I am the 3rd candidate. The first candidate represents the establishment. The second candidate represents prevailing tides of social mores. Whereas, I represent a constituency that is absent in the Type-A majority personality of modern American politics that of the communicator, the bridge, connector of opposite sides of the political spectrum. Having lived, traveled, and worked in China, Russia, South Korea, Canada, and Malta I understand the give and take dynamicism when communicating with someone completely disimilar from myself. Especially growing up working class in inner-city New Orleans I have always felf comfortable with accepting people for who they are and to treat one another congenially, and respectfully. Thus, we all get along.
Being from New Orleans they call the Mississippi River the Muddy Mississippi because of all the pollutants and contaminants that traveled from the land of 10,000 lakes Minnesota through the Gateway Arch of Saint Louis past all the blues & jazz greats of Memphis and New Orleans en route the Gulf of Mexico. And when I lived in China I saw many cities taking resuscitation actions to bring their waterways to restored prominance. This led me to understand that Lake Ponchatrain once home to Ponchatrain Beach was in fact a waterway one could swim in, in the 1950s, but contaminants have made it unfit for water fun & sporting activities. Thus, having never swam in Lake Ponchatrain, or the Mississippi River, I was surprised to swim in the Willamette.
Protect and Serve. That's a great motto. That's a lot to live up to. My mailcarrier is really cool. She always delivers the mail with a cheerful upbeat style and attitude. She has a lot to live up to too, with delivering the mail in rain snow sleet or hail. The police officers I have talked to in this city are doing a job that requires a lot of focus and community outreach. And I think that this is where I can act as a conduit between the mail carriers, the police, the firefighters, the first responders, the street cleaner vehicle drivers, and the parking violation traffic crew and bring about accountability to all these branches of government. No Favoritism and no ignoring of rules. CIty council members can not rack up 100 parking tickets.

First we need to treat each other as though we're on the same team.
We'll need a coordinated system for constituent response that avoids gaming it for political advantage. We'll want to come to agreements on district priorities prior to negotiating with other district representatives.
I believe we should start with a specialized Portland Fire unit in the area to make sure small emergencies don't become big ones. We need to continue to support risk bonding and create incentives to decommission old tanks.
I like that it reduces the number of oversight groups and hopefully thereby accelerates the timeline for resolution.

I bring to the Council KNOWLEDGE, EXPERIENCE, and CREATIVE PROBLEM-SOLVING SKILLS I’ve developed to help BUILD a City Council that works together to find solutions to issues confronting Portland today
First, let’s not DIVIDE the City. The PRIMARY GOAL of the Council is to run Portland.
Voters to CHOOSE CAREFULLY to assemble a City Council that WORKS TOGETHER,
I plan on meeting with fellow councilors, constituents, and members of the larger community. Open, honest COMMUNICATION is key to making this NEW Council a SUCCESS.
Most of the liquid fuel for the City of Portland AND the State of Oregon comes through the CEI-HUB and is stored in the HUB tank farms. We ALL use these fuels; we are ALL responsible.
Most of the storage tanks were constructed before the SEISMIC VULNERABILITY was known. An earthquake would likely trigger ground LIQUEFACTION, causing the fuel tanks to SINK, SPLIT, TILT or LEAK.
MOVING the HUB would be tremendously difficult and costly, and may not solve these problems.
The immediate actions I would consider are:
• Develop an EMERGENCY RESPONSE PLAN
• SEISMIC UPGRADES for all facilities at CEI/HUB
• LIMIT RISKS prohibit expansion
The HUB is a HUGE CHALLENGE and MUST BE TACKLED for the sake of the Linton community, Portland, and Oregon.
Citizen confidence in the Portland Police has eroded. Especially police use of force. People don’t TRUST current system. Ballot Measure 26-217 (82% voter approval) was clear: Create a “citizen-lead” police oversight board.
When police use deadly force, we must be able to trust the use was absolutely necessary. We must return our TRUST in the police.
What I support:
• RIDE ALONG requirement for new board members,
• Subpoena Power.
• Compel officers and supervisors to answer questions.
• Access to confidential records
• The board should be composed of a “diverse cross section of Portlanders” while allowing the NEW CITY COUNCIL to remove board members for DEMONSTRABLE BIAS, either pro or con.
We must grow back peoples TRUST in the police.

