1. Crime and Public Safety:
Ensuring the safety of our residents is of paramount importance. During my tenure, we achieved a 66% reduction in crime by collaborating closely with law enforcement and community organizations. However, since I left office in 2022, crime has risen by over 100%. We are in dire need of leadership to reestablish public safety. The first responsibility of government is to provide a safe and livable community
2. Affordable Housing and Living Conditions:
There is only a 1.1% apartment vacancy in our district. It is horrific that we are number 1 in the City for building violations.
3. Education and after-school programs:
Our schools are in dire need of appropriate resources and after-school programs. While I secured a $175 million investment in public schools during my time in office, over the last three years, we have not received what was due to our children.
1. Crime and Public Safety
I will support and scale up initiatives like the Cure Violence program I initiated citywide during my tenure from 2010-2022, which have demonstrated effectiveness in reducing gun violence. I will strengthen the NYPD’s Neighborhood Policing program to ensure a more responsive and accountable police presence. I will advocate for the expansion of the NYPD’s Quality of Life Division to address everyday issues impacting residents' sense of safety and well-being, such as noise complaints, vandalism, and public disturbances.
2. Affordable Housing and Living Conditions
I will support initiatives that incentivize the construction of affordable housing units. I will strengthen Code Enforcement and advocate for enforcement building codes ensuring landlords maintain safe and habitable living conditions.
3. I will secure increase funding for education, Secure Increased Funding for Education, expand after school programs and enhance early education program.
1. Enhancing Public Safety
Reinforce Community Policing: Collaborate with the NYPD to strengthen neighborhood patrols and build trust between officers and residents. Expand Youth Programs: Invest in after-school and mentorship programs to provide positive outlets for our youth. I will establish a Public Safety Task Force which will bring together community leaders, law enforcement, and local organizations to develop comprehensive safety strategies.
2. Addressing Affordable Housing and Living Conditions
I will advocate for the development of new affordable housing units and the preservation of existing ones. I will provide resources for tenants facing housing issues, including legal assistance and housing counseling.
3. Schools
Secure greater funding for our schools and expand After-School Programs. Develop comprehensive after-school programs that offer academic support, arts, and sports to foster holistic development. I did it before and I will expand in the first 100 days.
One of my most ambitious goals as your City Council representative is to significantly reduce crime in our district by reinstating and expanding community-based safety initiatives. I am committed to reversing this trend by implementing comprehensive strategies that address the root causes of crime and promote public safety.
This includes enhancing community policing efforts, investing in youth programs to provide positive alternatives, and establishing a public safety task force that brings together community leaders, law enforcement, and local organizations. By fostering strong partnerships and proactive engagement, we can create a safer and more livable community for all residents.
Achieving this goal will require dedication, collaboration, and a shared commitment to the well-being of our district. I am ready to lead this effort and work tirelessly to ensure that every resident feels safe and supported in our community.
Poverty stands as a significant barrier to achieving lasting public safety in our district. It's not merely about economic hardship; poverty intertwines with various factors that contribute to crime and hinder community well-being.
Research consistently shows that areas with high poverty rates experience more crime. For instance, neighborhoods with lower poverty rates saw a 59% increase in fatal shootings, while high-poverty neighborhoods experienced an 89% increase . This disparity highlights how poverty exacerbates violence.
Moreover, poverty often leads to concentrated disadvantage, where multiple issues like unemployment, inadequate housing, and limited access to education and healthcare converge. This concentration creates environments where crime can thrive, and residents may feel disconnected from societal structures that are meant to protect and support them .

Bryan believes District 14 faces three intertwined crises:
First, housing instability and building safety—decades of underinvestment have left tenants confronting collapsing buildings, fire hazards, and rents far beyond local incomes, demanding zip-code-specific AMI reforms, stricter code enforcement, and use of public land for deeply affordable developments.
Second, rising gun violence and eroded community safety—escalating shootings require increased NYPD presence, expanded youth programs, and keeping repeat offenders off our streets.
Third, the crushing cost of living and predatory price gouging on utilities, groceries, and housing—necessitating caps on city-imposed taxes, anti–price-gouging enforcement, and targeted relief so families can meet basic needs without sacrificing stability.
Bryan would tackle these challenges with a three-pronged, solutions-driven strategy.
To secure truly affordable housing, he would implement zip-code-specific AMI reforms, unlock underused city land for deeply affordable developments, enforce stricter building codes & inspections, and expand tenant rights—including a robust right-to-counsel—to prevent unsafe living conditions and displacement.
To curb gun violence & restore community safety, he would push to hire 5,000 more NYPD Officers in NYC, partner with local nonprofits to expand after-school and internship opportunities for youth, and ensure repeat offenders are kept off our streets.
Finally, to relieve crushing living costs & halt predatory price gouging, Bryan would cap utility and rent increases, strengthen enforcement against exploitative pricing on groceries and essentials, and establish targeted relief programs—ensuring families can afford basic needs without sacrificing stab
In his first 100 days, Bryan will introduce legislation to establish zip‐code‐specific AMI guidelines & initiate the transfer of underused city‐owned lands into deeply affordable housing developments, while using his oversight authority to compel the Department of Buildings to ramp up inspections & enforce stricter code compliance in District 14.
Second, he will fight to increase right to counsel funding for all New Yorkers—drawing on his Bronx Supreme Court experience—& partner with legal aid organizations to deploy rapid‐response teams in housing courts to prevent unsafe displacements.
Third, Bryan will work to create a robust anti–price‐gouging task force to ensure immediate safety and economic relief for the most vulnerable Bronxites.
Bryan’s most ambitious goal is nothing less than transforming the Northwest Bronx into a model of equitable opportunity and prosperity—where every family lives in a safe, quality home they can afford, builds generational wealth through homeownership, and feels secure in their streets and communities.
He envisions a community free from collapsing buildings and crippling rent burdens, with a fully funded right-to-counsel for tenants, robust enforcement programs that dramatically reduce shootings, and consumer protections that end predatory price gouging.
Achieving this requires overhauling housing policy, expanding legal and social services, and forging powerful public-private partnerships—all driven by his solutions-first approach. In Bryan’s view, the NW Bronx can become a beacon for what urban renewal and social justice look like in the 21st century—and he’s committed to making that vision a reality.
Bryan sees two primary challenges—and he’s already mapped out solutions for both.
First, securing sustained funding within annual budget cycles can be tricky, so he’ll work with his colleagues and state partners to ensure dedicated line items in the city and state budgets, pursue public–private partnerships, and tap philanthropic grants to ensure resources for his housing, public safety, and economic plan.
Second, coordinating multiple agencies and community partners requires tight alignment, so Bryan's legislation will implement rigorous, data‐driven project management frameworks—with clear milestones, transparent public reporting, and built-in accountability measures—to keep every stakeholder moving together toward measurable progress.
