The Kansas House of Representatives is the lower house of the legislature of the U.S. state of Kansas. Composed of 125 state representatives from districts with roughly equal populations of at least 19,000, its members are responsible for crafting and voting on legislation, helping to create a state budget, and legislative oversight over state agencies.

Licensed attorney for 37 years, small business owner 32 years, worked as respiratory therapy technician in hospitals for six years, testified as expert on workers compensation and insurance law to Kansas legislative committees. I understand the U.S. and Kansas Constitution requirements and support the rule of law, including the constitutional freedom of all Kansans to make their own decisions regarding reproductive health care. Governor Laura Kelly, former Governor John Carlin, the KNEA, Wichita Teachers Federation, Wichita/Hutchinson Labor Federation AFL-CIO, Federation of Kansas Democratic Women, Sedgwick County Democratic Women and unions have endorsed our campaign. I support fully funding public education and special ed.
1) Protecting the constitutional rights and freedom of all Kansans to make their own decisions regarding reproductive health care and defeating attempts by the Kansas legislature to interfere with those decisions best left to patients with their doctors.
2) Our Kansas Constitution requires the Kansas legislature to fully fund public education for Kansas children.
3) Medicaid expansion is long overdue in Kansas. Kansans' federal tax dollars are sent to support Medicaid expansion for residents in 40 other states. Health insurance for 150,000 uninsured Kansans, including 50,000 children, should be a primary issue for our legislature. Healthy kids can learn, and healthy parents can earn.
The gut and go Kansas legislative procedure is a smoke and mirrors misadventure, sometimes replacing legislative language without changing the title of a bill to hide new subject matter. An agreed procedure limiting the gut and go procedure would help. The gut and go procedure should require a 72 hour waiting period.
This would give legislators a chance to make sure they can review and consider changes in the content of legislative proposals.
Yes, I support changes in our voting process to make it easier for citizens to cast their ballots by mail and to vote from home. Once the person has registered to vote from home by a mail ballot, they should be eligible to vote by mail for as long as they reside there. The goal should be to have a system that encourages voter participation by making it easier for citizens to vote and ballots should be sent by mail upon request by every eligible Kansas citizen.
