The City of West Melbourne has a Manager-Council form of government where the Mayor and City Council serve as the Board of Directors for the City. The City Council sets policy guiding the City s growth, development and future. (The City Manager is appointed as the Chief Administrative Officer and implements Council-adopted policies.) The three candidates for Council receiving the highest number of votes shall be declared the winners upon certification of the vote by City Council. Terms of offices are four years, through November of 2028. Qualifications – All candidates shall be registered to vote who are residents of the City of West Melbourne for at least one year prior to the date of qualifying to run for City office.Salary: $10,980.48

• West Melbourne is a wonderful place to live, work and play. However, continuing to develop a Parks Master Plan to improve our parks will benefit all residents. This includes upgrading facilities, play structures, improving walkability to and from parks with trails, and even adding additional parks in areas like northwest West Melbourne through land acquisition for recreation.
I secured over one million dollars to spearhead septic to sewer conversions in four different communities resulting in several hundred homes reducing emissions into the IRL surrounding communities. As a member of the city council, I voted to provide street sweeping of all communities in West Melbourne reducing pollution in the cities drainage systems that impact the Indian River Lagoon. Conservation areas will be developed as part of the Master Parks Plan that the city council is currently developing.
U.S. Marine Corps veteran and Senior Engineering Manager at L3Harris (retired) provided experience in; leadership, public service, engineering, program management, purchasing, contract development and program management. Pat has provided strong direction recommendations as a current city council member and was selected by his council peers to serve as Mayor most recently.
West Melbourne has two separate major projects in the engineering stage. First is a drainage project for the Westbrooke subdivision. When completed stormwater will flow much faster preventing floods which have been an issue historically. Pat requested state funds for this project and $1M was approved by the governor. Second is the development of a water plant. This project will eliminate the reliance on other cities for our water. Water quality will be substantially improved since the water will be pulled from the aquifer instead of Lake Washington.
I am a home rule proponent believing that local communities have the insight to know what is best for their community. With preemptions outlined by the state, local governments have to find ways to ensure the best results possible while abiding by state law. Some state dictates are beneficial and local governments sometimes need a push to do the right thing. Finding the balance between state dictates and local government needs will require a give and take process. Having local officials advocate for local measures will continue to be my priority to serve West Melbourne residents.

I will accelerate development of city infrastructure, such as public transportation (bike paths, trails, walkability, bussing), septic to sewer conversion, flood control. I will budget funds to develop, expand, improve, and maintain parks, public space, and recreational resources. I will modernize the public library. I will partner with groups like Brevard Homeless Coalition to develop programs.
I will continue to champion the city’s forthcoming Parks and Rec Master Plan. This plan includes methods to execute many of the above goals while quartering off sections of the city as environmental zones which serve the purpose of both respecting our environment while increasing city integration and increasing the city’s overall beautification by helping it to keep its “small town feel”. I will continue to look for green alternatives to help offset emissions where sensible.
I worked as a contract manager for the federal government for 6 years, ensuring taxpayer money was being used appropriately while identifying savings. I have a track record of identifying waste, fraud, and abuse and ensuring the taxpayer gets what they paid for. I work for L3Harris now, where I review contracts to get the best value for investors. I will use these lessons learned if elected.
Few areas of the city are left for new development. Instead, the city should focus on redevelopment, bringing neighborhoods up to current stormwater code. Projects like the Westbrooke canal expansion help accomplish this. The city also has the funding to increase the frequency of its street sweeping program which will save it massive amounts of money through the reduction of costly contaminated water treatment while helping to protect other sources from future contamination. Finally, these measures will further contribute to the city's beautification for current and future residents.
As I’m sure many longtime residents of Florida will be quick to point out, state standardization is untenable. For example, the state just recently passed a bill which allows developers to request up to 50% of the building permits for a residential community before the map is approved. This means the developer can construct 50% of the homes in a development before the final map is approved. This has forced the city of West Melbourne to expend additional resources to ensure this doesn’t negatively impact current and future residents by changing its review processes to account for this advance.
