The members of a City Council supervise the city departments, either directly or through a city manager or administrator. City Councilors pass laws, set policy, decide which services will be provided, and develop budgets; they negotiate work contracts and make hiring and firing decisions. A city officer must be a qualified elector under the state constitution who has resided in the city before being elected for a period of time that is specified in the city charter.Tigard City Councilors are elected at large. This race is for 3 candidates to serve 4-year terms. Councilors serve for a 4-year term (unless they are filling out a partial term) and are elected on a nonpartisan basis. In most cities, the City Councilors are unpaid.

Housing is one of Tigard's most urgent needs. Over a quarter of residents spend more than half of their income on housing and nearly 75% feel that there is an inadequate amount of quality, affordable housing. Tigard has made progress by adjusting zoning laws to allow for middle housing and accessory dwelling units (ADUs). We must keep encouraging the development of different housing types for all budgets. This will involve working with state and federal governments to secure incentives for future development. It is also important that new housing projects have access to neighborhood green spaces and multiple transportation options. These measures will help address housing concerns to meet current needs and support future growth.
One of my first tasks as a City Councilor was to update Tigard’s time, place, and manner restrictions in response to behavioral concerns. These updates banned overnight camping at City Hall and the Tigard Library, while still permitting camping near Public Works. I support continuing these restrictions and adjusting them as the homelessness situation in Tigard evolves. I also support partnering with local nonprofits to provide comprehensive services to unhoused community members in Tigard. This includes issuing grants to help fund their activities. One example is the partnership between Tigard and Just Compassion of East Washington County to pilot a Safe Parking Program at Tigard City Hall.
My top infrastructure concern is the jurisdictional transfer of SW Hall Blvd. from the ODOT to Tigard. This will allow for Tigard to ensure it gets the maintenance and upgrades it needs to be safe for drivers and pedestrians. I will advocate for funding from the State Legislature to bring SW Hall Blvd up to a state of good repair before the transfer takes place.

I also support plans to build new Police and Public Works facilities on SW Hunziker Rd. in order to modernize our city’s infrastructure. The current facilities are seismically unsafe, overcrowded, and spread across multiple locations. New facilities will equip our City teammates with the resources they need to serve our community more effectively.

Tigard has many opportunities to thrive and it will take more than just one priority to ensure our success and keep our city moving forward over the next four years.

Having a City Councilor who will listen and balance differing perspectives – from the left and from the right – is vital as we work collaboratively on important city issues such as:

• working and partnering on economic development with an excellent organization like the Tigard Chamber of Commerce to bring more businesses and jobs to Tigard and to continue to help our businesses that are already here, thrive.

• modernizing our city’s software and infrastructure to ensure our police and public works employees have the resources and the facilities they need to be effective a
Time, place, and manner. We do not allow camping near the schools, library or downtown, or on sidewalks, only at City Hall and City Public Works. Camping can begin at 7:00pm and ends at 9:00am.
Bond - Community Safety. Prioritize, build and modernize our Police and Public Works facilities and resources so they can perform their duties efficiently and effectively.

Your Experience/Qualifications I have served as a locally elected official for over 14 years. I currently am in my second year as a Tigard City Councilor. I was elected three times to the Tigard-Tualatin School Board, frequently serving as board chair. I bring a strong financial-accounting background to my work and believe deeply in the importance of engagement and collaboration.

Sustainable housing solutions which expand our housing supply. I support the strategies that the city, region, and state now have in place in terms of housing density and support services. Tigard offers reduced fees and revolving loans for affordable housing development. We must continue expanding our housing supply but in a way that preserves our natural resource areas. Tigard must offer increased housing, but community members need to access parks and businesses not only by car, but by walking and biking.

To ensure those impacted by addiction and mental health issues gain access to housing, I am eager for the openings of Washington County's Center for Addictions Triage & Treatment and the expansion of Just Compassion in the coming year.
Tigard's approach is leading with compassion and dignity while recognizing the safety needs of our community. Time, Place, and Manner was established so it aligned with the availability of resources such as the library or Just Compassion. We offered a variety of places for individuals to camp, but monitored for behavioral issues and adjusted when necessary - such as banning camping at the library or city hall. We are also implementing best practice programs such as Safe Parking Lots. To "walk our talk" the first lot will open this September at Tigard City Hall. Finally, we have dedicated our own resources by investing in community officers that regularly check on the wellbeing of those unhoused and that they comply with city ordinances.
"Hall for All" continues to be a priority for Tigard. The vision for Hall Blvd. is to improve this major road for safe biking, walking, and drivability for autos. Hall Blvd. has been recommended for jurisdictional transfer from the State to Tigard which would first bring the road into good repair and is a critical step in this process.

Safe Routes to School programs are also crucial so our children feel safe walking and biking to school. This addresses streets near our schools lacking sidewalks and other safety features.

Continued federal and state grants are critical to secure both of these initiatives.

Continued support towards added parks is essential for our communities and are part of our long-term capital plan.