First, the three people elected from District 4 need to establish a relationship of trust and collegiality if they are to work together effectively in representing their constituents. They will decide how to best share and address constituent relations, issue work and geographic coverage. It’s possible that they could share staff or district office space, particularly in the eastern portion of District 4. It is critical that they create a productive working relationship in order to make the new system of government work, to get results for the. City & District 4 and restore faith in Portland government’s ability to execute on its promises.
I applaud the work of the Linnton neighbors & Tank the Tanks for the work they have done to inform the public about the risks and promote community engagement. They have a step-by-step approach to addressing issues around the Hub. I support the measure currenlty before the Multnomah County Commission requiring tank owners to post a bond in the event of accidents. I will push for safety audits, oversight and a greater role for state and federal regulators to enforce safety and environmental regulations. I am ready to work on a strategy to decommission the inactive tanks and relocate the active tanks. I will prioritize safety, transparency and community engagement to mitigate the risks and protect all residents.
The Police Accountability Committee worked for almost two years to develop a comprehensive plan to implement the reform ballot measure that passed in 2020. I applaud their tremendous volume of work. Many features are note-worthy and I agree that we should have a “complaint navigator” for individuals to work through the system.

To work productively with other council members, I will prioritize building relationships based on trust, focusing on shared values, and fostering open, constructive dialogue. The safety and environmental concerns that loom due to the CEI Hub are dire and must not be ignored any longer. This is a monumental task but there are things we can do to begin making progress. Actionable Item 1: Tanks that are outdated and to-be decommissioned, these tanks need to be immediately removed and recycled. [2] Implement Risk-Bonding requirements for the energy industries operating in the CEI HUB in order offset the costs of mitigating a potential accident or disaster off the burden of to the tax payers of Portland. [3] Relocate the fuel stored on the banks of the Willamette River to more appropriate places for services they intend to serve. Out of state energy needs to be moved to the states that the energy serve.
Key features recommended by the PPAC that I would support. First, I back the establishment of an independent oversight body with full investigatory powers. This body is critical in ensuring impartial investigations into misconduct, with the authority to issue disciplinary actions when necessary. Second, I would support a transparent and accessible process for filing complaints, where community members can easily report concerns and have confidence that their complaints will be thoroughly investigated.
Additionally, I believe in the importance of community involvement and would support a system where the oversight body includes representatives from diverse communities across Portland, particularly from historically marginalized groups.

I am a government transition and community safety expert who has been a public servant for the last 20 years. I started my public service as a Peace Corps volunteer and then spent a decade working for the U.S. Government's Office of Transition Initiatives, supporting political transitions in over a dozen countries overseas, such as Afghanistan, Syria, and Nigeria. Most recently, I worked at the City leading successful efforts to reduce gun violence and improve our first responder system.

Collaboration is a skill I have developed over a career of working on problems that require coordination across disciplines. District 4 representatives will need to be able to work together as a team to collaborate on resident outreach and committee representation. Once elected, we should meet together to discuss the groups within the district with whom we have relationships and built trust, as well as subject matter expertise and interest on policy areas. At the same time, we want to ensure that we are connecting the dots and sharing information transparently with each other about what we are respectively hearing from residents and in committee meetings. We need to work together to collectively serve our district.
Our Linnton neighbors deserve champions in City Hall who will lead on addressing CEI Hub risks, and District 4 representatives on our next City Council must be those champions.
Here are actions I would lead on:
-Revoke Zenith’s Land Use Compatibility Statement (LUCS).
-Establish risk bonding for users of the CEI Hub to ensure they would have to pay to clean up and recover from a disaster should it occur.
-Work with the County and State to ensure we have timely monitoring of the amounts and types of substances in each tank within the Hub.
-Decommission non-functioning and unused tanks.
-Work with the County and State to develop an actionable plan for diversifying storage of the state’s liquid fuels and redevelopment of the riverfront.
I’m saddened our City Council disregarded much of the work of the Police Accountability Commission (PAC) and the text and spirit of the Charter voters overwhelmingly passed. The specific provisions I do not support include those that erode the independent oversight residents asked for when they passed the Charter, such as:
-Creation of a 10-member nominating committee to appoint members to the Independent Oversight Board that includes three police representatives.
-Changing the PAC requirement of impartiality in order to serve on the Board to one of “objective bias for or against the police.”
-Narrowing the range of complaints that are reviewed by the Oversight Board.
-Allowing former police officers on Oversight Board Staff.

