The 12 members of the City Council pass laws, set policy, and adopt the City’s annual budget. Councilors must be registered voters who have resided in their districts for the year immediately preceding election. All three councilors in each of the four districts are elected in one race.In 2024, two districts will elect councilors to 4-year terms while the other two districts will elect councilors to a 2-year term. In subsequent elections, all councilors will be elected to 4-year terms.Portland City Councilors are elected by district on a nonpartisan basis via ranked-choice voting. Voters are asked to rank up to 6 candidates in order of preference. The salary is $133,207.

The most important job for Portland’s new City Council is to work together to develop common- sense ideas to revitalize our city. Portland is in dire need of a renaissance to prevent it from failing. The unchecked homeless crisis, low educational standards—Oregon ranks 45th in the nation—high taxation, and the urgent need for revitalization are pressing issues. I’m eager to collaborate with other like-minded commissioners to turn Portland around, using existing funds to implement innovative solutions without further burdening taxpayers.
I agree with the concerns surrounding the Critical Energy Infrastructure Hub (CEI) on the Willamette River. While this hub is vital for Oregon’s energy supply, we must prioritize safety, especially given the seismic risks posed by the Cascadia Subduction Zone. The potential for significant fuel spills during a major earthquake is alarming, and we need proactive measures to mitigate these risks.
I support the creation of a Police Accountability Commission, but I strongly oppose the prohibition of individuals with enforcement backgrounds from serving. This restriction undermines the commission's ability to understand police work and assess misconduct effectively. Excluding those with firsthand experience raises concerns about bias and credibility, jeopardizing the commission's mission to ensure true accountability.

My hope and goal is to begin this new Council by sitting down together to share our values, get to know each other's goals, develop good working relationships, and set clear objectives for ensuring that the City delivers its services effectively to its residents as well as and being leaders in the region and the state. This was my approach at Metro where we built effective leadership to guide the agency and to build collaborative and productive relationships with residents and leaders in the region and in Oregon.
In the long term, as we plan for a carbon neutral future, we should require actions to reduce the capacity for storage to meet our adopted goals. In the short term, we need to require upgrades to existing storage to protect against possible hazards including wildfire, train derailment, flooding and earthquakes.
We need effective oversight, from the Council as well as the Commission. Even more, we need to invest in training and policy changes to implement community policing and de-militarize our police.

I will focus on the real needs of all Portlanders by listening to policy experts and academics, not the political pundits and wealthy donors who dominate Portland's politics today. When we listen to experts we can avoid conflicts over personal opinion by relying on real data. As a journalist, I’ve spent 20 years listening to citizens and governments to seek creative solutions to difficult problems. I’ve advised politicians and citizens alike on working together in conflict areas and fragile states, from Libya to Ethiopia, and empowering women reporters in Sudan and Afghanistan.

I will focus on facts, and creative problem solving, rather than cynicism. It’s essential that every district is heard and all councilors work to improve Portland.
The hub contains more than 350 million gallons of toxic materials sitting atop liquefiable soil, and that is not good. An earthquake will cause massive explosions, toxify our air, & create widespread environmental destruction on par with the Fukushima or Deepwater Horizon disasters.

I will encourage councilors to work with the federal government and state to bring the hub up to minimal earthquake safety standards. Portland faces many urgent issues, but we can’t let those distract us from existential crises. We need to relocate the tanks before it’s too late. If we don’t do this before the big one, little else we do will matter. We can’t let corporations or the failures of our current city leadership make Portland unlivable.
I support all the Police Accountability Commission recommendations, including those gutted by the current city council. 82% of Portland voted for this change, and only tangible accountability will repair the relationship between citizens and police. I will work with local civil rights groups to provide councilors and members opportunities to learn the lived experience of victims of law enforcement abuse. I agree that commission members should complete a ride along, this may limit who applies, but I believe we can identify reliable, effective members, and they will be better informed if they have seen the experience of PPB officers firsthand. If legally allowed the council should restore the commission’s original recommendations.

This question comes up a lot and I have always struggled with what seems to be an academic approach to how to manage professional relationships. There is no secret recipe. I will have 11 council colleagues. I will endeavor to understand their needs and help where I can. I will meet them where they are. The CEI Hub poses significant safety, environmental, and supply risks that must be addressed. It must go. The question is: how fast, and at what cost?

