The most important issue facing our community is ensuring that we make sustainable, thoughtful investments in our assets while maintaining financial stability. We’ve made
strong progress during my time 7+ years as a Supervisor —Moody’s upgraded our credit rating, we’ve secured the proceeds from the sewer sale in a trust to help
responsibly manage our budget, and the Township’s golf course has not only become profitable, but is also reinvesting in it’s infrastructure while contributing back to the Township’s general fund.
But there’s more to do. One of our most iconic properties, Patterson Farm, is a priority. That’s why I sponsored the creation of an Ad-Hoc committee to evaluate township
properties and develop a long-term plan. That effort has already led to a thoughtful path forward for Patterson Farm, and I want to see that to completion

Serving my community as a Supervisor has been one of the greatest honors of my life. I’m running for re-election because I’m proud of the progress we’ve made—and because there’s more work to do.
When I was first appointed, LMT was in financial disarray. In January '18, the Township almost didn't make payroll, and Moody’s soon downgraded our credit rating.
We were also facing ballooning interest rates on the Township’s golf course with little ability to restructure. These were real challenges that required tough, sometimes
unpopular decisions. But we made them, and over the last 7 years, we’ve steadily restored the Township’s financial health.
Just as important, I’ve worked to strengthen our sense of community. That means investing in what matters—our parks, open space, and long-term planning—while
continuing to build trust and transparency.
I believe in steady leadership, responsible stewardship, and a commitment to making Lower Makefield a place we’re all proud to call home.
Being a Township Supervisor requires more than just a desire to serve—it demands experience, judgment, and a deep understanding of our rights and obligations as a second-class township. With over 30 years as a practicing attorney in both the public and private sectors, I bring a strong foundation in municipal finance, complex negotiations, listening and legal analysis. That experience has been critical in evaluating our vendors, managing risk, and ensuring that public resources are used wisely.
Early in my career I spent seven years as a legislative staffer, where I worked directly on constituent services, policy development, and budgeting. That background has given me a clear understanding of how to translate community needs into effective governance.
Combined with my years on the Board—navigating fiscal recovery, infrastructure challenges, and land use decisions—I bring a practical, informed, and steady approach to public service.

While Lower Makefield is a wonderful community, we have some real challenges to work through to ensure this remains such a great place to live for future generations. The fiscal '24 budget that I architected while on the board, along with the current board's continued stewardship, has upgraded our credit rating. With a $23M+ trust fund from the sale of the town's sewer system, we should be able to earn a AAA rating and establish a firm footing for the future.
Our amazing volunteer fire company is seeing a drop in recruiting, as younger members are easily lured away to professional firefighting careers in neighboring municipalities. With many senior members retiring soon, we need to chart a sustainable path forward for our fire company.
Patterson farm is one of the town's few remaining links to our farming history and the board has set funding to preserve the structures, but we need to work with the county and state to secure a long-term vision for Patterson farm.
My wife and I grew up in Lower Makefield and returned here to raise my three daughters. because this community gave us both such a wonderful start in life. From our amazing schools, safe streets, and many beautiful parks, LMT has a lot to offer young families like mine.
For much of middle school and high school, my family was on public assistance, and this community supported us when we needed it most. I'm running to make sure I can give back to LMT for all that it gave me in my youth and to be sure that this is a thriving community for my own children, should they want to raise their own families in the place I love to call home.
In 2023, I was appointed to an interim role on the Board of Supervisors to fill the seat of a retiring member. Though my time on the board was brief, we addressed major issues including Maplevale flood recovery, the proposed Verizon cell tower, and the fiscal ’24 budget.
I’ve served on the Planning Commission for over two years and currently serve as Chair. I’ve worked to balance developers’ legal rights with the interests of neighbors and the broader community. I played a key role in updating the township’s Stormwater Management Ordinance to combat local flooding and helped strengthen protections for historic structures, ensuring preservation promises are upheld.
Professionally, I'm a technology executive leading a global team. I'm very experienced with negotiating large, complex contracts with Fortune 100 companies and government agencies. My work has supported critical command centers for public safety and other government agencies, as well as commercial clients.

Experience
Lorraine Marchand is a business executive with global experience in P&L and operations management, strategic M&A and business development. She serves on the boards of several companies and foundations. Lorraine is currently a committeewoman and was formerly auditor for her township.
The biggest threat to democracy is also a threat to my community: More citizens than ever are resigned to the belief that their voice doesn't count. Sadly, they are apathetic about voting in elections. My friends and neighbors are disillusioned with the political process and disappointed in the values and performance of government leadership.
I want to help re-instill confidence in the election process and advocate for civic education. By modeling the values we expect from our leaders and ensuring transparency in dealing with the issues facing our community, I believe I can bring citizens and especially younger voters into the election process.
In my community, we need fiscal discipline and to maintain a balanced budget; improve water and sewage services; de-risk the impact of the pipeline leak on our neighbors in Lower Makefield; provide civic education; and get our residents to the polls.
I am committed to keeping our citizens informed and representing their interests.
Over the past 25 years, my husband and I have raised our three sons here, and I might add, four Golden Retrievers! We actively participate in our parish and our community. The people I wish to serve as supervisor are my friends and neighbors. I am deeply committed to keeping Lower Makefield a safe, fiscally strong and vibrant community for families. I want to do my part to ensure we have a strong legacy to leave our children. We need leaders who are guardians of the taxpayers' dollars; understand that they are servants of the citizens; and who want to uphold transparency and truth in local government.
I have served as auditor and am a committeewoman for my township. A business leader, board member, educator and published author on the topic of innovation, I'm also an advocate of Founding Forward, an organization that provides civic education. My personal commitment to the township coupled with my business and civic experience make me an ideal fit for this role.
A 25 year resident of Lower Makefield who has served as auditor and is currently a committeewoman, I understand the issues facing our township. I was active in our get out the vote (GOTV) in 2024, very successful effort, which I'm committed to continue. I want to ensure our residents get involved--their voices and views are heard and considered. I believe they have the right to transparency in governing and honesty from their elected officials. I am willing to take unpopular stances for the good of the community and will ensure all the facts and information about issue are shared with our residents.
My professional experience includes roles in management, operations and business development for IBM, Bristol-Myers Squibb, and Covance/LabCorp. I've founded three startups. In these roles, I've managed budgets and operations and held myself accountable to employees, customers and shareholders.
I will apply my civic and professional background and experience in this role.

We need to address water management. With the development in the past 10 years as well as climate changes, the water management plans enacted previously are not sufficient to provide flood control.
We also need to address how to preserve the open space that is still available in a manner that not only preserves it but is sustainable.
I love my township. I came here and raised my family and now my grandchildren are growing up here. I want to let them have the same safety, open space and community as their parents.
I have served as Supervisor in the past and my record shows my ability to get things done without raising taxes. I have served on the Bucks County Planning Board, LMT Planning Board, environmental Advisory Council and am presently on the Zoning Hearing Board .
I have worked to find Grants both on the County and Township level to get projects done without raising taxes little cost to tax payers.
