Kimber Starr is a working mom, small business owner, and policy leader with 10+ years in government. She holds a Master of Public Administration from UW and has led efforts in housing, small business, and Tribal relations. She serves on the Planning Commission and Family Promise board.
I’ve spent two decades navigating complex systems — as a small business owner, government leader, and community advocate. I’ve served as a Tribal Liaison, directed outreach for Congresswoman Marilyn Strickland, and managed the Governor’s Subcabinet on Business Diversity. I’m also a Planning Commissioner, shaping land use and zoning decisions in Pierce County. I bring policy expertise, deep community ties, and a track record of results — and I know how to move big ideas from vision to implementation.
Inclusive Economic Growth: Support small businesses, streamline permitting, and invest in workforce pathways that move people from training to opportunity.
Affordable Housing: Expand mixed-income housing, preserve affordability, and invest in solutions that prevent homelessness — especially for families.
Public Safety & Community Wellbeing: Invest in first responders and community-based programs that address root causes of crime — including mental health, youth intervention, and housing instability. Support a coordinated, regional approach to homelessness that prioritizes prevention, expands shelter capacity, and builds long-term pathways to permanent housing.
It’s not either/or — it’s about doing both well. I support smart growth that aligns with community needs and honors the long-term health of our land, water, and ecosystems. As a Planning Commissioner, I’ve seen how upfront planning and inclusive public input can guide development that’s both sustainable and economically beneficial. We need strong environmental protections, thoughtful infrastructure planning, and transparency around trade-offs.
Pierce County is diverse — from urban neighborhoods to rural areas — and we need leadership that listens and adapts. I start by showing up. That means meeting people where they are, building trust, and making government accessible. I’ve worked across cultural, geographic, and political lines to bring people to the table and create solutions together. No community should be an afterthought. My leadership is rooted in equity, collaboration, and ensuring every voice counts.

I have spent over 40 years in the real estate and land use sector and currently run my own brokerage. One of the primary responsibilities of the Council is managing the county's land. Right now, I believe there is a lack of real world experience and expertise in that area on the council, which is why I am running.
I've had decades of direct experience dealing with local jurisdictions regarding land and development, and I believe this experience will allow me to improve the way we manage our land and the growth of our county. As we are currently in the midst of an affordable housing crisis, this expertise is desperately needed.
I have served on numerous task forces, committees, and boards, including the Housing Advisory Board, Best Permitting Agency, and more. I know how government can be run more efficiently. I have the practical experience and expertise. I’m ready to bring that knowledge and perspective to help our county, combat the housing crisis, and make housing attainable.
Because of my vast experience in real estate and land use, my top priority is tackling the affordable housing crisis. This is an area I know I can make a meaningful change.
My second focus is on infrastructure i.e. extending Canyon Road.
Public safety is also a priority. I believe in compassionate law enforcement and want to give our police the tools and the authority to provide a safe environment.
There needs to be a balance, but we need to come to that balance based on good science, not politics.
It's important that before eliminating or prohibiting development, strong evidence to support those environmental constraints be provided. Currently, I don't believe this balance is very well managed.
The biggest difference in needs within a county often comes down to the difference between urban needs and rural needs.
A good example I often use is this: my horse will not fit into an apartment, it needs open space. That doesn't mean that we get rid of horses though, or that it's the governments job to say that no one or everyone should have a horse.
There are individual freedoms and rights and different needs between rural and urban areas. Too often than not, politicians prioritize one over the other, making decisions with clear bias, leaving the other side underserved.
The answer isn't that we all live in apartments and eliminate rural development, nor is it that we don't build apartments. The answer is supporting infrastructure and housing development where appropriate, while also protecting the rural way of life and open spaces where appropriate. As someone with 40 years of experience as a problem solver, and someone who prioritizes clients, I am confident I can balance this.

Pierce County Councilmember - unanimously appointed in a bipartisan vote by the County Council to serve out the term of former Councilmember Marty Campbell; Fife City Council, 2013- 2025; Deputy Mayor, 2024, 2020, 2018
I’ve served in public office for the past 11 years in Fife and Pierce County, working to make local government more responsive and accessible. I’ve led efforts to modernize public services, increase transparency, and expand community engagement to ensure residents are heard and represented. That experience has made me a stronger, more effective leader—one who understands the needs of Pierce County and knows how to deliver.
Beyond elected office, I’ve served with several organizations, including on the Executive Boards of the Pierce County Young Democrats, Fife Historical Society, and the AANHPI Caucus of the WA State Democrats. My work spans from grassroots organizing to public leadership, giving me a broad understanding of how policy and community intersect, and strong connections to many of the diverse communities across Pierce County.
My top three priorities for Pierce County are expanding affordable housing & ending homelessness, improving our transportation & infrastructure, and fostering healthy communities.
I am committed to increasing housing supply by streamlining permitting, protecting renters, investing in affordable housing projects, strengthening rapid rehousing programs, and finding solutions to homelessness.
I understand that transportation & infrastructure are central to our economy and community. I will improve mobility by expanding transit services, improve road safety, reduce congestion, and advocate for more multimodal transportation options and infrastructure to be built.
Lastly, to foster healthy communities I will work to mitigate climate change, expand access to crisis care, addiction treatment, and behavioral health support, strengthen public health programs, and improve food security by expanding nutrition assistance programs.
I don’t see development and natural resource protection as an either/or issue. Development is necessary; we need to build affordable housing, improve our infrastructure, and bolster our economy. Protecting our natural resources and mitigating climate change is equally as important. These things can be done simultaneously, and if we build with the future in mind, we can make improvements to Pierce County that are future proof.
My plans to invest in multimodal transportation infrastructure is an example of this. We use resources to invest in greener ways for people to get around. While this will use space and cost natural resources, it will pay that back in full by promoting less car use and less gas-powered transportation throughout the county.
In office, I’ve worked to bring the voices most impacted by policy into decision-making and ensure government is accessible and responsive to all. I’ve fought to make local government in Fife and Pierce County work for everyone—and I’m committed to continuing that work.
My goal is to pursue policies that improve lives across Pierce County: from affordable housing and better transit to public safety and community investment. I’ll meet people where they are, listen closely, and partner with them to create lasting change.
I will always prioritize our most vulnerable—supporting workers, investing in underserved neighborhoods, and standing with Native, immigrant, and refugee communities to ensure they have equal opportunities and protection from federal threats. I believe in a Pierce County where everyone has the chance to thrive, and I’m ready to keep building toward that future.
