Licking County Municipal Court Clerk
The Clerk’s office is responsible for maintaining the public record on all court cases in the Licking County Municipal Court as well as collecting and distributing fines, court costs and fees associated with traffic/criminal cases and for receiving Judgments, Evictions and Small Claim cases filing fees or ordered garnishments. The Clerk s Office staff provides assistance to the Courts with case management, the public, ALL LAW ENFORCEMENT AGENCIES in Licking County, attorneys, Prosecutor and Defense attorneys, who utilize the services of the court. The total number of all cases can range from a low of 15,000 to 25,000 cases per year. The City of Newark received an average over the past 6 years of $1,337,354.00 for cases in both divisions. Work experience/qualifications (60 words)
Former municipal court probation officer and bailiff; served in the Governor's Office of Criminal Justice Services; former City Manager and Community Development Director; former Pickerington City Councilman; currently serve as an Etna Township Trustee; President of NorthCoast Research.
As our county continues to grow with more diversity it is critical we continue to improve the the efficiency, effectiveness and accessibility of the Clerk of Courts Office, including updating the office technology, and providing more supportive services for the diverse constituents we serve. With the creation of the Home Court to deal with homelessness within the county, the Clerk of Courts needs to be a participating stakeholder with those outside agencies and organizations assisting those individuals referred by the court. The Home Court with its designed diversion component will add more cases coming through the municipal court system. As a Clerk of Courts, I will advocate for more community education and outreach in fulfilling our mission of serving the public efficiently, effectively, and with better accessibility.
As a a former city manager, probation officer/ bailiff, local government elected official and small business owner, I have successfully managed both public and private organizations. The Clerk of Courts office is more than a clerical position, it is a critical management position in the administration of justice within Licking County, and has a direct impact on the quality of life for all residents. The next Clerk of Courts needs to possess the education, skills and hands-on experience required to improve services and bring innovation to the Clerk's Office. Given my background and experience in the criminal and civil justice systems, I have a proven record of managing change and bringing innovative solutions to local issues. With the creation of the Home Court to address homelessness within the county, my approach will be to make the Clerk of Courts an active stakeholder in this collaborative effort. As a former municipal probation officer and bailiff, I managed various diversion programs in addition to supervising probationers. It is imperative the next Clerk of Courts has the education, skills and experience to work closely with the many agencies and organizations involved in this new diversionary approach.
The main improvement is to increase the effectiveness and efficiency of the office as the county continues to grow, and to make the Clerk of Courts office more user-friendly as our county continues to attract more diverse residents. More educational and community outreach will be key in accomplishing these objectives. The creation of a Home Court to deal with homelessness will require more innovation as the Clerk's office must work collaboratively with the many agencies and organizations addressing this and many other social issues within the county. My candidacy will bring a proactive approach in accomplishing these improvements.