I support investigating risk bond requirements to incentivize the relocation of dangerous facilities. We can fast-track permits and offer limited tax breaks and waivers for users transitioning to non-fossil-fuel-based operations.

I am excited for the geographic and proportional representation coming with the changes to City Council. I hope to have a close working relationship with the other councilors, collaborating on tasks and strategies for serving our constituents.

We will have shared staff for district operations, and our District Coalition Office (SE Uplift) will be an essential resource for outreach. While I believe we will elect three councilors fairly aligned in policy and values, I have experience balancing differing views and priorities as a union leader.

The land that the Critical Energy Infrastructure Hub sits on could slide into the Willamette River during an earthquake. The tanks are on average from the 50s. We could see 90% of the liquid fuel supply in Oregon go up in literal flames. We need to relocate the infrastructure, reduce our reliance on these fuels, and mitigate the environmental damage already done to the site.

Simply insuring against the disaster is not sufficient; it is morally unacceptable and financially untenable.
I support the transparency measures included in the Police Accountability Commission’s suggested City Code changes: access to police bureau information systems, records, unedited body camera footage, to observe trainings, and more.

The annual report, dashboards, and public access to raw data that informs them will help keep the public informed. I support the requirements around board membership that help reflect Portland’s diversity and a breadth of lived experiences.

I believe a great team works best with good communication and with compromise being viewed as the best way to resolve most conflicts. I believe that each council member will bring strengths and passion for different aspects of the job and that each council member should have an area of focus that they will be able to concentrate on. Transparency with each other and with the residents of District 3 is of utmost importance to me. Governing is a process that should be accessible to all of those being governed.
This is a long term project that needs to be continued and organized into actionable projects to update older infrastructure. This process needs to make sure the local environment, especially the waterways are protected from potential damage in case of a natural or unnatural emergency. I would advocate to find state and federal funding for the actionable projects and upgrades needed throughout this process.
I support an accountability system that is not directly attached to the police bureau. I think the board should include retired officers and others that have been or are currently in non- police enforcement jobs as well as community members from diverse career and cultural backgrounds. Currently this is not the case. I support that members of the new board be constantly educated about what a police officer job entails. A required ride along and shadowing program seems vital for this oversight system to work and get the best results. This is a highly debated.Why? If you’re going to oversee a system, you should understand it fully inside and out. I worked enforcement and know how critical de-escalation training and understanding is.

It is also essential for council to form strong working relationships with the Mayor and City Administrator's team, Metro, the county, and state, as well as community organizations like neighborhood associations and NGOs.

Over the past few years, I have established solid relationships with community organizations and organizers. This year, I have forged new relationships with many of the candidates running in this election - both in District 3 and citywide.
As Chair of the Foster-Powell Neighborhood Association and as a candidate for District 3, I have been a steadfast supporter of the CEI Hub Taskforce.

Lack of city involvement with risk bonding, planning, and mitigation poses considerable threat to the safety and well-being of Portlanders and our neighbors. The CEI Hub holds over 90% of the liquid fuel used in the state of Oregon. As a council member, I will endeavor to find effective solutions for fuel supply while prioritizing human health and safety.
The relationship between PPB and residents of Portland has been under strain for some time. The police provide essential services and it is important that we repair this relationship. Toward that end, I support a single, community-led system for oversight and investigation into alleged misconduct. I work at City Hall now. The key to working productively with other members of council is no secret. You reach out. You find areas of mutual interest. Interpersonal relationships at the principal-level, and at the staff-level, play a bigger role than the general public may be aware. Accordingly, being approachable and agreeable, and hiring a like-minded staff, is of outsized importance. I am approachable and agreeable. As a moderate, running to deliver results, rather than to advance any particular ideology, I am willing to collaborate with anyone.
The first priority is preventing environmental calamity. CEI needs to be upgraded to meet modern seismic standards. Urgently.
I generally support the idea that our police need to be held to the highest professional standards. Formal police accountability processes are critical. But elements of the current PAC recommendations are deeply concerning to me. My suggested revisions. One, police officers should be allowed to (and encouraged to) serve on the review board. Two, discipline authority should rest with the Chief of Police. Three, the PAC recommendations needs to be limited strictly to accountability and must exclude areas beyond the PAC’s purview, including community education, collective bargaining revision, and complaint solicitation.