With proportional ranked choice voting it is likely District 4 will elect three city council members who reflect a range of political priorities and approaches to addressing our issues. Despite those differences we will need to work together to provide high quality constituent services and drive policy forward. In this race I run a campaign that avoids attacking other candidates, instead focusing on the merits of my own candidacy. I believe this has helped develop good relationships with people I may have to work with. If elected I expect to continue building good faith cooperative relationships so we can move past this period of municipal disfunction.
The CEI Hub is one of my highest and most urgent concerns. If elected I will work to champion a risk bonding requirement for the owners of the tanks at the hub, so that the lurking external costs to the community are internalized to those responsible for the risk. Meanwhile, I will work with other members of city council who share my sense of urgency to lobby the state and federal government to find a new site(s) for those tanks and pass a package to pay for their relocation or decommission.
Portlanders overwhelmingly voted in support of a strong and independent apparatus for police accountability. I support the broad findings and recommendations of the Police Accountability Commission, particularly those that flag the importance of independence and community involvement through the accountability process. Additionally, I support the creation of complaint navigators from beginning to end of the complaint process.

I will collaborate with council members only when it advances the public interest, not private agendas or bureaucratic compromises. My focus will be on transparency, accountability, and bold actions that serve the community, not special interests. I won't tolerate backroom deals or the dilution of important reforms. Portland deserves leaders who stand firm for the people, and I will work tirelessly to ensure our government works for the public, not against it. I will challenge my colleagues when they stray from this mission.
The CEI Hub is a ticking time bomb. Multnomah County concluded in 2020 that when the Cascadia megaquake strikes, the disaster would be as bad as the BP Oil spill. The health and safety of our residents must come before corporate profit, and we need to decommission these hazardous facilities on the Willamette River as soon as possible. I am pushing for immediate, concrete action: aggressive regulation, financial penalties, and comprehensive earthquake preparedness through our Cascadia Ready initiative.
Protecting the environment and public safety requires bold leadership that puts the public interest first, not profit-driven recklessness. To learn more about this issue, I recommend watching the Documentary “Once a Braided River” on Youtube.
I support a police accountability system with full independence, real investigative power, and the ability to enforce consequences. 82% of Portlanders voted for this, and the current city council’s attempt to undermine our decision is a betrayal of the public trust. I will back measures that guarantee civilian oversight and strip away the insulation that has allowed misconduct to go unchecked. The current system protects officers over the community—it’s time to flip that. We must create a system that puts justice, transparency, and the public interest front and center, with real consequences for officers who violate the law.

In my architecture practice, I have extensive experience bringing people together, to understand the collective values on a project and that success is not a zero-sum game. Anyone who has worked with me professionally over the last 30 years has seen first-hand my ability to discuss and solve challenging problems, make the most out of limited funds, and work with diverse and sometimes conflicting viewpoints to achieve results. Most of all, I believe the point of seeking public office is not to BE something, but to DO something. That’s the only measurement of success.
I support the principles and platform of the CEI Hub Task Force. Portland needs to act to ensure that the owners and operators of these facilities are responsible for any future clean-ups. The most immediate and obvious way to do this is to require insurance bonding to the extend necessary to cover clean-up. The added benefit is that such policies would require proactive safety and security measures by the current owners.
Portland needs to put the public back into public safety. We deserve a quality public safety system that reflects our values. I am 100% supportive of growing our sworn officer police capacity, but we need to recruit, train, and use our people much better.

