The Town of Normal has a seven-member Board of Trustees. The Board of Trustees consists of the Mayor and six other members. The Board of Trustees is often referred to as the Town Council and members are referred to as Council members.The Town Council is responsible for enacting local laws, ordinances, and resolutions, as well as determining Town policies. The Council members are elected in nonpartisan elections and serve four year terms. Council members are elected at-large and represent the entire Town of Normal. Council members are considered part-time Town employees. The Town Council meets on the first and third Mondays of each month.Salary: $6,800 per yearSources:Town of Normal Mayor and Council

I am running for trustee: • To continue to represent residents of Normal well in their government • To advocate for responsible growth and development • To work for fiscal sustainability and resiliency • To ensure high quality core services • To support technological innovation toward a smarter, transparent and cost-effective government • To foster environmental stewardship in Town operations • To promote justice and equity
As an incumbent, I will continue to emphasize working with community partners in economic development e.g. Economic Development Council; Chamber of Commerce; Convention and Visitors Bureau, etc.

Also, Normal has had good success using development incentives to get projects done. I will continue to support using incentives where necessary.

I will continue to emphasize Town staff work closely to facilitate local companies and prospective new companies that want to invest and grow in Normal (and Bloomington).

I also believe it is important to support quality of life projects and amenities that help set Normal apart as a place people love to live.

Maintaining core services is a central purpose for local government. The town must continue to prioritize traditional infrastructure work as these are the core services residents rely on most. That requires a strong focus on investing in each system (roads, sewers, water system, etc) consistently over time such that we avoid a substantial backlog of deferred maintenance costing taxpayers much more money in the long-term.

Operating efficiently, accessibly and data informed necessarily means Normal must invest in digital infrastructure also. Normal is focused on our Smart City initiatives, resulting in dramatically improved financial transparency, interdepartmental operations, communications with residents and greater efficiency.
Locally, being available to talk and work directly with residents is an important aspect of building trust. It is important that residents know their voice is heard. Also, sharing Normal’s efforts to be open, accessible and communicative helps build trust. For example, making residents aware of Normal’s expanding open data portal demonstrates commitment to transparency. Also, sharing the many ways residents can interact with the Town (social media, phone, email, newsletters, alerts, forums, etc.) and elected officials helps instill confidence that Normal is listening and responsive. Continually working to better engage residents in Town planning initiatives also helps residents know their voices help shape the future of our community.

I believe public service is a calling, and I want to answer that call. I have served the public in some capacity since I was 18 years old; first in the Navy, then as one of Normal’s representatives on the McLean County Regional Planning Commission, and I now seek to continue serving the Town of Normal on Town Council. I aim to contribute as best I can to make Normal a safe, prosperous, and enjoyable town to call home.
I will ensure public money goes to support the community directly, whether that means investment in infrastructure, accessibility, or communication. These investments must ensure all members of the community are able to benefit from prosperity of local business and be proud of their community and their representatives.

Infrastructure is basically the skeletal, cardiovascular, and nervous system of a community. If they are working properly, people don’t tend to give them much thought, but as soon as there is an issue, it’s really noticeable. It is up to the elected leaders of a community to make sure that their constituents are able to access all aspects of the local area without undue burden or delay. Ensuring our roads, utilities, and communications are working properly and serving everyone is the foundational responsibility of public servants.
I intend to lead by example in this regard. Despite running in an uncontested race, I am still going to be extensively working to make sure as much of the community knows who I am and what my values are prior to the election in April. I think people deserve access to their representatives to the maximum extent possible, because it is the duty of an elected official to know the issues in their locality and respond accordingly to public needs.