I plan to work productively with the other council members in my district by leveraging my experience as an attorney, where I successfully settled thousands of cases with individuals who had very different goals and perspectives. In those cases, I navigated complex systems, communicated the constraints clearly, and found practical solutions that served everyone’s best interests.

On the council, I will take a similar approach by identifying the non-negotiables of my colleagues while focusing on shared goals. I would prioritize addressing safety, environmental health, and supply security at the Critical Energy Infrastructure Hub on the Willamette River. Your Experience/Qualifications I am currently living and working for 41 years in District 3. I raised 2 children, and I own my home. I was family in a family-owned Computer Manufacturer (1980s). During the Pandemic I lived with my mother in her independent living apartment, in the NE District 3. I am a retired 31-year veteran of the Oregon Army National Guard and currently a state employee. As a recipient and server of public service in district 3, I know what we need, and I know how public policy works.

I want a weak president, they who control the agenda controls the council. i want the council to be a collaboration. I want decisions affecting the city to be a consensus or a compromise. in an 11-1 vote 55k denizens have been disenfranchised. I am willing to have short term emergency policies with a simple majority in the interest of speed. I want committees to be investigative only. I do not want to reproduce the failed bureau system by way of committees. I want the council to be a maker of policy, not leveled up politicians in the game of portlandia. The mission of district councilors is to communicate with our neighbors, explaining what the council is doing and soliciting feedback, needs and ideas.
I would like to see increased security, I have had reason to drive through the petroleum farm and the standoff from the tanks to the road seemed inadequate (protective barriers). I would like to freeze capacity as an incentive to reduce consumption.
The features that protect the privacy rights of the involved officers, suspects, victims and witnesses. In general there is too much process and not enough justice. Process and failed processes are where liability to the city will occur. It sounds like board members are all but encouraged to run for office and I am worried board membership will be used as a platform from which to launch a political career which of course politizes the board and that would be bad. I would recommend running for office disqualifies membership and there be a cooling off period of say one election cycle after leaving the board.

Early in the campaign I went to an event hosted by the organization North Star Civic Foundation. There were city administrators from across the country who shared their experiences of helping their city transition to this new form of government. They were asked what kind of leaders succeed in this form of government and every single one of them talked about city council members who were curious, open-minded, and collaborative. I am coming at this as a labor and community organizer and someone who works in a field where you literally have to work with everyone. My work in my union has also given me a lot of experience with moving through conflict to find consensus, and I will bring that experience with me to office.
Yes. I have learned so much from the different community groups that are fighting to put this incredibly dangerous climate and infrastructure problem at the top of our policy agenda, and I will be taking all of those groups into office with me. The CEI Hub disaster in waiting is something that we need to throw everything at–from risk bonding, to changes to zoning laws, to good old-fashioned revoking of permits. We also need to prioritize the kinds of infrastructure projects that take us away from fossil fuels, so that companies like Zenith Energy can’t argue that we need what they provide.
I support the original intent of the committee, as voted in by 82% of the electorate, to investigate all deaths in custody, uses of deadly force, complaints of force causing injury, as well as discrimination and violations of constitutional rights. I support the intended authority of the committee to subpoena documents and discipline and fire officers. I believe the will of the voters was clear.

