I served as precinct committee woman from 2018-2020. I also served at the Governor's request on the WSSB board from 2015-2022. I have been an independent insurance broker specializing in Medicare since 1998 here in Casper and am highly organized and business minded. I have been very successful and abundantly blessed and would like to offer my service to my friends and neighbors in Casper.
I think there needs to be some budget concerns answered. I know people are really struggling to make ends meet and I think the city should really trim the budget and make some hard decisions regarding how the tax dollars are spent. I don't think it's fair to ask the community for more taxes when things are so tough. I think finding some balance will be a challenge, but should be attainable.
Infrastructure and basics. I think it's really important that we get back to basics and take care of the necessary things first. There is a basic difference between wants and needs, we need to identify the needs and take care of them first.
I do not believe that the optional tax should become permanent. The optional tax was given in 1974. It was originally intended to build the events center and then it was supposed to go away after two years. It was never intended to become general budget money and here we are still paying it 50 years later. I think if we make it permanent it will only be a matter of minutes and they will be asking for a 6% increase ( I must be psychic, they already are!) I think the city council needs to be better stewards with the money they have instead of asking for more. One cent doesn't sound like a lot, but it is projected to generate over $65 million in revenue over four years. That is A LOT of money.

I have led several different organizations as board chairman, as president and simply as a board member. In my career I have worked with many different levels of governmental bodies spending the last 23 years with a focus on regulatory compliance from local to federal agencies. My ability to stay calm during times of high stress make me uniquely qualified to handle the issues that may face the city of Casper. My greatest contribution to the city council would be my ability to help people with different perspectives understand one another and work together towards success.
I think our greatest challenge will be stewarding our citizens tax dollars. There are a lot of competing interests looking to spend those dollars. The best way I can help us be successful is to make sure we stay focused on our two primary priorities. Those priorities would be infrastructure and public safety. Our biggest challenge is probably going to be making sure that we stay focused on the responsibilities of the city council and not flippantly spend money trying to appease all the different interests.
As noted above, our two primary responsibilities are infrastructure and public safety. There are some other great things that the city does including recreation and recreation facilities, but when times are tough we have to make sure we take care of Infrastructure and Public Safety.
No. While I have voted FOR the optional tax in each cycle, I like the fact that we have the opportunity to pull that back if we ever feel like our leaders are spending it unwisely. I would also NOT support the addition of a 20% increase in our sales tax as is being considered currently. With the economy where it is today, we need our leaders to focus on tightening their belts just as all of our constituents are having to do in their personal budgets.

The greatest challenges Casper City Council will be facing are budget concerns due to an extremely poor economy.
I believe the priorities of the City of Casper budget should be based on the protection of our community as a whole. That includes EMTs, the police and fire departments, clean water, heat and an uncontaminated food supply. It also means cutting many of the social good politics spending projects.
I believe the 1% Sales Tax does not need to become permanent and should still be a ballot measure decided every 4 years. That only encourages another Optional Sales Tax request rather than examining what can be cut from the budget and tightening the belt on spending rather than forcing more taxes on the community households who have already had to tighten their belts with this economy. Raising taxes doesn't solve poor spending habits!

I bring private sector entrepreneurial experience and a long history of community engagement to my role on the City Council. My active involvement in both arenas provides me with a valuable perspective that I have successfully applied to city government during my first term. Serving on the City Council, I have worked diligently to address community needs and deliver a balanced approach to governance. My involvement on various boards and committees—such as the Amoco Reuse Agreement Joint Powers Board, Metro Animal Shelter Task Force, and Metropolitan Planning Organization, has provided me with a broad perspective on city operations and a deep understanding of the critical nature of many city services.
One of the greatest challenges will be managing the city’s aging infrastructure and addressing deferred maintenance without overburdening taxpayers. To approach this, I would:

1. Develop a Comprehensive Maintenance Plan: Utilize the facility condition report to create a long-term maintenance strategy that anticipates and prepares for major repairs and replacements. 2. Secure Funding: Advocate for state and federal grants, special purpose taxes, and private sector partnerships to fund large projects. 3. Efficient Budget Management: Prioritize spending and ensure funds are allocated to critical areas while seeking ways to improve efficiency and reduce costs.
When adopting a budget, I prioritize balance. We have long lists of needs and a short list of funding sources. I work hard to prioritize urgent needs while maintaining an eye on long-term goals. The major areas I have focused on increasing funding for include buildings and structures maintenance, the Metro Animal Shelter, our communications department, and leveraging match funding to maximize the impact of limited funds.
I supported this effort during my tenure and would support it again should we see a shift in the position of any of our surrounding communities. The reason I support this is to give Casper the ability to plan longer term and to ensure long-term sustainability in our budget. This tax has seen wide spread support throughout the 40 years it has been levied in our community so I think the community has spoken on this issue. They believe this funding is critical and impactful and are willing to support it so I think it is prudent to allow the city to count on it and plan accordingly rather than continually be in the position of trying to plan in just four year increments. We have large projects on the horizon and we need to be able to plan now.
