Camden County Surrogate

The Surrogate’s Court is a department of county government, as well as a branch of the Superior Court of New Jersey in the Chancery Division. The Surrogate serves as Deputy Clerk of the Superior Court, Chancery Division, Probate Part, and Chancery Division, Family Part for adoptions, as well as Judge of the Surrogate’s Court. The Surrogate is a constitutional officer who is elected to the position by county voters every five years. The County Surrogate has the authority to qualify executors and trustees named in wills, to appoint administrators for those who die without wills, and to appoint guardians for minors and legally incapacitated persons. The Surrogate’s office is also responsible for overseeing the procedure in contested estate matters, in the declaration of incapacitation, in appointment of guardians, and in the granting of adoptions in the Superior Court of New Jersey.

Slogan Making Camden County Greater and Better
As Surrogate I will implement improvements focusing on making the functions of the office more efficient, accessible, transparent, equitable, and potentially expanding public awareness or service. Many people dealing with estates or guardianships are older, disabled, or under emotional strain; simplifying access reduces frustration and errors, which will increase more trust in county government services of the Surrogates Office.
By making an assessment and audit of services and if necessary, create a committee to implement improvements of the office to increase work output and efficiency.
In all honesty, I am currently unaware of problematic issues within the Camden County Surrogates Office. So, in good faith, I cannot provide any information for that matter.
To best eliminate waste, fraud, and abuse and to establish more cost-efficient work practices and meet or improve budget requirements. Implement actions that reduces delays, save taxpayer money, improves staff morale, and have staff to serve more cases. Better investment in technology means more benefit for minors, wards and those who seek services of the Surrogates Office.
I am bilingual Spanish speaking Hispanic male who was raised in the city of Camden and hold a bachelor’s degree from Rutgers University Camden in finance and economics. I am a veteran of the United States Marine Corps of thirteen years of service with a tour in Iraq in 2004 to 2005 and with an honorable discharge. I am also a former federal and Camden County law enforcement officer. I am a father of a nineteen-year-old daughter and a very proud American who loves his county and want to proudly serve the citizens of Camden County as their elected Surrogate.