I am very used to finding common ground with people I might disagree with in many spheres, including in my previous position in constituent relations in Jo Ann Hardesty’s office, in my current position as an anti-hunger lobbyist in the Oregon Legislature, and on my TikTok account, where extremist opinions abound. In the end, I know that my fellow City Council members in my district want the best for District 3 and for our city, the same as I do. I will seek to work with whoever is elected as closely as possible to implement policies that reflect our shared values and to come to compromises based on our shared goals.
I have signed the “No Fossil Fuels” money pledge and I will not expand any oil terminals like Zenith running through the City of Portland. The expansion of oil trains should never come at the cost of safety for Portlanders. If an earthquake were to occur in Oregon, Zenith oil would spill directly into the Willamette. We can’t allow that to happen. When I am elected to City Council, I will do whatever is possible to relocate dangerous fuels from the CEI hub to a location that is seismically stable, away from places where it could potentially harm residential communities, and maintains safe access to our transportation network.
I am not supportive of the framework of the current policing system, and in the short term, I will work to change it to promote more accountability, more community-based public safety initiatives in collaboration with police officers, and creating groundwork for a more collaborative system of public safety. Overall, I think using environmental design to address issues like gun violence, or doing what other cities have modeled in having people who live in the neighborhoods act as de-escalators is a step in the right direction. Expanding programs like Portland Street Response to alleviate police call load and also have a non-armed, non-police response for mental health crisis calls is crucial.

First of all, I think it is important for us to get to know each other on a personal level – it is easier to handle policy disagreements if you like and respect each other as people. Second, I hope that, as the new Council establishes committees, we can agree to divide up assignments so that District 3 is represented in all major committees. Third, I agree with District 2 candidate Elana Pirtle-Guiney’s suggestion that we hire constituent services staffers who work for the district as a whole and report to all three of us collectively, so we are not fighting to demonstrate which of us is “best” at constituent service.
The biggest concern is the disaster that will happen if the tanks rupture in an earthquake. The Legislature directed DEQ to develop regulations requiring an assessment of the large tanks followed by retrofit requirements for vulnerable tanks. The City should be in communication with DEQ as to the timing and strength of such regulations. Meanwhile, the County is considering requiring the companies to demonstrate that they can pay for whatever damage is caused in such a disaster, perhaps through “risk bonds.” The City should support that effort.
I am not sure I understand what you mean by “under development” – I thought the Council had already passed code provisions implementing the system, with some departures from what the Commission recommended. I voted for the measure and am glad we will have civilian oversight

Listening to one's constituency is enormously important, but it doesn't always mean there will be agreement. Starting with council members representing the same district, finding compromise within the City Council is also important. It is essential the City Council as a whole embraces citizen advisory committees within the bureaus that proportionally represent diverse opinions and are not one-sided stacked decks put in place to establish social engineering policies and practices.
It is my understanding there is a pipeline from the Puget Sound area that supplies most all of the refined fuel to the hub. Additives for various brands take place on site. One of my biggest concerns is the rising costs of all forms of energy, and how it is affecting the economy and adding to inflation. With the support from Oregon representation in congress, the City needs research the availability of and apply for a federal grant to either strengthen the tanks and/or relocate them.
Any police oversight committee needs to have some type of forum or spokesperson for police so committee members can better understand the actions police take in various situations. Committee members should be required to go on a ride along approximately every six months. Individuals who are anti-police for any reason, including de-funding the police, must not be allowed on an oversight committee.

The best way I can add to the cohesion and productivity of the newly formed city council as a district 3 candidate is by leading with logic, and practicality. The majority of candidates from districts 1, 2, and 4 agree on the biggest problems facing Portlanders today, while district 3 candidates are the most affected by extreme ideology that focuses on prioritizing issues that are simply beyond the scope of a city council, or fiscally impossible. For example, Oregon consumes less energy than 66% of the nation, so, even if we were 100% renewable, it wouldn't make a dent against climate change. Meanwhile, as we spend hundreds of millions on solar panels, we step-over the mentally ill and homeless on the street. Prioritize the issues.
Bottom line - More transparency. Senate bill 1567 passed by the Oregon legislature requires bulk fuel terminal operators to perform seismic vulnerability assessments and then develop and implement state-approved mitigation plans. Well, the deadline for such plans was June 1, 2024 but I’m unaware of any such plans being made available to the public. Furthermore, should we allow these companies to regulate themselves? I would like to see state-sponsored studies paired with the ones offered by these companies as an extra safety measure, and facilitate the open disclosure of all findings to the public.
I support all features recommended by the PAC except for the clause that keeps most investigatory meetings out of the public eye; we deserve to have access to these proceedings. I also wonder about the clause barring any individual who has an objective demonstrated bias for or against law enforcement from serving on the board - I’m curious what metrics they will use to determine bias.

