My most ambitious goal is to build a Healthy Cultural and Economic Ecosystem—one that shifts mindsets, opens opportunity, and reclaims economic power for communities that have been systematically shut out. This means confronting outdated policies and removing regulatory barriers that stifle small businesses, entrepreneurs, and creatives.

It also means facing hard truths: Black, Hispanic, and women-owned businesses receive less than 1% of city contracts—a statistic that reflects not just bias, but a white-collar culture of exclusion and gatekeeping in City Hall.

To truly change this, we must bring New Yorkers together—across neighborhoods and industries—to redesign how opportunity flows in our city. This will take open communication, courage, and collective will. But with Eco-Business Hubs, financial empowerment, and transparency, we can spark a new economy—by us and for us.
The greatest impediment to transforming New York City’s economic ecosystem is the deeply entrenched culture of passive violence—a quiet but destructive force marked by indifference, low expectations, and systemic neglect. It shows up in policies that pretend to help but are designed to exclude, cumbersome and outdated regulations that stifle the creatives, in city contracting processes that quietly shut out Black, Hispanic, and women-owned businesses, and in leadership that accepts stagnation as the status quo. This passive violence doesn’t scream, but it suffocates progress, keeping opportunity locked away from residents and the very communities across all the boroughs that power this city. Dismantling it will require more than programs—it will demand political courage, transparency, civic will, and an unwavering commitment to building trust.

NYC has a true cost of living and affordability crisis. New Yorkers are working harder than ever yet falling further behind. Housing, food, childcare, transportation costs keep rising while wages remain stagnant. As a husband, father, son, and feminist, I know how these challenges uniquely affect women and families. I will center their voices and experiences in our city’s recovery. Housing Access & Stability. Housing is more than shelter, it’s the foundation of a safe, stable life. Too many New Yorkers are locked out of affordable housing. Economic justice also means closing the gender wage gap. Too many women, esp. women of color, continue to be underpaid for their labor. I will target wage equity and ensure women earn equal pay for equal work. Public Safety & Community Health: Public safety isn’t just about enforcement, it’s about making sure residents feel supported, healthy, and connected. Restoring public safety while investing in health and wellness is essential for our recovery.
I will declare an Emergency on the True Cost of Living and Affordability and issue an Executive Order to show how we Guarantee Income, Increase Wages, Demand Affordability and End Poverty, incl. providing Universal Childcare. I will modernize affordable housing so working people can stay in NYC and make housing more affordable by tying affordability metrics to Local Median Income. We will build 600,000 new housing units; raise income thresholds; end the discriminatory use of credit checks in housing applications and revive the Mitchell-Lama 2.0 initiative. I will fund neighborhood-based mental health services; expand mobile units; work with trusted community providers to improve access and destigmatize mental health in Black and immigrant communities via culturally competent providers and peer-led wellness models. We will support trauma informed crisis intervention and prioritize maternal and mental health via expanded funding for culturally competent doulas, midwives and therapists.
I will declare a State of Emergency on Day 1 to address the true cost of living and affordability in NYC and begin the process to launch a Guaranteed Income pilot program in neighborhoods hardest hit by economic insecurity, establishing a public dashboard tracking outcomes for full transparency and accountability. I will review all agency budgets, including the City’s operating budget, to identify savings, duplication of services and erroneous use of overtime that could be reallocated for essential services and roles at risk due to shortfalls. I may tap resources in the City’s reserves to ensure we operate in a manner that does greater strain on our ability to serve constituents and resist efforts from the federal government to destabilize our City. Federal threats to slash Medicaid, Medicare and vital benefits would have a crippling effect on women, esp. single mothers, caregivers and seniors. We will protect these services and advocate fiercely to ensure women are not left behind.
I will launch a Guaranteed Income pilot program to provide direct financial support to New Yorkers most impacted by the affordability crisis. This initiative is a central pillar of my broader agenda to stabilize communities, end cycles of poverty, and strengthen working-class opportunity across all boroughs. The pilot will provide an initial 20,000 New Yorkers with funds to address these costs, capped at $500 to start. Based on the program’s success, in partnership with city council, state and federal government, we will expand the eligibility pool and increase available funds. We will fund the program without raising taxes on working families. While also working with philanthropic partners, funding will come from drawing down cash reserves, reallocating funds in the current city budget incl. but not limited to excessive overtime pay; taxing vacant luxury apartments; recovering more than $2 billion in unpaid city fines, fees, and penalties; and ending corporate property tax exemptions.
The greatest impediment to Guaranteed Income will be political resistance, particularly from those satisfied or benefiting from the status quo. But everyone, regardless of race, economic or immigration status should be able to meet their basic needs. And we know Guaranteed Income works. Since the COVID pandemic, communities across America have launched more than 100 pilots and a growing body of research shows that recipients use the funds on basics like housing, food and utility bills.[1] After years of policies that only further divide the economic disparities between hardworking New Yorkers, it’s time for policies that protect them and lift them up. We will start with a pilot program, founded on data and in equity and build it over time as the program’s success is proven.

