Emerald Coast Utility Authority District 3

The Emerald Coast Utilities Authority (ECUA) was created in 1981 by an Act of the Florida Legislature to own, manage, finance, promote, improve and expand the water and wastewater systems of Escambia County and the City of Pensacola. The ECUA Board members are elected by the voters of Escambia County for each of the county s five electoral districts and serve four-year terms. Qualified candidates must be a registered voter and resident of the district he/she seeks for election at the time of assuming office.

I want to reform ECUA to provide better service, with lower rates, by reforming the financial structure of ECUA to one modeled on that of Retirement Systems of Alabama.
Generally, my determination to accomplish the best possible results for the people of my constituency.
I believe utility service can ultimately be free, and can be done so by transition to an RSA like model of owning businesses, and depriving profits from the businesses thereof, as well as waste to energy plants which will reclaim landfill space while being environmentally friendly, allowing us to sell power to lower utility bills.
The decisions of the board are transparent, the reality is, the Salzman Bill is not the law of Florida, it is not a valid act and the 2001 law still governs as the 2022 bill was the 2021 bill where the 2021 bill had an in the future effective date while the 2022 bill had a retroactive effective date, rendering the entire act void.
Through rigorous constituent service, as much as possible within my schedule, I will return my constituent emails, in part emails are a better way of communication than is the phone, I will be much more involved in address constituent issues personally than have other members of the board.
