My family has called Lexington home since the 1700s. I was raised by my grandmother, Verdell Koon, who picked cotton for Walter Rawl before opening a drapery shop in the Vista. From her, I learned resilience and hard work. After graduating from Carolina’s Engineering School, I worked at GE and Siemens, leading utility and water projects nationwide. Now retired, I’m ready to give back.

Our infrastructure lags. I’ve managed $100M projects on time and budget, and we must fix basics before more growth.

I won’t take council pay. Instead I’ll donate it to programs residents choose. I’ll also refuse taxpayer-funded healthcare Council voted for themselves. My campaign is 100% self-funded. I have no conflicts of interest.
The town and county must align zoning standards and services. I’ve been part of these talks and was appointed by County Council to the Midlands Council of Governments. Earlier this year, the town adopted the county’s Landscape and Open Space Ordinance, requiring larger buffers and preserving more trees. In return, the town was expected to reduce zoning density to match the county, but those discussions have stalled, and Council has not addressed increasing minimum lot sizes.

Close loopholes that let developers annex into town, where they can build six homes per acre versus the county’s proposed four on quarter-acre lots. Aligning zoning will reduce congestion, limit road wear, and ease strain on county fire and EMS. Residents come first.
1. Strengthen financial discipline and transparency. I’ve proposed a capital model with Low–Medium–High options tied to resident value, so the community helps decide future spend. As a citizen, it took me 8 months to get the town to publish expenses. Transparency should be automatic. Mismanagement like Virginia Hylton Park ballooned from $3M to $10M, without required subcontractor disclosures. Better discipline is critical. I’ve managed $100M projects on time and budget and will deliver that same accountability here.

2. Limit taxation and reduce the millage rate. As the town grows, residents should see better value. I’ll work with legislators to raise the Homestead Exemption for seniors who’ve already paid a lifetime of taxes.

I have been a resident of Lexington for 25 years and was fortunate to raise my family in this beautiful community. I have served this community as a local church pastor and as a small business owner and I care about its future. I chose to run for Town Council initially in 2014 because I was serving as a Chaplain for the Lexington Police Department and when a seat was suddenly vacated, I was encouraged to run by many within Town Hall. Over the last several years I have found that my training in civil engineering has been invaluable as we have made decisions regarding infrastructure development and roadway improvements. I plan to continue working for all town citizens by advancing these initiatives.
In 2022, we fully revised our land development and zoning ordinances, requiring larger setbacks for new developments and reducing allowable densities. In addition, we have secured more than $40 million in funding for upcoming roadwork projects at North Lake and Sunset as well as Corley Mill Road and Sunset. These infrastructure projects will make a significant impact on existing traffic issues while the new zoning ordinances were designed to promote smart growth in our town with less dense neighborhoods, incorporating significantly more green space..
My priorities for the upcoming term will be focused on infrastructure. The roadwork projects already mentioned are almost fully approved via SCDOT so making sure they are completed efficiently is a high priority. In addition to traffic, we will also be looking at a necessary expansion of our sewage treatment plant, which is located in Cayce. Our town partners with Cayce in this and we will need to come together to formulate a long term plan to make sure our water and sewer needs are secured for decades to come, which will keep our citizens' prices low for these critical services.

Driven by a desire to serve others, I dreamt all my life of becoming a pediatric oncologist. When I realized medicine wasn’t the path for me, that calling to help others never left—it simply shifted.

I am running for one reason – because I care.

I care about Lexington, I care about our citizens, and, as the youngest Councilmember, I care about bridging the gap between young people and the Town.

On Council, I’ve worked to tackle traffic, manage growth responsibly, and support small businesses. These challenges aren’t abstract—they affect families every day.

I want to continue serving to ensure Lexington addresses traffic head-on, protects our quality of life, and remains a community we’re proud to call home for generations to come.
Rapid growth is something I hear about from neighbors almost every day, and I understand why. In a recent survey I conducted, more than 80% of citizens said they want to see lower density in new developments. That’s a clear message, and I believe it’s my job to listen. Growth isn’t just numbers on a page—it affects traffic on your commute, the schools your kids attend, and the character of our neighborhoods. That’s why I’ve supported measures to reduce density where appropriate, strengthen zoning, and ensure infrastructure like roads, water, and sewer can handle growth before it happens. Growth will come, but it must be balanced and responsible.
Beyond managing growth and traffic, my priorities include keeping taxes low while making smart investments in critical infrastructure like water and sewer. These systems are essential to a healthy, growing community, and we must ensure they keep pace with demand without placing unnecessary burdens on families.

I also want to continue supporting our small businesses, increasing transparency at Town Hall, and encouraging young people to engage in their community.

Just as importantly, I will remain a strong supporter of our police department, ensuring they have the resources needed to keep our community safe.

At the core of all these priorities is protecting Lexington’s quality of life and preserving our Town's sense of community.

For years I was involved in- coaching little league baseball, leading Sunday school classes, volunteering at Lexington Elementary, actively involved in Boy Scouts of America, and many other service areas. When the seat was unexpectedly opened, I was approached by many town citizens and encouraged to run. I truly enjoy serving others and enjoy helping citizens when the reach out for help. I raised my family in Lexington and want to continue serving the citizens that call Lexington home.
From day one I have said we need smart growth. Managing growth is one of the most important responsibilities we have as leaders. I will continue to focus on three things: protecting the quality of life for the citizens wo already call Lexington home, continue to plan responsibly for the future, and making sure growth pays for growth. That means continuing to require developers to fund traffic improvements and impact fees, prioritizing infrastructure before new development, and preserving green spaces so we don't lose the character of our town
I will remain focused on serving the people of Lexington. That means continuing to put our citizens first-listening, communicating, and working side by side with others to address the needs of our community. I will keep pressing forward on traffic improvements because citizens have shared that's their top priority. I will make sure, our police officers have the tools, training, and support they need to keep our community the safest in the state. And I will continue investing in the quality-of-life projects that make Lexington a special place to live. My commitment is to keep working for the citizens- protecting what makes Lexington strong, while looking at our future and preparing wisely for the times ahead.