It's critically important that we set a strong precedent from the get-go when it comes to defining the roles of our new councilors. Additionally, because the STV system favors the election of councilors who represent different constituencies and points of view, we will have to build trust across differences. Serving on committees with other D4 councilors would be an opportunity to build that trust.
I think some pooling of staff is in order. If we each get only one staff person (I hope not), one of those three staffers should be devoted to constituent service only (perhaps on a rotating basis).
Our new system has improved collegiality and cooperation on the campaign trail. I hope that extends past Inauguration Day.
I support Tank the Tanks and hold safety and environmental concerns above economic concerns here. That means:
Prevent the release of toxic gasses that are likely to spread deadly plumes into the air in an earthquake or accident.
Reduce the amount of flammable fuel that is stored at the Hub.
Remove unused, out-of-service fuel tanks that can collapse, ignite fires, and contaminate the river.
Require facilities to install operational shutdowns to stop cascading events in a disaster.
Hold facilities financially responsible now for the risks they pose. This is the best way to avoid costly and time-consuming litigation later.
I support meaningful civilian accountability for PPB - more along the lines of the Police Accountability Commission's recommendations than along the lines of the City Council's adjustments to those recommendations.
I support investigative hearings held in public, mandatory discipline decisions, and a 33-person board.
I don't think law enforcement personnel should be participating in the nomination of members of the board, although I do think that non-voting technical experts from non-PPB law enforcement agencies should be allowed to advise the board.

To work productively with each other, we need to prioritize consistent and effective communication. We may not always agree with each other's ideas and perspectives making it be essential to foster a space for conflict resolution, empathy, and team work.
It is so important for me as your City Councilor to keep critical parties engaged. Let's bring in a neutral mediator to help us bridge the gap. We need to focus on finding solutions, rebuilding trust, educating everyone involved, and creating incentives for those who've been hesitant.
I am in full support of the PAC independently investigating PPB sworn employees and supervisors. As Policy Director of Oregon Recovers, I helped pass the 2023 Fentanyl Education Bill 59-0 in the Oregon House. September is National Preparedness Month, and this is an important conversation to be having.
It is important to allow the current work around seismic reporting and potential upgrades and reinforcements that were passed in the last year to take effect, and be a partner in helping them find local, state and federal funding to do the upgrades that are achievable and cost effective. All layers of government must work together to ensure the essential upgrades are delivered.
The inclusion of complaint navigators are an important feature. When someone files a complaint, they should benefit from the professional guidance of someone from outside the Police Bureau, as that will help build trust between the police and the community they serve. Complaint Navigators also make the process more accessible for community members.
The expedited process is an improvement because it resolves issues more quickly. A process that moves expeditiously and efficiently is essential for addressing a complaint before evidence goes stale.
Equipping an independent body with subpoena powers and professional investigators will help greatly with fact finding, and that will help inform the decision-making process.

Portland’s Critical Energy Infrastructure (CEI) hub provides Oregon with most of its liquid fuel needs. Our governments & the private sectors know the need to protect the CEI hub from a significant Cascadia Subduction Zone Event (CZE). I would press for a campaign to educate & encourage the voting public to make a huge outcry pushing the governments & private sectors to spending the huge sums of $$. We need real-time action, not just committees & meetings. Further we all need to remember: “THERE AIN’T NO FREE LUNCH”. $$ will have to come from increased consumer costs and taxes, i.e., the consumer/taxpayer will ultimately bear the costs

I am running because our new system will need qualified and committed leaders who can assure that we are organized and functioning efficiently to restore trust and
confidence in government and where we can get the services we need for the high taxes we pay and again be the city that works! To be successful, we must collaborate through a committee structure within our districts,
across our districts, with the administrative side of our government and with the county. No more silos! This is my first priority without which we cannot be successful in
solving our many problems.
I will advocate to stop Zenith Energy from receiving air quality permits, renewals, and other city permissions to continue or expand their transloading of dangerous fuels.
I wholeheartedly support all efforts to stop Zenith Energy from expanding their facilities. I have engaged for several years with Nacy Hiser and others from the Tank the Tanks group on this issue I further support all efforts to seismically upgrade tanks (which has already been mandated), remove approximately 140 unused tanks, and other efforts to reduce the risk of a major event that would be catastrophic to Portland, the region and the entire state. The police have traditionally been called upon to deal with issues such as mental illness or health emergencies, for which they are not trained. We need a functioning and well-funded Portland Street Response which must be empowered to help get those in need to appropriate services and to provide the public with metrics of its outcomes. Current efforts where police and behavioral health professionals are collaborating on certain calls seems to be working and should be further evaluated. We should also assess the Fire Bureau’s Community Health Access Team (CHAT) pilot program that helps low acuity people who call 911. We need to upgrade our 911 system to meet the national standard of 90% of calls answered within 15 seconds.

