Slogan I believe in doing what is right for township residents regardless of political affiliation.
I have worked for the NJDOT as a civil engineer, the township of Hamilton as Director of Public Works, and several consulting firms (Gannett Fleming, Robson Forensic, RM Balgowan Forensic & Engineering Services, LLC). Everywhere I have worked I have successfully reduced costs while improving services. I did this during my tenure at the New Jersey Department of Transportation and as Director of Public Services for Hamilton Township. As Director of Public Works, I worked under both Democratic and Republican administrations. I have significant experience working in government at the state and municipal levels. I have been a member of numerous international, national and state committees regarding government operations. My education and experience provide me with the skill set to be an outstanding council person.
Property taxes and spending are out of control. Our municipal property taxes are now almost equal to our school taxes, which was never the case in the past. Property taxes are up 27% under this administration. Spending is up 60%. I am CERTAIN that with the right people in office, that we can REDUCE property taxes with no adverse effect on services. In fact, I believe that we can improve services in many areas. We can also slash unnecessary spending. Public Safety is one area where we may need to increase spending. Our police are understaffed. We do not properly maintain our infrastructures which puts our residents, workers and the public in general in harm's way. We can cut spending, without reducing services, in many areas, Solid waste removal and recycling are just two of those areas.
The critical issues facing the Hamilton Township are skyrocketing property taxes, out of control spending and overdevelopment. We can easily reduce property taxes by auding operations and eliminating unnecessary spending. We can slam the brakes on overspending by reviewing and eliminating unnecessary purchases. There is no question, that with the right people in office, we CAN reduce property taxes, cut spending and limit development.
We need to maximize the use of open space funding. The current administration is using our open space, and green acres monies, for purchases that appear to be improper and not in the best interest of the township. Their purchase of the YMCA property on Sawmill Road is an example of that. They then leased the property back to the YMCA.
Slogan Had Enough?
I have exceptional communication skills which I will use to improve community outreach and reach out to other levels of government to ensure the people Hamilton get every opportunity available. The current council is lackluster with informing residents of projects occurring in their neighborhoods and is unresponsive to constituents who reach out. I will not continue poor community responses.
My budget priorities are to lower it. I will Immediately implement a hiring freeze on all non-emergency positions. If a firefighter or police officer, or other first responder retires that position will be filled. I will also audit every dollar from every department to make sure that taxpayers hard earned dollars are being used to their benefit and not just at the benefit of patronage appointees.
Trenton Water Works needs to be regionalized immediately. We are in the making of an environmental disaster. I would like to be a part of a peaceful and equitable transfer of control of the utility, however if the Trenton City Council continues to endanger the health and safety of all consumers of TWW then immediate legal action will be taken. The current Hamilton government has dropped a lawsuit and claims they will refile, but their threats are idle and the public is paying for it.
The current council has allowed the construction of Warehouses which dispose of green spaces, they sit vacant which harm the growth of all commerce in Hamilton. The councils vacant warehouses are tax exempt which raise property taxes on residents and business owners. Commercial Big-Rig trucks tear up residential roads to park in the councils vacant warehouses parking lots, and when they sit idle they produce unnecessary carbon emissions. We fix this problem by returning the townships zoning code to a state which brings in actual businesses into our communities and not environmental nuisances that benefit building developers at the expense of our local character and commerce.
Slogan On November 4th, let’s keep Hamilton moving forward. Re-elect Carabelli, Tighe, and Whalen.

I bring a proven track record of leadership, results, and deep commitment to our community. With years of experience in public service, I have successfully worked to preserve open space, strengthen public safety, and improve Township infrastructure. I understand the complexities of local government and have consistently advocated for responsible budgeting and increased transparency. My collaborative approach has helped deliver solutions to the challenges our residents face, from holding Trenton Water Works accountable to supporting local economic growth. I combine institutional knowledge with a forward-thinking mindset, always putting Hamilton families first.

Overall, my budget properties remain the same as my first day on Council. We must be a responsive, transparent and effective government. Specifically, it means offering residents great services while adjusting to rising inflationary and healthcare costs. It also means consolidating programming wherever possible with our local municipalities. Two examples of these accomplishments are fire consolidation from a 9 district model to a municipal one and shared service agreements with our fellow municipalities for a variety of different services. In addition, we need to continue to support our law enforcement officials (police, fire, and emergency management officials) as they maintain Hamilton's reputation as a safe place to call home.
Taxes are always the top issue for Township residents. As Councilperson, we are tasked with approving a budget that is fiscally responsible while balancing programs and services. We are also faced with maintaining our parks and open spaces which enhances the quality of life in our town. Finally, through our support of roads and infrastructure, law enforcement agency upgrades and sewer authority improvements, we are ensuring that we are investing appropriately in Hamilton for now and future generations.
Hamilton has great opportunities for growth which needs to be smart, sustainable, and aligned with the values of our residents. We should keep our focus on smart planning and zoning that encourages redevelopment and mixed-use projects. At the same time, our planning and zoning must continue to preserve open space and expand and improve our parks and trails. This strengthens our tax base while preserving the character and green areas that make Hamilton appealing. In addition, public safety is a at the forefront of our priority list. Growth must go hand-in-hand with investments in police, fire, and emergency services.
