The members of a City Council supervise the city departments, either directly or through a city manager or administrator. City Councilors pass laws, set policy, decide which services will be provided, and develop budgets; they negotiate work contracts and make hiring and firing decisions. A city officer must be a qualified elector under the state constitution who has resided in the city before being elected for a period of time that is specified in the city charter. In most cities, the City Councilors are unpaid.Happy Valley City Councilors are elected by numbered position. They serve for a 4-year term (unless they are filling out a partial term) and are elected on a nonpartisan basis.

Need: Finish the design and construction of our downtown and community center as the community has been asking for. Answer: I was instrumental in setting up our Urban Renewal District, helping negotiate land acquistions, seeking outside funding source, to get us to the point of design. Now with my background in community service and construction I will lead the efforts in a design that meets the needs of all residents and will provide multimodal access. Need: A Safe Community Answer: I have chaired our police levy PAC and have worked closely to manage a budget that increases staffing without increasing taxes. I will continue this work. First and foremost I love the duty of listening to our residents' needs and wants, then putting those at the forefront of my actions on council. I take great pride in being heavily invested in the City of Happy Valley which gives me the opportunity to listen to others and have my finger on the pulse of what our City wants and needs. As a small business owner I am used to working hard to make things happen, so I carry this same approach and get things done for our residents.

I also believe the duty of casting a vision is critical to the role and I love doing that. I was the driving force for setting up our Urban Renewal District and moving the Downtown and Community Center Projects forward.

Financials stewardship, its what I do everyday
Downtown District & Community Center, we are funding the infrastructure improvements through the Urban Renewal District that I helped move forward. The Community Center will be constructed through a Bond for which I have been heavily invested in helping drive. The City residents have taken part in several surveys directing our paths and we will be going out to vote in a coming election cycle where I will help drive the efforts the way I have with our Police Levy PAC.

Improved traffic and safety through multimodal forms of transportation throughout our City. This will come through ensuring our City Budget reserves plenty of funds for our Transportation System Development Funds and Pedestrian Improvement Plans.

Your Experience/Qualifications I am a 22-year Army Veteran, I have 32 years as an energy executive managing large groups of people, managing a federal budget of over $80 million dollars. In my professional career I have set policy, championed for legislation and negotiated contracts. I am currently the Planning Commissioner for the City of Hapy Valley.

The most urgent needs are connected to our growth management. Happy Valley is a unique and growing city. The most urgent needs are: Responsible Growth Management: I will prioritize the fair distribution of resources, promote affordable housing and access to green spaces, and ensure that all neighborhoods benefit equally from our natural assets. Climate Resilience: I will advocate for building standards and infrastructure projects that not only address climate change but also protect our communities from its impacts. Smart Transportation: I will support transportation options that reduce air pollution and harmful emissions, making our city healthier for everyone, particularly those in areas most affected by traffic and industrial pollution.
I am fascinated by the inner workings of city government. Running an organization or a city is similar; both require reviewing and passing laws and ordinances to improve operations. Managing budgets and negotiating contracts is like solving a puzzle. I enjoy setting goals and creating solutions. A city councilor acts as an ambassador, making a tangible difference. This sense of purpose and responsibility is incredibly motivating and rewarding. As a people person, this role would allow me to engage with diverse residents, listen to their needs, and work collaboratively to find solutions. This role is integrally linked with city staff, advisory committee leaders and the community, it is the kind of collaboration that I thrive in.
Happy Valley is one of the fastest-growing cities in Oregon. To maintain the livability that residents admire, growth requires careful planning. Proper infrastructure planning for roads, sewers, water, housing, and business development is essential. Our greatest need is to expand our transportation system to accomodate our growth. This requires moving traffic off of our main arterials, creating alternative forms of transportation and making our neighborhoods more walkable. I would fund these projects using a variety of sources, including building development fees, state and federal infrastructure grants, and, when appropriate, urban renewal district funds.