Working on the Willamette or Columbia Rivers, we need to work with river flows. The ocean tides effect the river levels of the Willamette up to the falls at Oregon City and the Columbia up to the Boneville Dam. The spring flows can be very strong.
I have not reviewed them. But, I was a Military Poliveman in the Oregon Army National Guard,so a have some working knowedge and expirence in the work.

I want to be a unique resource for the future council to help improve any proposal that comes before the council, regardless if I support it or not.

I earned my Master’s in Public Policy from Portland State University. I work as the policy analyst at Oregon Health Authority’s Office of Actuarial and Financial Analytics. I have a depth of experience with policy resources, policy design, legislative drafting, government finances, and contract oversight. I want everyone else on the council to be able to come to me with their ideas. I can talk with them about how to implement their ideas, how to draft their metrics to track their effectiveness, what the unintended consequences could be, and how to make sure they work.
My main concern is what happens in the event of a worst-case scenario. After a major disaster, I don’t want the city to be left with a subsequent ecological disaster to clean up.

I want to create a long term plan for structurally reinforcing all critical energy infrastructure. The plan should ensure that all infrastructure can survive a disaster with minimum negative impact on our community.

I strongly oppose processes that privatize the profit and socialize the cost of clean up. Any infrastructure that can't be properly secured or won’t be by their corporate owners should be required to carry insurance sufficient to deal with a major clean up. This requirement should force much better behavior
Police are a critically important part of the city, and the government having a monopoly on violence is essential for a functioning society. Like every other essential monopoly, they require careful and intense oversight to reduce incidents of abuse.

I strongly believe that police misconduct needs to be investigated by people outside the existing police department and by individuals without an explicit bias towards any predetermined conclusions. I believe the outside oversight needs to have investigative tools at their disposal to uncover what happened. This includes sufficient professional staffing and tools for accessing important evidence.

I would advocate that, as three Councilors from District 3, we develop areas of focus that play to our strengths and experience. There will be a need to establish systems for coordination and communications for the three district Councilors to maintain shared awareness and align the work across the district. Information sharing will be essential for the Councilors to be effective advocates for their respective district. Additionally, I will champion civility, transparency, and cooperative spirit as standards for the full new council to engage together and tackle issues.
I will advocate that the City coordinate invested and impacted governmental and business stakeholders in both Oregon and Washington to combine efforts and push for action and responsiveness from the fuel hub corporations. Most people are unaware that the hub presents tremendous risk and potential damage to our natural environment and public health of our populations in the event of a major earthquake or other natural or manmade disaster. We should not stand back or stand down simply because of the size and strength of the corporations that comprise the hub. It is dereliction of duty if we don't elevate the awareness and urgency around this cause of potential disaster.
In evaluating the PAC recommendations and decisions, there are many elements that I am not in agreement with. I believe in the merits of accountability, but this model swings the pendulum too far from a reasonable middle. A few of the items I do agree with are that 'Investigations must be ethical, independent, thorough, timely, fair, and impartial' and that there is an appeal process for the board's decisions, however I do not support that the appeals go to a 'panel composed of board members' which seems to counter the intent of impartial appeals process. Overall, I anticipate that many PAC-developed changes will have unintended negative impacts in practice and will need mitigation measures.

Any councilor who gets elected will have to work productively not just with the other council members in their district, but the other 11 councilors, the mayor, as well as the county, metro, state, and federal electeds. I have been building relationships with as many of them as possible, even hosting collaborative events already throughout the campaign cycle.

I also think there is opportunity for ongoing advisory groups, made up of candidates that do not get elected, advocacy group members, and other community leaders. The issues we face are too large for any one person or singular governing body to take on alone and we need to elect folks who can govern collaboratively and effectively.
We cannot have the polluting and potential hazardous fuel trains cutting directly through the city to be stored at the Critical Energy Infrastructure Hub, where the majority of storage units are seismically unsound and are situated on unstable landfill. We must work toward relocating, upgrading, or decommissioning the storage units as we transition into clean energy infrastructure.
I fully support the implementation of the police accountability mechanisms as voted in with overwhelming support of Portlanders.