Sincere and congenial personal relationships between the three council members is key. We all need to be on the same page as far as the priorities of the District. This will require us to have a collaborative mindset towards what the common issues are and how we deal with them. Determining these common issues will require that we are all three listening and learning from the same community sources and from our constituents within the district. I would encourage us to conduct town halls and community forums as a group of three so that we all hear first hand the concerns of our constituents.
I would consider implementing a public information program focused on disaster preparedness for a CEI Hub-related event.
I also would advocate for facility operator bonding to hold operators responsible and protect taxpayers and residents from bearing the predictable emergency and recovery costs, whether from accident or an “act of God.” Ultimately, we need a plan to relocate/diversify this essential infrastructure to stable ground, not subject to a catastrophic earthquake.
I support the role the city council will play in appointing the membership of the oversight board but disagree with the current city council's decision to reduce the size of the board and to change the membership composition of the new nominating committee. Clear, timely communication is essential to meet constituent needs and to align ourselves around effective legislation. First, we’ll need to establish mutual respect and establish areas of common understanding. If we can agree on shared values and long-term goals, then we can be more open about the specific details of how we achieve those goals. Too often people get caught up in polarizing arguments around details instead of focusing on the areas of obvious improvement. I will propose that we regularly set aside problem-solving time to come up with options that are mutually beneficial.
1) Work with the County to require risk bonding or some other form of insurance that requires higher safety standards and incentivizes the facility owners to consider moving operations to more stable locations or investing in less risky ventures.
2) Work with the Linnton area community to create a new vision for the land in and around the CEI hub to guide us toward our post-fossil fuel future.
3) Work with the State to pass HB 4044, the Toxic Plumes Study. This is the first step to getting non-fossil fuel toxics in the CEI hub area regulated.
1. Community Board for Police Accountability members to represent diverse lived experiences, including experience with systemic racism, mental illness, addiction, or alcoholism and excluding current and former officers.
2. All cases including deadly force incidents to be handled through a single system run by non-police investigators.
3. Authorize the Board to decide if an officer violated policy and to impose corrective action if warranted.
4. Provide complaint navigators to guide community members through the entire process.
5. Authorize Board to make policy and training recommendations to improve policing. If the Chief of Police rejects the recommendation, the Board may send it to City Council and the City Council’s vote is binding.

I think weekly meetings amongst the district 4 council members will be vital to ensure we are on the same page and working towards the needs of our constituents. Having worked in the private sector, I have had to work alongside people from a variety of backgrounds and we have not always seen eye to eye, but I will apply the same practices to my role on Portland City Council that I always have. Those are open communication, mutual respect, encouraging feedback, addressing issues directly with council members, focus on interests, not positions, and creating mutually agreed upon objective criteria.
I would reexamine the city’s Bureau of Planning and Sustainability Strategic Plan and work to have the Critical Energy Infrastructure Hub be included in it. Currently the CEI Hub isn’t included in Portland’s green economy strategies.
I would vote to repeal Zenith Energy's land use permit.

I would call on Portland and Multnomah County Emergency Management leadership to create a public educational program of the Critical Energy Infrastructure Hub; the dangers it poses, action steps for the public to take in order to prepare, and what an evacuation plan could look like.
I am thrilled that Judge Simon delayed the formation of the Police Accountability Commission nominating committee to the beginning of 2025. This has been such a contentious issue for the past three years. I think that it is best to have a new group of people be involved in the selection of the Police Accountability Commission nominating board. Also, as controversial as the decision was, I believe, board members undergoing training on police practices will provide a more holistic viewpoint. In order to ensure opponents of this Board cannot use these lived experiences to cast aspersions on future Board decisions, it is vital that each nominated Board members join in on these trainings with a modicum of openness and sincerity.

