Affordability: As Comptroller, I will hold city agencies accountable for delivering equitable outcomes, push for fair wages, and invest in programs that raise up underrepresented communities.
Public Safety: We need to let our cops do the jobs they signed up to do while investing in the programs and priorities that prevent crime in the first place. By expanding access to education, jobs, healthcare, food, housing, and mental health services, I will ensure the city’s investments in public safety are smart, holistic, effective, and grounded in community trust, making every neighborhood a safer place to live, work, and raise a family.
Housing Creation: As Comptroller, in partnership with trustees, I will champion the NYC Workers Housing Plan, by investing pension funds into the creation of affordable housing specifically for city employees.
1. Delivering strong returns for retirees and investing in our city’s future. As Comptroller, I’ll protect our pensions with smart, strategic investments while putting our money to work for the greater good—building out universal child care, fighting climate change, expanding affordable housing, and supporting MWBEs.
2. Auditing agencies and holding every dollar accountable
I’ll conduct tough, no-nonsense audits—not just to expose where the money is going, but to create a real plan to reform agencies stuck in the past. Every dollar in the budget should go toward delivering results for working families—not political favors or backroom deals.
3. Building a Fiscal Firewall to Protect New York’s Future
We need to fight like hell to protect New York from economic instability and Republican attacks. That means fully funding universal child care, expanding affordable housing, investing in CUNY to create real opportunity, and giving every kid a shot at a better future.
Creating a first in the nation universal child care system. Raising a family in New York City can feel impossibly hard, and working families deserve real solutions to the challenges they face. As Finance Chair, I stood up against proposed cuts to early childhood education and after-school programs, making sure working parents had the support they needed. But more must be done. Universal childcare wouldn’t just be a gamechanger for working families, it would be a gamechanger for our economy. I’ve been a champion for creating a universal child care system for many years. As Comptroller, I will work to identify the necessary funding to ensure that every family has access to high-quality child care. This bold initiative will help parents stay in the workforce, give children the foundation they need to thrive, and make New York City a place where families can build their futures.
Political will! We need to elect public servants who are willing to fight for free, high-quality, universal child care—and actually make it a real priority. I have a plan to invest pension dollars to fund the buildout of child care centers across our city. It’s not just the right thing to do for working families—it’s a smart real estate play for our pensions.

1. Driving Affordability and Solving the Housing Crisis - I’m committed to tackling our affordable housing crisis here in New York City. This must include using all the powers of the Comptroller’s Office – from investment management to investigation – to building affordable housing across the city. I championed this work as Manhattan Borough President, and I’ll continue this fight in the Comptroller’s office.
2. Mental Health and Safety go hand in hand - Investing in public safety requires a holistic approach—one that prioritizes both safety and community well-being. That means funding social workers and outreach teams and increasing access to healthcare.
As Comptroller, I will use the office’s budget oversight powers to ensure the city properly invests in community-focused services and supports, as well as advocate to fill the 2,500 vacancies in the NYPD.
1. Solve our housing crisis by creating affordable housing for NYers. I would launch a new NYC Affordability Fund in my first year, so that we can begin financing new badly needed units, and I'll audit and investigate the department of housing development, which is the agency that is responsible for the creation of affordable housing, to ensure that we are getting the housing we need built.
2. Fight back against Trump's agenda of pain, chaos and cruelty. In my first year, I'll partner with blue state and city pension systems to unite trillions of dollars that can be used to fight back against his agenda.
3. Begin the hard work of ensuring our city agencies are delivering for New Yorkers. In my first year, I'll investigate spending by agencies like DOE, which funnel hundreds of millions of dollars to contractors and consultants that should instead be going to classrooms to help teachers, students and families.
My NYC Affordability Fund plan aims to address the housing crisis by investing up to $2.5 billion to create or preserve 75,000 affordable homes over the next decade. Key proposals include establishing the fund through Economically Targeted Investments, implementing a 'Housing is Core' agenda, removing investment limits on affordable housing, and eliminating the Low-Income Housing Tax Credit cap. As Comptroller, I am committed to ensuring strong returns for pension funds while tackling the affordability crisis in New York City.
The first responsibility of the comptroller is as fiduciary to the pension funds. We must ensure 7+ percent rate of return. For the NYC Affordability Fund to work, we’ll have to ensure its design meets that threshold. I’m extremely confident that we can achieve this, as real estate — particularly affordable residential real estate — is among the safest and best investments in New York City.
