Wheaton’s City Council is comprised of six representatives and the mayor, all who are elected by Wheaton voters for four-year terms. Four Council members represent Wheaton’s four voting districts (PDF), while two members and the mayor are elected at-large. The non-partisan City Council exercises policymaking and legislative powers of the City, including adopting ordinances and resolutions, approving the City’s annual budget and enacting tax levies.

My name is Lynn Robbins, and I have been a resident of Wheaton for the past 15 years. I am married, and we have two dogs and three cats, all of whom are adopted from local animal shelters or rescue organizations. I am an avid cyclist, love to travel, and consider myself a “foodie.”

For those meeting me for the first time, I currently serve as the Councilwoman for the West District. I was appointed in September 2019 and ran uncontested in 2021.

I bring valuable experience from my work in local government and the not-for-profit/501(c)(3) sector. Currently, I am the only Council member with direct experience in construction, capital projects, and facility management.

The City of Wheaton owns 13 facilities. Some of these buildings date back to 1925, while the newest was constructed in 2008. In February 2024, the City Council approved a request for a citywide condition assessment to create a prioritized project list. We will need to determine the urgency of repairs, develop maintenance strategies, and establish funding.

For several years, the City has been considering the redevelopment of Roosevelt Road, specifically from Carlton Avenue to the eastern border with Glen Ellyn. In February 2025, the City Council approved a text amendment and rezoning for the Roosevelt Road Corridor. The goal of this plan is to permit land use for development that aligns with conditions and the surrounding neighborhoods.
Each City Council member brings unique insights and experiences that align with, complement, or fill gaps in their colleagues' perspectives. Occasionally, differing opinions among Council members can lead to emotional discussions. I always present my viewpoint professionally, focusing on what is best for the City of Wheaton.

My approach to transparency with the community is based on honest and open communication. I enjoy meeting residents face-to-face and listening to their concerns. While the response may not always be what a resident wants to hear, I strive to present it in a way that makes it clear and understandable. Additionally, I take feedback and suggestions from residents back to the City staff for their consideration.
In closing, I want to express my gratitude for the opportunity to share a brief overview of my background and provide insights into the next four years for our city. As we approach April 1st, we will all have important choices to make. These decisions will undoubtedly influence how our city grows and develops.
