I have had the honor to aerie on council for 17 years and on planning commission 2 years prior to being elected. I originally ran because of my love for Seneca and the desire to give back and make it better. That is the same reason I’m running again. We have accomplished a lot in the past 17 years, but there is more to be done. I believe my education, training and work experience make me uniquely qualified to continue to serve. 1. Furman University Business graduate - This provides me with budget and business knowledge needed. 2. 41 years at Duke Energy working in project and maintenance management - This gives me an in-depth understanding of the city’s utilities and project work. 3. Graduate of the Basic and Advanced trading for elected officials provided by SC Municipal Association - This provides me the knowledge of the legal aspects of the governmental side of the city.
I support controlled growth of the city. Because of this, I opposed the rezoning of properties on S. Townville and N. Pine St. The proposals for both of these properties did not blend with the surrounding properties and exceeded the density levels for controlled growth.
In the case of new housing, we recently passed an ordinance requiring developers or property owners to pay an impact fee to cover the cost of utility connection. Additional, the annual budgets for each utility (power, water, sewer) contains funds for expansion. For future growth we are currently constructing a new water tower, and will soon approve the construction of a third substation. These are being constructed using bonds and grants. Transportation has recently shifted to an on-demand service paid for by the user or grants. Police and Fire services would be paid for with the additional taxes collected on the new or developed property.
As we continue to focus on controlled growth, we need to work with the county to develop overlays for the outskirts of the city. This will ensure proper zoning and help define areas for growth prior to annexation. We need to continue the re-vitalization of downtown, by purchasing and refurb of buildings; incentive programs for business owners; and marketing of the downtown.

Served 18.5 years on Seneca City Council. Involved and approved the following: Master-plan for development of downtown Seneca; upgrading Ram Cat Alley Master-plan for the recreation department The infrastructure updates to Seneca Light and Water facility to improve service and enable growth

Served on Appalachian Council of Governments over 19 years and served as Chairman. ACOG leads efforts in Economic Development and Senior Services for six counties (Oconee, Pickens, Anderson, Greenville, Spartanburg and Cherokee counties). ACOG has staff of 49 and operating budget over $5million and over-see grants and pass-through revenue of approximately $10million and monitors other Federal and State grants. I have a BA, MED, and EDS from Clemson University. Undergraduate degree in Political Science. Worked 27 years in Oconee Public Schools as teacher and administrator. My city council experience and education qualify me to work as team to continue to move Seneca forward into the future.
The council recently rejected two different housing development properties. I agree with the decision to reject because the surrounding neighbors were opposed and potential of increased traffic.
In anticipation of future growth, council passed ordinances that require developers to absorb all cost for electrical, water, and sewer service. The city is also adding a third substation to the city’s electrical system and adding another water tower to serve future growth.
Economic development is always an area of concern and I will continue to encourage council to address it. Upgrading the city water, sewer system, and electrical services is another important area that I will pursue if re-elected to council.
