I Grew up in a diverse neighborhood very similar to UH. It had strong Communities -a religious Jewish community, a religious Catholic community and a more secular community. Each segment lived according to their principles while respecting the right the other groups to follow their principles - I met many members from other communities later in life as friends and shared great memories of our neighborhood.
My graduate thesis was on using citizen involvement to assist problem solving. Citizens of all "diverse" city segments are invested in the city and witness problems daily. Their observations and knowledge of functioning is valuable guidance for successful problem solutions. Thus connection to all citizens is needed and valuable.
Two examples:
I constructed the most environmentally responsible, energy efficient institutional structure in our region. It is a 15,000 sq. ft Synagogue with a forty foot tall sanctuary, the Waxman Chabad Center. The exterior walls are all concrete, insulated from the exterior environment and designed to passively receive geothermal energy. That energy heats them. In the winter the worst monthly gas bill is approximately $200. 15 years after it opened, in the winter, the boiler broke down. It was below zero for 12 days, but the building did not fall below 50 degrees - the earth temperature 4 ft. below the ground.
The property also uses plants - willow bushes, to mitigate storm drainage from the small creek/swampy soil on the site.
I have been a part of the committee reviewing the needs to upgrade the facilities of the police, fire and streets departments. I am deeply concerned about making sure these departments are able to function effectively while being mindful of a design which will be sensible, to minimize the costs which will be paid by the residents. I and my long term architect/design partner developed and shared a plan for the comittee to review. Regarding the interaction between service providers and the community I will provide community involvement and interaction with city leaders to garner the expertise they have acquired as residents on the functioning of facilities and services. This may be through public forms, committees, or specific outreach.
Problem solving is the purpose of all elected officials. The Mayor is the leader of the city with the responsibility to dedicate himself full time to the course the city must take to insure its continued quality today, while preparing for the future. He and the council members are a team to seek the needed vision to implement successful policies. There must be "open doors" between them to maximize interaction - not just attending a council meeting, It's a process, to implement good working programs and develop refined ideas. I will work openly on problems and welcome respectful review, and the proposal of new ideas. Through honest group problem solving, a better product can evolve. I would also attempt to organize citizen input.
My interaction with the department leaders has provided an opportunity to understand the serious level of their involvement in city concerns. I am impressed by the current leaders. I will be a full-time Mayor visiting and interacting with my staff to attempt to be prepared for whatever lake Erie may have in-store for us. You never know. We can only do our best to respond to the test that G-d will present to us. By the way, I am not really 49. I could be retired but I am a long way from that.

Every Voice Counts in UH - University Heights thrives on its diversity. I will ensure that every voice, across cultures, ages, and abilities, has a place in city decision-making. That means active outreach in neighborhoods, schools, and community spaces, guided by data to identify gaps and measure progress. Accessibility and equity will be built into every initiative, so we’re not just hearing from the most visible residents, but truly engaging with the full breadth of our community.
Investing in a Greener Future - We’re making progress in University Heights. Our city-wide recycling program reaches more than half our residents, and we’re working with FutureHeights to advance green spaces and community education. We recently secured $3,310 from Ohio EPA’s Recycle Ohio grant, and groups like Friends of the Walt show how deeply our residents care. Volunteer-led efforts in parks, cleanups, and sustainable landscaping prove that commitment. I’ll expand these initiatives, aggressively seek more grants, and invest in green infrastructure for a cleaner, more resilient city.
Safety First, Backed by Strong Labor - A safe community depends on strong public services, fair labor practices, and careful budgeting. Our police, fire, and public works employees deserve the resources and staffing they need, backed by fair contracts that respect their work. I’ll pair that labor-friendly approach with fiscal discipline; investing in modern equipment, training, and preventive safety measures while keeping our budget balanced. Safety is about preparation, not reaction, and our policies will reflect that.
Productive Dialogue Builds Results - The administration sets the city’s operational direction, while council serves as its legislative partner and fiscal steward. Both roles are essential, and when they work in harmony, residents benefit. I believe in resolving disagreements through productive dialogue—promptly and thoroughly—so necessary legislation and programs aren’t delayed. Clear communication, mutual respect, and shared goals are the foundation of an effective city government.
Prepared for Every Challenge - Our city services are prepared, but there’s room to strengthen both equipment and coordination. The recent fire at Cedar-Lee in Cleveland Heights saw our firefighters working tirelessly in freezing conditions; proving the dedication and capability of our emergency teams. However, extreme weather is becoming more frequent, and residents rightly expect reliable service, unlike the inconsistent and politicized support seen from FirstEnergy. We must improve infrastructure, upgrade vehicles, and ensure residents have easy access to emergency information and resources. When the unexpected happens, our community should be ready to respond and recover quickly.

I have been elected 3 times to city council and appointed 3 times by my colleagues to be Vice Mayor. I have a fiscal background, management skills and a strength of relationship building. I know what the city needs to going forward. I know and respect all of the directors and will have no down time to make positive changes where needed. I will put an end to the drama which blackened UH's reputation for last number of years. Finally I will reunite the city by being everyone's Mayor.

Since I’ve been on council, I have introduced or supported and sponsored legislation that prevents discrimination in housing and employment in the city as well as eliminating barriers to submitting for city contracts. I will bring back the Series of Discoveries which allowed residents of differing groups to mix and learn about each other. I want to adjust the qualifying income for our exterior repair grant program so more are eligible. I will continue my support our local food pantry and help raise awareness of its work in our community. I will continue to support and improve our community meeting places like the park and the pool and support events like Juneteenth. I love this city and will do all that I can to embrace our differences.
I have supported the numerous initiatives which have been implemented in the city already.I approved our city to be Power a Clean Future Ohio city.We have implemented loose recycling which increased our recycling rates. We are in the middle of a pilot composting program which is successful and I am hopeful that residents will continue with this when the free program ends. I have supported the grant to provide an EV charging station at city hall. These initiatives already are reducing our environmental and carbon footprint. I will continue to set realistic sustainability goals for our city. Better urban planning will enhance our sustainable infrastructure. I remain committed updating our zoning code which takes into account sustainability.
University Heights is blessed, as we have excellent safety forces already in place. As Vice Mayor I have supported our safety forces requests for equipment, personnel and other resources needed. As safety director I will continue the legacy of keeping University Heights safe. I do support adopting some new technologies that our department currently does not have that can enhance their ability to deliver the best services for all of us. Our police and fire departments work out of outdated facilities that make their jobs more difficult. I took the lead to begin the planning to replace these over 4 years ago and remain committed to finishing that process. I will work collaboratively with the council to achieve this goal.
The roles of administration and city council are clear.The Mayor administers the laws of the city as well as all administrative tasks.The Mayor is the manager all of the city directors and employees. City council legislates and has the power of the purse.Council writes the ordinances but the Mayor must implement them.The Mayor proposed the budget,but the council has final say on what gets funded, and are in charge of the budget. In order to achieve the most for the city both of them need to work together as a team. I pledge to work with council to develop shared goals so we can move forward in a positive manner. I already have the respect of the current council members and directors.I will only strengthen these relationships moving forward
The last major storm demonstrated that we are not prepared on many fronts. City Council discovered after that event that our Emergency Operations Plan (EOP) was never signed so it could be implemented. This was resolved but it needs to be reviewed constantly with the ever changing weather events. We did not have emergency shelters in place in a timely manner nor did we have a plan for other issues like food storage. We are a small enough city that we can offer services that others cannot. I personally arranged a freezer truck which the past administration did not communicate to the community. I will ensure that council is notified as things develop and have them be a part of the decisions that are made. I will use CodeRed more effectively.
