It is the default repository of all municipal powers that have not been specifically delegated to some other office or board of the municipality. The language of the Illinois Municipal Code is such that in most cases the powers granted under it are to be exercised by the “corporate authorities.”The Village President & Board of Trustees govern the Village by determining policy through the passage of ordinances and control of finances.
