Communication is my forte. Our jobs as legislators will depend solely on our abilities to listen, contemplate and converse, even debate, for our ideas and the ideas of those we are representing to be heard and understood. Recognizing shared goals and cross-district interests will prove to be an important tool in earning the needed consideration for action in District 1. I believe that remaining flexible and open, while informed and driven by East Portland’s needs, will require using evidence-based accountability in order to create measurable, achievable goals that can be presented without political agendas that have slowed the process for solutions.
The CEI hub is a ticking time bomb every citizen should be aware of, concerned with and ready to take action over. While I support state bill 1567, I am far from convinced that a transparent process to retrofit the containers has been made. I would push for legislation that unveiled and set the standard from outside the industry, not within it. I would also suggest in the short term that safety containment standards are created and adhered to strictly, with steep fines attached for negligence. In the long term, I would like to spearhead efforts to legislate the dispersal of containers to other sites throughout the state, far from the rivers that require our protection.
As a candidate that is running to regroup PPB’s effort by current evaluation, redefining and supporting the earnest expansion of programs like Operation Ceasefire and Portland Street Response, the PAC plays a crucial role in transparency that returns accountability to the public, not the police investigating themselves. Able Movement, the intervention of one officer to another, even and especially if it is to a superior ranking officer in order to de-escalate any use of unnecessary violence, is the first feature I would point to if PPB is serious about getting out for under the DOJ settlement. My ideas concerning police presence in District 1 are supportive of PPB, but only as long as newfound engagement and non-violent goals are met.

Moving an agenda forward requires collaboration, so working with my colleagues is not an option — it’s a requirement to move a progressive agenda forward. I have demonstrated my ability to work with diverse groups in my personal and professional life, and I will take this experience with me onto Council.
Our district colleagues will need to establish early agreements for how we collaborate. We will have different interests and come from different communities, but we all represent the part of the city that’s been neglected for too long. We must ensure we have representation on a variety of policy committees, identifying what we agree on, and making a plan to achieve those goals.
The CEI Hub holds 200 million gallons of oil in its tanks alone. This means crisis when an earthquake happens. We need a just transition of our energy sources to reduce our reliance on the explosive fuels stored in our front yard. The City needs to create more rigid standards for approving any new fossil fuel infrastructure — and we need to use our full power to revoke permits when there is a clear danger to the community. The City also needs to consider risk bonding to guarantee companies take full financial responsibility in case of a disaster, and have the resources to do so — otherwise they shouldn’t be operating. Finally, the City needs to develop a safety plan with specific resources and test that plan now.
I have been working to hold Portland Police accountable for years. I served on the Citizen Review Committee for seven years, including acting as chair. I organized to develop and pass the ballot measure that created the Police Accountability Commission. Portland voters have never agreed on anything more, and defending against attacks on the commission is one of my top priorities. When I am elected, I will ensure the implementation of the commission makes it onto our agenda early and that we continue to hold police accountable.

City Hall and their insiders often discuss equity and improving life for lower-income residents in Portland, but East Portland consistently receives less funding. When funds are allocated, they often go to unwanted projects like bike lanes and street designs. As an East Portland resident, I’m calling out this double standard and am committed to working with the new council to secure the funding we deserve. Additionally, I’ll advocate for the city council to postpone any pay raises until we see real improvements in District 1.
Portland shouldn't end up like East Palestine, Ohio. I'm all for doing whatever it takes to ensure the Hub is safe when the 'big one' hits. That means we need more oversight and a totally open process for our plans to prevent any environmental harm. Since I decided to run for council, I've really tuned into the genuine worries of Portland residents. I promise to keep everyone updated on how we're managing this hub. From what I've gathered, city hall is making backroom deals and leaving Portlanders out of the loop. It's just another reason we need new faces in office who will be responsible to the community.
I'm all for Portland having a Police Accountability Commission since the voters approved it. Still, I've got a few worries. Right now, the system uses a preponderance of evidence standard, but I think we should give police the benefit of the doubt since they often have to make quick decisions in really stressful situations. I’d be in favor of raising that standard. Plus, there's a chance that people who are anti-police might want to join the board. As a city councilor, I won’t play political games with police oversight like some have done before. We can't discipline officers if their punishment is just going to get overturned later in arbitration. That said, I’d definitely send the final version back to the voters for their input.

