The New York State Senate is the upper house of the New York State Legislature. Its sixty-three members represent New York State and its more than 19 million citizens. The legislature’s primary purpose is to draft and approve changes to the laws of New York.These changes are driven by complex public policy issues. To effectively represent the will of the people, senators must gain a deep understanding of those issues and how they impact New Yorkers.New York State s 28th Senate District includes parts of Manhattan.

Experience and Qualifications I have served in the Senate since 2002. I previously worked on anti-poverty issues as founding director of the NYC Food Bank & Associate Director of the Community Food Resource Center. In the Senate, I serve as Finance Chair, allowing me to work on all issues facing NYS through the budget process.
Community Involvement In addition to serving as Finance Chair in the Senate, I am proud of the extensive constituent services my office provides. We routinely host webinars and events with leaders in the field on critical issues for New Yorkers including housing, healthcare, and services for older adults.
Education I attended Northwestern and received my Masters at UChicago.

My top three priorities are addressing climate change, preserving and expanding affordable housing & tenant rights, and protecting reproductive rights.

As Finance Chair, I work on all issues facing NY through the budget process. Much of my attention is on the climate crisis to ensure future generations have a livable planet. I founded and co-chair the NY Bipartisan Pro-Choice Legislative Caucus to protect reproductive rights and maternal health. I aim to ensure everyone can access resources needed to thrive such as housing, healthcare, education, and dignified work.
Climate change is the most urgent issue of our time, and I’m proud to focus much of my work on climate legislation. I am the prime Senate sponsor of the Climate Change Superfund Act, which follows a “polluter-pays” model and requires the largest fossil fuel companies to fund climate mitigation, saving New Yorkers $3 billion annually, and the Tropical Deforestation-Free Procurement Act. Both are currently awaiting the Governor’s signature. Next session, we must pass the NY HEAT Act to align our state utility laws with our climate mandates and cap the energy bills of residential customers. Additionally, I’m leading the fight to reinstate congestion pricing to reduce emissions and fund desperately needed public transit improvements.
I have spent much of my career working to improve government transparency and increase participation in our political process. The Democratic conference has passed key legislation, including no-excuse absentee voting, requiring ballot initiatives to be written in plain language, and the John Lewis Voting Rights Act to reduce voter suppression and expand voting rights. We should be making it easier for New Yorkers to cast their votes and ensuring that everyone can understand what they’re voting on.
I carried the Equal Rights Amendment in the Senate, which New Yorkers will vote on this November (don’t forget to flip your ballot and vote YES on Prop 1!). The ERA will enshrine abortion access in our State Constitution and protect historically marginalized groups, including the LGBTQ+ community, older adults, and people with disabilities. Currently, if a federal abortion ban were enacted, abortion access wouldn’t be guaranteed here.

Last year, New York launched a Reparations Commission to address centuries of injustice. The Democratic Senate has also passed bills to fight housing discrimination, expand voting rights, and address systemic racism. I am proud to be part of a caucus that centers racial and social justice in our legislation.
