Cheyenne City Council, Ward I

The Cheyenne City Council is composed of nine members elected on a non-partisan basis. Three Council persons are elected from each of the three wards established within the City and serve staggered four-year terms. This year, six city council seats (two from each ward) will be filled. The four candidates in each ward which receive the most votes in the Primary Election will advance to the General Election.

I am a veteran of the Wyoming Air National Guard, certified health coach, former business owner, husband, and father to a beautiful girl. I’m currently employed in the tech industry and am an active member at Cheyenne Hills Church. I have experience in multiple industries, all based in Cheyenne and have strong relationships with leaders around Cheyenne. I believe I am the most qualified candidate to sit on City Council because of my foundational beliefs of community engagement, family protection, individual prosperity, and community safety.
If elected I plan to engage with local employers within my ward and ensure policies, enforcement, and events provide opportunities for businesses to flourish without unnecessary restrictions or hurdles.
I don’t believe downtown Cheyenne is as healthy and successful as it could be. Major advancements have been made through the last 10 years or so. However, major issues are still present. The “hole” still exists, businesses shuffle in and out of retail space all too frequently, and parking issues routinely overtake meetings with business owners. I plan to address these issues by offering simple, cost effective solutions and bringing fellow city council members onboard with smart solutions. Additionally, as someone who has felt ignored by committees and councils before, I hope to establish regular meetings with citizens and business owners in Ward 1 to find solutions that work for the entire community.
I don't believe government solutions to issues as large as housing should even be attempted. I believe the best way to ensure housing is affordable is by providing the easiest path to high income careers for the average citizen. That means ensuring zoning laws are sensible, encouraging business to locate to Cheyenne, and encouraging adequate education/training for Cheyenne workers.
The greatest challenge facing Cheyenne is multifaceted. From my perspective I see the drive to mimic some Colorado cities is pushing Cheyenne to make unwise financial decisions in areas that are relatively short term. I believe government bodies should always be focused on the long term to ensure the citizenry is free to make decisions that encourage flourishing and prosperity. Having a group of elected or un-elected bureaucrats try and drive a community is wrong. Overall, crime and infrastructure are the two biggest challenges facing Cheyenne. I plan to address both of these issues head on by empowering law enforcement to act and using existing funds to replace aging and often failing infrastructure.

I was appointed to the City Council in 2015, and was re-elected to a second term in 2020. Currently, I serve on the Finance Committee and previously served as City Council President in 2021, Vice President and Chairman of the Finance Committee. I have lived in Cheyenne since 1981 and graduated from Central High in 1987. I graduated with Business and Public Administration degrees from UW. My campaign is built on a foundation of progress and a forward thinking approach to our challenges and opportunities. In the past 9 years, I've worked to make sure that inclusion and access are always part of the conversation and the residents of Ward 1 can count on me to listen, be thoughtful and open about my stances and my decision-making process.
I support the creation of a business task force that would include representation from all of these groups as well as representation from city council. This group would meet quarterly to discuss the pertinent economic issues and also discuss city processes/requirements for prospective developers and businesses. City staff works very hard on these things, but I do think the more work we can do on the front end, the easier it will be for us to make the changes needed to be more agile in this area.
We’ve made a lot of progress over the last 8 years. I think there is more positive energy in and for our downtown in decades. Since I've been on Council, public/private partnerships have helped us add the splash pad on the Depot Plaza and build a brand new Municipal Courthouse at 17th and Carey. The Lincoln Theater has been completely renovated and is one of the most outstanding music venues in the region. We’ve completed the 17th Street lighting project, Civic Commons Park on the West Edge and Paris West/Downtowner Studios has resurrected the corner of 18th and Central. I think we need to continue to support efforts for 15th Street, the West Edge and the Reed Ave Corridor. We also need to renovate some of our downtown alleys.
We have an Affordable Housing Task Force that made a report in 2022, the Greater Cheyenne Chamber of Commerce commissioned a housing study in 2023. I take their recommendations seriously. We have worked very hard to revise our Uniform Development Code. I have supported the removal of zoning requirements such as density maximum, lot area minimums, and height restrictions. I've also supported lifting the requirements for more expensive building materials. We need to continue to work to allow for more single-family homes and we also need to seriously examine manufactured housing options.
1. Housing is by far the greatest challenge--particularly with the missile upgrade project at Warren AFB and the new data center-Project Cosmo which is an 800K square foot development. 2. Fiscal uncertainty and potential revenue declines - I continue to support alternate sources of revenue and believe we should create as many districts as possible. We should be pursuing anything that can get tax credits, grants, and outside the box funding. We need to encourage Enterprise Zones, Conservation Districts, Museum Districts, Restaurant Districts, Historic Districts, and Tax Increment Financing (TIF) zones so that we can reduce our reliance on state shared revenue.
