I serve as the Founder and President of 360 Detroit, Inc., a 501(c)(3) nonprofit community development organization established in 2014 that focuses on revitalizing the Virginia Park Community. Through this organization, I have facilitated more than $7 million in investments and expenditures that directly benefit the community. Additionally, I have developed over 65,000 square feet of real estate, including affordable housing, and launched a variety of family programming initiatives that have positively affected over 2,000 households. With a proven track record of service and a genuine passion for enhancing the lives of individuals in District 5, I distinguish myself as a leader prepared to make a positive impact.
My Focus:

1. Affordable Housing for Detroit Residents: Ensuring that all residents have access to safe, quality, and affordable housing options that cater to the diverse needs of our community, fostering stability and growth for families and individuals.

2. Neighborhood Development: Advocating for inclusive and sustainable neighborhood development that enhances community engagement, strengthens local economies, and creates vibrant spaces where residents can thrive.

3. Public Transportation: Promoting an efficient public transportation system that connects all neighborhoods, reduces travel time, and provides equitable access to jobs, education, and essential services for every resident of Detroit.

Esther Haugabook, born and raised in District 5, has spent 30 years as a real estate and community development professional turning empty lots into vibrant assets and policies into homes. At HUD she directs $50 million in CDBG, HOME, CPF, and CoC funding, guiding cities through compliance and impact audits. Earlier, at MSHDA she structured complex tax-credit deals, and as CVS’s Detroit pre-development lead she converted vacant corners into job-generating pharmacies. Three elected terms on Virginia Pk Citizens District Council (president) earned her the Spirit of Detroit Award for resident-led planning. She’s running to deliver attainable housing, targeted neighborhood upgrades, thriving small businesses, and amplify the voices of residents.
Within my first 100 days I’ll focus on District 5’s toughest problems. Housing: launch “Live Where You Work” tax relief, a Fair Rent Task Force, and convert Land Bank lots into workforce homes. Infrastructure: publish a live repair map, fund drain/light micro-grants, and deploy a rapid pothole crew. Safety: embed CARE mental-health teams, promote more community-policing, and start Safe-Passage volunteers. Economy: fund pop-up-to-permanent store grants, business technical assistance, and a supplier-equity scorecard. Youth: seat a District Youth Council, open resource hubs, and start a green-jobs corps. Transparency: 72-hour response dashboard, participatory budgeting, and monthly mobile offices.

I’m a lifelong Detroiter, a UAW retiree, and a community advocate with deep roots in District 5. I’ve served as president of the Historic Indian Village Association, directed youth programs under The Lawn Academy, and fought to preserve Detroit’s historic neighborhoods. I’ve also owned small businesses, led voter engagement efforts through the UAW, and recently earned endorsements from UAW, AFSCME and The Black Slate. I’ve participated in city zoning and planning meetings to protect residents’ voices and neighborhood integrity. I’m running for City Council to bring accountable leadership, protect working families, and make city services work for all of us.

My top three priorities if I elect the city council would be: 1. Jobs and development. 2. Public safety for all neighborhoods. 3. Quality affordable housing for all.

1. I have both a Batchelor's and Master's Degree in Political Science, Government, History and Public Administration and Public Policy. 2. I was employed by the City of Detroit for 25 years, working in several departments. 3. I worked for Wayne County Government for 3 years as an administrator. 4. My Legislative Experience includes working on the staff of Detroit City Council as a Legislative Assistant working on the staff of the Wayne County Commission as a legislative aide and working as a community affairs assistant to a congressman.
Education-Jobs-Affordable Housing 1. Education: We need to work hand in hand with our school system. Burned out buildings need to be boarded up or torn down. Sidewalks should be in great shape. To and from school should be free of any dangers. When parents are looking to move into an area the first thing that they ask about is HOW GOOD ARE THE SCHOOLS. 2. Jobs: We need to attract all types of jobs to keep and attract citizens. We need fair wages to sustain an affordable lifestyle. 3. Affordable Housing: We need clean, safe and affordable housing. Citizens want to be proud of their neighborhood. They should be safe, clean and secure. We must make rental housing convenient, affordable and attractive.