The new city council needs a progressive cyclist like me who will fine and ticket cars parked in bike lanes while creating protected bike lane barriers to separate cyclists from vehicular traffic, make Portland only the third city in the country with fare-free public transit, lower rents to 35% of renters‘ net not gross incomes for those earning under $50,000 annually, introduce a renters' bill of rights (no fees for applications, pet charges, background/credit checks; no evictions during school year for families with children or during acutely cold/hot days), end unsheltered housing and decommission the Critical Energy Infrastructure Hub by 2025's end while relocating the 193 million gallons of stored liquid fuel.
I will vehemently push the new city council to draft an emergency plan for addressing the ramifications and cleaning up of the CEI Hub within the 1st 100 days.

Through the campaign, I have worked to educate and support other candidates on climate and equity issues while learning about the unique communities they each represent. Through a developing a shared sense of empathy and love for the Portland community, we can create unlikely allyships. Electing three councilors from each district has created opportunity for collaboration like never before.
We also need to streamline the ability for constituents to take active roles in government to allow for more support and engagement. This looks like fostering leadership in neighborhood associations, offering a variety of city council testimony times, and creating easy user interfaces on the City's websites.
I decided to run for City Council while at a protest of Zenith Energy. I was appalled that the current City Council reinstated Zenith's land use permit due to illegal lobbying, which has now been confirmed by the City Auditor.
By continuing to push for risk bonding, working to decrease Portland's reliance on fossil fuel, and creating a known-polluter and climate adaptation tax, we can shift the hazards out of the CEI Hub and make Portland safer.
As we work on these issues, we need to get city, county, Metro, state, federal, and business stakeholders to collaborate and agree to decommission these tanks. We cannot allow for Portland to be known for the biggest oil spill in US history.
I appreciate that the PAC would have oversight over the police budget, especially around munitions, as that will help the City balance needs overall without overreach of the PPB. Additionally, I think it is intelligent to outsource corrective actions to a third-party advisory board to ensure accountability and transparency, disallowing abuse of power or hidden corruption. And, I definitely agree that all deaths that occur in custody are cause for a full investigation.
Outside of that, I would also like to see the full funding of Portland Street Response to operate 24/7 to take pressure off first responders and provide trauma-informed care to people experiencing crisis. The police are often triggering to already vulnerable populations.

As a council member, I will:
1. Prioritize the development of a comprehensive risk mitigation plan for the CEI Hub, including relocation of the concentrated storage of fuel oil and jet fuel.
2. Work with local, state, and federal agencies to strengthen regulations and oversight of the hub's operations, including stricter regulations for seismic upgrades.
3. Explore options for relocating critical infrastructure to safer areas over the long-term.
4. Advocate for the removal of old, unused tanks to reduce potential hazards

I've already built good, positive relationships with the majority of leading candidates and I think we will have respectful working relationships as we advocate for the needs of our districts. For the first time, our elected leaders will need to place their district front and center in all decision making. That responsibility has a way of making difficult decisions less personal and more constituent based than our current system. I also think as the District 4 representative, I have a responsiblity to support districts who have not always had access to City Hall the way we have and in deferring some attention toward their needs, I hope my colleague understand I can work to support all districts.
I'm well aware of the dangers we face from the CEI. My approach is to make sure transportation of fuels and storage of fuels are safer today at the highest standards to minimize and prevent critical incidents while planning for moving these tanks tomorrow. We need to find a new location for this hub, away from neighbors and away from critical waterways. That move isn't going to happen overnight, and that's why I have an approach for today and tomorrow. I am currently working with Commissioner Sharon Meieran's team as they prepare to propose a risk bonding ordinance at the county for these companies.
The independence is important, the records authority and retention authority that the Chief has responsibility for is important as well. I think having the commission operate outside of the Police Bureau is necessary to meet the intent and the opening and conducting of investigations are important items as well that I support. Additionally, the Commission should have access and an ongoing information sharing agreement with the state's Department of Public Safety Standard and Training (DPSST).