Portland politics is best done by coalition. You're only as strong as the people standing behind you. I have spent 14 years working in public policy, building those trusted relationships and coalitions around shared values. I have begun building relationships with all of the candidates in my district, and many of the candidates across the city. Those foundations of respect and common values will lead toward meaningful relationships that will facilitate collaboration.
Infrastructure is meant to be built for extended periods of time, so any additional investment in this CEI hub moves us in the opposite direction. We know this area will fail during a large earthquake, and we simply must begin the process of moving it somewhere else. That begins with limiting what we allow to be build now, including any infrastructure that is meant to be used for more than a transition away from fossil fuel infrastructure.
I agree with the budget, scope, and streamlining of oversight processes, the intentionality of this system, and the seriousness of it's structure. I previously served on the Community Police Relations Committee, which was the predecessor to the predecessor to the PAC. It wasn't an effective body, and it didn't provide meaningful changes within the Portland Police Bureau. I'm hopeful that this new system has enough authority and institutional buy-in to be effective. I will work with the PAC to make any changes that are needed to ensure it is truly effective.

I believe working collaboratively is key to success- both on a personal level and collectively. I will be someone who proactively works to find areas of common interest / overlap and make progress toward those goals where there is a desire to see shared positive outcomes. I recognize we won't all agree on everything but understanding where each person is coming from and their desired outcomes will be important for me.
In July 2024, I took a tour of the CEI hub provided by Linnton neighborhood association and TanktheTanks.org. I would be proud to work with community members to create a plan for the managed decline of dangerous infrastructure at the CEI hub. I would also advocate that no new dangerous infrastructure be added to this area.
I would support a policy that would require owners to cover the costs of a worst case scenario, or alternatively, to show they are insured to cover these costs.
There are a number of items that I am in favor of as it relates to the Police Accountability Commission. I appreciate that the system is community led, has a single structure to investigate from beginning to end, and complaint navigators to assist people throughout the process. I am committed to seeing this new accountability system through and am hopeful about its success.

I will collaboratively with all members of City Council. Every member will bring unique skills, knowledge, and experience in addition to their policy positions. I will listen to the perspectives of each councilor while making decisions.
It will be important to look for and develop points of commonality between members and do those things we agree on first. By voting in this new form of government, the people of Portland demonstrated their frustration with the city council and the state of Portland. It is important that the new council work together to show that we can get things done and to address the difficult and important issues facing the city.
While I am not an expert of the Critical Energy Infrastructure Hub, I am aware of seismic upgrades that would be needed to prevent tank failure and other damage caused by a major earthquake. We need to look at ground stabilization to prevent liquification during a seismic event, as well as retrofitting of storage tanks to increase their strength and resiliency.
I support the position that any investigation into allegations of misconduct must be ethical, independent, thorough, timely, fair, and impartial.

We have to work collaboratively with each other. I plan to take the lived experience of all other city council members into consideration when making decisions to help bring a fair and balanced approach.
I agree with the proposals and requests put forward by the community groups leading these efforts, and I have pledged to support the candidates from that district that will champion the items the city needs to complete with urgency to move us in the right direction quickly.
I support the process that was created to choose and nominate people who will sit on the commission, including the amendments, which I think are a healthy and balanced approach. I support a commission that is community-based with a variety of opinions. I also support committee members doing engagement with officers, things like doing an annual ride-along.

I have served in the community for over 20 years. In that time, I have worked with many groups and a diverse range of voices. I sincerely try to represent the community by amplifying their concerns and comments. My priorities reflect my communities’ priorities.
As a school board member working with other elected officials, I have learned there is a lot of work to be done before a vote. There can sometimes be a need to a great deal of time spent educating them and their constituents about an issue. That also involves listening to their concerns and adapting to them. We will need a great deal of collaboration among the new council members to address the serious issues our city is facing.
I believe we need a comprehensive plan that includes deadlines. We must immediately move to phase out what the fuels and chemicals are no longer needed in our economy. Assist in moving the fuel storage, and possible even the industry that requires them, to a more stable location that does not jeopardize the surrounding community. Then we must move to secure the rest, realizing that complete removal may not happen for a variety of reasons. We cannot afford to leave it to indecision or concerns about cost. We need to work with our federal and state partners to get the projects funded and completed as soon as possible.
From spending over 20 years involved in community safety, I know that the police are just part of what should be a larger strategy. For the police to be effective they must be trusted by the community, and to be trusted by the community there must be accountability. We deserve a professional and respected police department, and that is impossible without real accountability and an openness for reform.
I also respect the will of the voters and I want to see the commission constituted with the budget and community participation that was promised. We should firmly reject efforts to "stack" the commission with any who have direct conflicts of interests, while at the same time not labeling citizens as "anti-police" or "pro-police."

