Llano is a General Law (Type A) city with an elected city council and mayor form of government. The mayor serves as the presiding officer for a city council with five members. The term of office is two years.Duties: presides over the meetings of the city council; recognized as the head of city government for all ceremonial purposes; acts as the chief executive officer of the city; ensures that the laws and ordinances of the city are properly carried out; monitors the conduct of each subordinate municipal officer; informs the city council and recommendsany measure that relates to improving the finances, police, health, security, cleanliness, comfort, ornament, or good government of the city; charged with emergency powers to preserve the peace and good order of the city.Election conducted by the Llano County Election Department.

What in your background qualifies you to serve as Mayor for the City of Llano?
What are the most pressing issues facing the Llano City Council?
What are the citizens in the City of Llano telling you about city issues?
I was first elected to city council in November of 2020. Prior to serving on council I was Chairman of Llano’s Main Street Committee and attended council meetings for several years. I own a local business and am a retired public educator. I have attended TML trainings each year as provided by the city-learning a great deal about how municipal government operates. I’m proud of my service these last 4 years. I filter my words & actions by asking-what’s best for Llano? I have a heart for service and I truly do love Llano.
Leadership Currently the city does not have a mission statement. I plan to work with council and employees to find our focus. Water Sourcing water will always be a priority and we need to keep our current efforts on track. Communication There seems to be a disconnect between citizen’s expectations and city responsibilities. Clarity for all is a real goal. Transportation We need a second crossing over our river. I don’t know where and don’t really care-we just need to make it happen.
I have had a few citizens mention their concern about our city-wide planning. We have had several changes in administration and mayors in the last 5 years and the comprehensive plan seems to have fallen off the priority list. I hope to reignite the process and complete a full 5 year plan that we can work from that speaks to our goals and needs as a community.
I have owned several different types of businesses in my lifetime including a radio station, cablecast television station, a media and marketing company, a janitorial business, a solar power company and a distillery, so I have a wide range of knowledge of many different fields. I also have served as a consultant to governmental entities and spent some time as a college professor. I have the education, experience and the desire to serve the people of Llano.
In speaking with my colleagues, mayors of other Texas Hill Country cities, there are common problems that all our city council's face, they include the future of our water supply, planning for and handling the influx of new people to our communities, aging infrastructure that must be replaced, controlled growth rather than cancerous expansion, and developing resources for our citizens that will benefit current and future generations.
The citizens of Llano tell me that they are most concerned about water, infrastructure, affordable housing and healthcare. These are the issues that I also feel are very important. These are also the concerns that I have spent the most time working on in my first term. If the people of the community see these as important topics, then so do I.
