiently and in compliance with state and federal laws. I prepare and manage the county budget, oversee appropriated funds, manage grants, draft official documents, and coordinate audits. This experience equips me to lead Boone County effectively, responsibly, and with a focus on long-term results.
My first priority as Boone County Judge will be to restore trust and deliver responsive, transparent leadership. I will focus on improving our roads, bridges, and county facilities through careful long-term planning, efficient use of taxpayer dollars, and pursuing state and federal grants. I will also work to organize county operations to be more efficient, ensuring departments function smoothly and resources are maximized. By avoiding short-term fixes, prioritizing essential services, and keeping residents informed, I will ensure the county operates efficiently, supports local business growth, and demonstrates that taxpayer dollars are spent wisely.

The county judge it the chief executive officer (administrator) of the county's business, some duties include presiding over the quorum court, administer ordinances, make decisions as to how to spend the funds set forth in the annual budget, oversee operation of the county road system and make decisions on road maintenance, repairs, and improvements, oversee the office of emergency services, have custody of all county owned property and responsible for maintenance and repairs of county owned buildings, bid or negotiate the purchase of equipment, materials, services, deal with federal and state regulations, contracts, legal issues such as easements for road right of ways, along with various other duties.
I served 6 years as Boone County Justice of the Peace (District 6) ending December 2022 which provided me an understanding of the county’s business and its operation. I have been self-employed for over 45 years and have obtained experience working with financing, contracts, business law & ethics, federal & state regulations, negotiating contracts on both the selling and purchasing sides, dealing with legal issues, easements, other problems, negotiating bids and costs for maintenance and repairs as well as oversee these & other services for customers and myself in sales & purchases of real estate and in property management. This experience falls in line with the role of county judge, a different aspect but the same basics.
I's difficult to choose one first item but I believe we should start with improving public transparency and having more interaction with the public, make sure the departments that operate under the county judge umbrella are focused and effective, the road department must be organized and focused on road maintenance, begin planning major road improvements and improvements to other areas of county operations.