New York City faces a crisis of affordability, safety, and opportunity. First, our housing costs are out of control because we have failed to build enough supply. For decades, city leadership has delayed, downscaled, or outright abandoned plans to construct the housing we need. Today, our vacancy rate is just 1.4 percent, the lowest since the 1960s, and working families are being priced out or forced into overcrowded, unstable conditions. Second, childcare and youth services are failing to meet the needs of working parents, especially mothers. Nearly 4 out of 5 families can’t afford afterschool care, and 2 in 5 parents have had to turn down paid work due to childcare costs. Third, public safety remains a real concern. Although some crime is down, serious assaults are up and too many shootings go unsolved. New Yorkers feel less safe today than they did five years ago. These challenges demand bold, structural solutions.
To fix our housing crisis, I’ve proposed Rebuild NYC, a plan to create and preserve one million homes over the next decade. We’ll legalize more housing in every neighborhood, convert underused office space, redevelop public sites like schools and libraries into mixed-use housing, and scale mixed-income development on NYCHA land to preserve public housing without displacing a single resident. To support working families, my Opportunity Agenda guarantees free, universal afterschool for all students through 12th grade and expands universal 3-K and full-day Pre-K so no parent is forced to choose between care and their career. On public safety, my Clear 100 plan will rebuild the NYPD’s detective force to solve every shooting and close racial disparities in clearance rates. I’ll deploy co-responder teams to subways and expand proven violence prevention programs like Every Block Counts and Next STEPS. We can build a safer, more affordable city, if we choose to act.
In my first 100 days, I’ll take immediate action to tackle our housing, childcare, and public safety crises. First, I’ll introduce and work to pass the Mega Midtown rezoning to create up to 85,000 new homes, while launching standardized templates and streamlined approvals for small building and public site development. Second, I'll begin developing Afterschool for All and reform the city’s contracting process, so CBOs that provide childcare and youth programs are paid on time and treated as essential partners. Third, I’ll begin working with NYPD and other senior leadership to develop and implement parts of my public safety plan – including building infrastructure to solve every shooting and beginning deployment of 150 PACT (Police and Clinician Trio) teams across the city to respond to people in crisis and restore order in our subways and public spaces. These actions will set the tone for a mayoralty focused on delivery, equity, and safety.
The most ambitious goal I’ve set is to build and preserve one million homes over the next decade. Rebuild NYC is a comprehensive plan to meet this goal using every tool available. We’ll rezone Midtown to unlock up to 85,000 new mixed-income homes; legalize small buildings citywide with pre-approved designs; redevelop public sites like schools and libraries to add housing; and create new neighborhoods on underutilized land like the Brooklyn Marine Terminal and Aqueduct Racetrack. We’ll convert vacant office space into homes, shift shelter funding to build 50,000 permanent units, and preserve 150,000 at-risk apartments. At the center is a new model for NYCHA: scaling mixed-income development to fully repair public housing without displacing a single resident. Housing is the foundation for affordability, safety, and equity, and I’m ready to build what New Yorkers need.
One of our city’s biggest impediments is that we have forgotten how to build big and bold projects on time and under budget. Some will claim this can’t be done, that our city is too calcified and resistant to change. That the city that built the Empire State Building in 13 months can’t build as much housing as it did a century ago. But if Tokyo and Jersey City can do it, why can’t we? Today, housing proposals face years of delays from overlapping agencies, unclear approval processes, and outdated zoning rules. We must streamline permitting, standardize design templates for small buildings and public site redevelopments, and reform city contracting to reward speed, quality, and affordability. Most importantly, we must align every agency’s mission around one goal: building more housing.

By increasing housing supply, we can bring down costs for everyone and ensure that our city continues to grow. The choice is clear – either we build more housing or we risk losing New Yorkers.

First, we form a whole new government, reforming the city agencies by recruiting the best and the brightest to lead them, putting out a clarion call for the people who want to serve the public and do the people’s business 2. We’re going to appoint a Deputy Mayor for Quality of Life to launch the QualitySTAT and break down the silos between city agencies, allowing for a coordinated response that meets New Yorkers where they are. As comptroller, I audited the agencies. For us to be able to get a handle on this government, we need to be able to collaborate, Mental Health needs to talk to Small Business, so together we can deliver for the people of this city.
I am going to build on the legacy of the great mayors this city has ever seen and build the next generation of affordable housing in New York City. My Mitchell-Lama 2.0 Plan transforms vacant lots into new, deeply affordable housing units. We will partner with nonprofits and streamline the development process, saving the taxpayer money without sacrificing the construction quality. My ROOF plan prioritizes family-sized units to ensure parents can feel financially secure while raising their children in New York City. My Robin Hood plan expands tenant protections and holds bad landlords accountable, and in the most extreme cases, seizes the property to be redeveloped and transitioned into affordable housing under the supervision of tenant oversight boards. We will establish a $500 million revolving loan fund to build with local communities in mind and unlock $40 billion to bring NYCHA units into the 21st Century. With real leadership, every New Yorker can live with dignity and stability.
The Trump administration’s budgetary attacks against the city have the potential to severely inhibit what my administration is able to accomplish unless we prepare well. As Comptroller, I spent two terms managing the finances of this city and balancing the budget to ensure the city could facilitate real change and invest its funds to reflect the values of New Yorkers. As Mayor, I will create the Very Rainy Day Fund, one billion dollars set aside to ensure essential city services will not get disrupted by federal cuts. To rebuild our city, we need a highly experienced city manager who is not afraid to stand up to Trump and remind him that City Hall runs New York City, not the White House.
