I am currently a township trustee, precinct committeeman, Winfield Fire Protection District Fire Commissioner, and a 30 year Union Carpenter member. I took time off work to take the courses necessary to earn my Tax Assessors License. After 30 years, the voters of Winfield Township should have a choice. I plan to help explain the true cost of TIF'S versus having a voter approved referendum. It is my plan to help property owners with the many exemption forms, tax appeals and any board of review cases. As a carpenter I know the value of hard work and working collaboratively towards a common goal.
One issue is that part of our township is a minority majority waiting to be heard and included. I would enjoy working with West Chicago High School to build future assessors through an internship and work program. It is my hope that they could not only intern, but receive high school credit for their work. Lack of access to community resources is another concern. I would post everything in both English and Spanish as well as making certain that my constituents have access to an interpreter.
I will continue to lead by example and be polite, accessible, and always listen to understand the community's needs and issues. I will fully understand and be able to explain where their tax dollars go and the services they provide. We all know that paying taxes is far from enjoyable, but we realize that to have good roads, great schools for our children, safe drinking water, and a responsive Fire and Police department, they are absolutely necessary.
I want to thank you for inviting me to tell a bit about myself. As a Chicago area tradesman, I am accustomed to working with everyone to bring our projects to completion. We must bring that same blue collar spirit to the Winfield Assessors office. Assessments will be equitable, fair and the office will be non-partisan. You will be heard. The door will be open and there will be someone there that speaks your language. In closing, with all the political noise above our heads, I feel that the time is now not to accept the status quo! Let us all be stronger together. Thank you, Shawn Patrick Hacker

My name is Mark Malay, and I have lived in Winfield Township for the past forty-eight years. My wife, Laura, and I have been married for twenty-seven years, and we have four children— Jake (26), Maddy (24), Jose (16), and Jonah (8). I have been working for Winfield Township assessors’ office for over thirty-six years, the last thirty as the elected assessor.
I am running for office to continue my work over the past 30 years as the Winfield Township Assessor.
Under my leadership, my team has created a highly professional office. We continue to uniformly and accurately assess all residential, commercial, and industrial property in the township. My experience and education make me highly qualified for the job of Winfield Township Assessor.
One important issue facing residents is property taxes. I will continue to work to keep property taxes fair and equitable by continuing to correctly assess all properties in the township. I not only have the qualifications, but also the experience in the field of valuation of property to achieve this goal. Assessments are how tax dollars being spent by all the local taxing bodies are divided. My coworkers and I will continue to educate and guide the taxpayer through the assessment process. It’s also my priority to make sure seniors, along with the rest of the residents, receive every possible exemption they are entitled.
Over the past thirty years I have worked with many town board members and township employees, and I have always had an open-door policy. I can be contacted at any time to discuss any issues they may have. Transparency with the community is a big part of our work at the assessor’s office, so we have an interactive website where anyone can search all properties within the township. Residents can contact us in a variety of ways such as email, phone (calls always answered by a live person), or just by stopping in.
My experience and qualifications are vast and listed below.
Winfield Township Assessor (30 Years)
Winfield Township Deputy Assessor (6 Years)
CIAO Certified Illinois Assessing Officer (36 years)
IAAO International Association of Assessing Officers (30 Years)
Past President DuPage County Assessors Association
Illinois Property Assessment Institute (36 years)
TOI Township Officials of Illinois (30 years)
Licensed Real Estate Appraiser (26 years)
It has been my honor to be the Winfield Township Assessor, and if reelected I hope to continue my passion to serve the residents of this fine community.
