City of Warrenville City Treasurer
Under Warrenville City Code, the City Treasurer shall perform the following duties; provided, however, the City Treasurer may delegate any or all of the following duties to the Director of Finance:Receive all money belonging to the city and keep the books and accounts in the manner prescribed by ordinance +These books and accounts shall always be subject to the inspection of any member of the City CouncilKeep a separate account of each fund or appropriation and the debits and credits belonging theretoFile copies of any receipts issued by the treasurer with the City ClerkMake a written monthly report to the City Council +This report shall show the state of the treasury at the date of the account and the balance of money in the treasury +It shall also show a full and detailed account of all receipts and expenditures of the city, as shown by the books, up to the time of the reportWithin six months after the end of each fiscal year, the Treasurer shall prepare and file with the City Clerk an account of all monies received and expenditures incurred during the preceding fiscal year +This account shall be in accordance with state statutesBe given sole responsibility to invest city funds, and is hereby authorized and directed to invest said funds +Shall make full and complete written reports to the City Council at least once each month detailing the investments made as set forth hereinThe treasurer shall further perform such duties as may be prescribed by law or may be assigned to him/her by the City Council.

I think the voters of Warrenville made the right decision in voting to keep an elected treasurer. Besides having someone in the finance department who answers to the administrator, an elected treasurer answers directly to the citizens of Warrenville. I would work hard to be responsive to concerns about city finances and try to help the council make responsible and cost-effective decisions.
The city treasurer does not have a direct policy-making responsibility. On some issues, particularly those involving finance, I may offer my thoughts during a city council meeting. I think the city government as a whole should and can be more open, communicative and accountable to the residents of our city.
One of my goals is prepare reports about financial issues not only to the council but also directly to the citizens. These would be one-page documents on issues such as the budget, the tax levy, TIF districts, and the audit.
