The members of a City Council supervise the city departments, either directly or through a city manager or administrator. City Councilors pass laws, set policy, decide which services will be provided, and develop budgets; they negotiate work contracts and make hiring and firing decisions. A city officer must be a qualified elector under the state constitution who has resided in the city before being elected for a period of time that is specified in the city charter.Hillsboro City Councilors are elected by districts known as wards. They serve for a 4-year term (unless they are filling out a partial term) and are elected on a nonpartisan basis. In most cities, the City Councilors are unpaid.

As a City Councilor I intend to support the will of the majority of our voters.
City employees who have regular contact with homeless campers should be trained to assist with referring to resources such as housing, food and healthcare and to be educated on some forms of constructive behavior modification prompts. We need to adequately fund the departments that are tasked with regulating homeless campers. Or, a new department may be necessary as there are so many intersectional issues at work. Citizens who live in areas impacted by homeless campers should be informed and also educated by appropriate city employees on the various facets of the challenges of homeless campers. Criminal behaviors should be dealt with appropriately taking into account the offense, the offender and any victims.
It's important for the City to serve all it's citizens. That includes children who attend our schools. Cities often help fund school programming or needs and I would build on the collaborative relationship between the City and our Schools. Un-siloing some of our public resources, whether within the City or School budget, can lead to better overall services to our citizens.