One skill that I bring to this moment in our city’s history is that of coalition building. As former executive director of Oregon Walks, I developed and supported a number of coalitions. One of Oregon Walks’s values during my time there was that we never walk alone to pursue worthy goals. We didn’t then, and I’m so proud to see the organization continuing that tradition with their current work.
I filed an intent to run for Portland City Council early because I believe we have a rare chance to build a more collaborative organizational culture in Portland city government, and I believe in order to be successful, that work needs to start on the campaign trail.
We must build a transit system that doesn’t rely on fossil fuels. Otherwise, we’ll always have toxic, dangerous facilities in someone’s community, often places like East Portland.
I haven’t heard any proposal to relocate the CEI Hub that doesn't impact people and the environment. While we work to reduce our reliance on fossil fuels, we need to put in place the best safety measures we can.
One interim step is a Public Health Overlay Zone, like the one adopted by Eugene thanks to advocacy by Beyond Toxics. 1000 Friends of Oregon, Neighbors for Clean Air, and others are exploring this to create “a public health zoning code that will protect the health of residents and school children from industrial air, water and soil pollution.”
First, I want to appreciate the work of the Police Accountability Commission. Their September 2023 report highlights accountability, transparency, and responsiveness, values fundamental to building and maintaining trust in government. I’d like to uplift the feature enabling the new oversight system to incorporate community concerns, and take police recommendations to both Portland Police Bureau, and when needed to city council for a vote.
As the city’s legislative body, I see council’s most direct role as working with the new oversight body to identify trends that translate to needed policy changes. Our goal should be to support both sworn officers and community members by engaging in responsive policy conversations.

When on Sacramento Council I worked so closely with the other members that I was elected Vice Mayor for four consecutive years. I scheduled committee assignments to reduce the work load for all members. Even when I disagreed with other members I was always willing to civilly discuss the issue to see if a reasonable compromised could be reached.

I believe that any accountability review commission must be independent of any outside influence. The police department should not have any representatives on this commission, nor play any part in selecting the members. The commission should have legal authority to obtain city records, including police records, needed to further any investigation, subject to court oversight.

I have always been a collaborative community leader and I am ready to serve on council with the other elected members of my district. As a former Multnomah County Commissioner I worked to pass a lot of bills at the county level that passed on the statewide level. We collectively brought a lot of attention to the issues and I believe who is delivering the message is just as important as what the message is. As a commissioner I aligned with different commissioners to address the issues in front of us. I know how to work with people to affect change and get policies passed that will support Portlanders across districts.
I understand the safety, environmental and supply concerns related to the CEI Hub and that an earthquake or natural disaster could result in the release of toxins into the air and water. This would have lasting impacts on human and wildlife health and severe economic and infrastructure damage throughout the region.
I am in favor of city, county, and state collaboration to implement an emergency plan for the area and I would like to partner with the Multnomah County Office of Sustainability and the Portland Bureau of Emergency Management to create accountability and fiscal responsibility to companies involved in the storage of these fuels.
I support many of the features introduced by the new Police Accountability Commission. However, I have concerns regarding the investigation and disciplinary measures for officers that are handled outside the City’s Human Resources Department. Currently, the Human Resources Bureau manages all disciplinary actions for various bureaus as outlined by the Council. My worry is that any disciplinary metrics applied outside of this established process, which other city employees are subject to, could expose the City to potential lawsuits both within and outside the police department. There is likely a concern that police officers may not receive equal protection under the law, and this could further complicate matters.

With a 12 person council, with a diverse pool of experience, we get an opportunity to elect the team of folks that we feel are most equipped to deal with our districts problems from a more holistic view. We get go elect the team of people that represents our districts and Portland's needs. We can have a combination of Policy Administrators, Social Workers, Community Advocates, and people from diverse backgrounds.
I intend on contributing my experience knowledge and experience working with houseless families. I can offer my experiences as a School Board Director and a leader in the Asian American communities. I have lived in the district for over decades. I will contribute my knowledge of our districts shortcomings and needs.
There is still a lot for me to learn about the Critical Energy Infrastructure Hub, but I know enough that we are gambling with our environment. A CEI Disaster will leave Portland so polluted that it would devastate the Willamette and the surrounding environment. The disaster would leave the cleaning efforts and the bill for future generations if left unmitigated. For me, its not a matter of “if” it fails, it's “when” it fails. We need to start building a more secure hub that protects against accidents, earthquakes, and other natural disasters. We need to start implementing how we can upgrade our storage facilities. We need to start thinking about how we are going to pay for an upgraded hub.
I support a Community Led Oversight Committee. We have a trust issue between the Police and the People of Portland. I have heard members of the community advocate for abolishment of the Police, that they do more harm than good. There have been several accusations of abuse of authority. At some point, I would like to live in a society where we do not need police, but we are not there. The people of Portland are starting to lose confidence in the ability of PPB's in holding themselves accountable. We also need a system that ensures officers have access to training that helps them become effective officers. We need a system that weeds out those that are abusing their authority and members of the community have to be involved.
