The Controller is responsible for carrying out the fiscal affairs of Lancaster County through six departmental units; General Accounting, Internal Audit, Accounts Payable, Financial Systems, Payroll and RetirementThrough these six departmental units, the Controller is able to be the top fiscal watchdog and provide oversight for Lancaster County and the monies of the Lancaster County taxpayers.Term: 4 years

Qualifications
I have had a 35-year career, primarily in banking and management consulting, managing teams responsible for financial reporting, budgeting, staffing analysis, marketing analytics, and managerial reporting. Since 2017, I have volunteered with the United Way’s VITA free tax preparation program as a site coordinator in Ephrata, where we prepare nearly 3,000 tax returns for those earning less than $70,000 per year. As Treasurer of the Ephrata Performing Arts Center in 2021, I reviewed the accounting entries and developed financial reports for Board decision-making. My education includes B.S. degrees in Economics and Mathematics from Ohio University and an MBA from the Wharton School of Business.

The City Controller is a new office, created when the new Home Rule Charter was adopted by Lancaster voters. I believe that the most important role for this office is ensuring financial accountability and transparency so that City residents can understand how their tax dollars are being spent.
The second role is to provide City Council, the Mayor, and City managers the financial information needed to make informed decisions and efficiently manage City operations. This includes highlighting opportunities to achieve goals cost effectively.
Finally, the Controller must maintain constructive relationships with the State Auditor's office and with all other relevant federal, state, and county government agencies.
This is an issue for the Mayor and City Council to address. As Controller, I will seek to ensure that there is transparency in how we spend funds intended to improve public safety and the police.
I see the Controller as providing the financial information and analysis to enable City Council and the Mayor to make informed decisions about alternative investments in infrastructure. We do not have unlimited resources. That means that we must be thoughtful and careful in our decisions as to how to use those resources. Above all, that means ensuring that those decisions are grounded in facts and solid analysis.
I am new to elected office, and the office of the City Controller is itself new, so there is much to be determined still. I can and will promise to participate in any forums to which I am invited and to listen to suggestions and requests as to how to improve the office. Most importantly, I will do my best to respond to requests from voters, the media, and civic organizations for information that the Controller can provide.
