QUALIFICATIONS:A member must be at least 18 years of age, a qualified voter and must be a resident within the territory of the consolidated local government and district that he or she seeks to represent for at least one (1) year immediately prior to the person’s electionTERM:The members are elected by the city’s twenty-six districts in partisan elections to serve four-year, staggered terms.DUTIES:The Louisville Metro Council is the city’s primary legislative body. It is responsible for adopting the city budget, approving mayoral appointees, levying taxes, and making or amending city laws, policies, and ordinances. It was formally established in 2003 after the merger of the City of Louisville and Jefferson County. The Metro Council is made up of twenty-six members.

Wherever I have lived, organization I’ve led or cause I’ve championed, I have always worked with neighbors to make Louisville better. The 4th Metro Council District is where our city began. Having spent 25 years living in or working on behalf of our 4th District neighborhoods, I know the 4th and the 4th knows me. While a Councilman’s job is technically “part-time”, I will make it my full-time commitment. The citizens of the 4th need and deserve no less. More than 20 local leaders, including Congressman John Yarmuth and six current or former Metro Council members, agree that no one is better prepared to serve the 4th Metro Council District.
I will begin with a foundation of commitment and service. If elected, I will make what is a part-time job my full-time commitment. The 4th District, unique among the 26, needs it and deserves it. In order to create and continue an ongoing partnership with my constituents, my office will respond to all emails and phone inquiries within two business days – even if I don’t have the answer. And, I will pledge to encourage my fellow elected officials, neighbors and partners to always be bolder. That’s how we will win. I believe the 4th District and Louisville are worth fighting for.
The 4th District is the most demographically and economically diverse in the city. I want to help make it a laboratory for creative, inclusive growth which can only happen by engaging the residents from the beginning, not after the fact, as so often happens. Infill affordable housing, reclamation of brownfields on existing infrastructure and improved transportation routes rather than unbridled sprawl will solidify our core and provide the basis for a healthier community for all.

Unfortunately, in Kentucky, our State Legislature is a wholly-owned subsidiary of the gun lobby. They have and continue to deny local governments the ability to implement common sense gun legislation and have, in doing so, made us far less safe. Despite that, I will work with anyone in Frankfort to get even a small amount of local control back while, at the same time, do what I can to elect a national government that will override our State's laws.
Every child in our community deserves the very best start we can provide them. That promise is a shared responsibility, not just between parents and teachers, but one that we all must make to ensure the future is brighter for the next generation. That’s why I enthusiastically support full funding of Universal Pre-K in Louisville Metro. I support the efforts of Jefferson County Public Schools and will work with the Jefferson County Teachers Association, the Superintendent, the Mayor, and anyone else who is ready to put this promise into practice.

Current Job Partner - MAPS Security, LLC
My background is both business and community service. I have actively ran Community Kitchen (soup kitchen) for the past several years as well as Chair Louisville Downtown Management District. I have the unique combination of compassion and understanding financial responsibilities of running a government office. I am running because I want to serve the constituents of District 4. This is my sole focus.
Housing. We currently have over 7,000 homes in the Landbank that need to be repaired or removed and the properties reinstated to the community. This needs to be a well written ordinance that demands quick and professional repairs. Adjusted income families need to be the primary benefactor of these projects. We need to build transitional housing with wrap around services to bring people off the streets. This accompanied with the Landbank homes would meet much of the homeless and affordable housing needs of our community.
We need to promote collaboration amongst the neighborhoods and build a more united community. An example would be, many people believe NULU is receiving much public money which is not true. We need to take the NULU model which has been built on private investment and create similar zones in other areas. West Broadway is perfectly suited for this with new investment (Goodwill/Norton), new disposable income and high traffic. Creating economic development in all parts of the county will allow for additional education opportunities and safer streets with high volume areas. For our elderly, we need to promote aging at home by bringing services to the home. This can be accomplished in the medical field as well as grocery delivery.
It starts in the office you hold. You ensure you are 100% transparent and set the example for the other council members. If there is a mistake, you must be honest, forthcoming and own responsibility. Do not hide behind party lines to protect members of your party. You represent people and not parties and it's imperative that you expose anything less than 100% transparency.
Louisville gun laws are created in Frankfort which is not favorable to an urban area such as Louisville. Since we do not have a say in our gun laws, we need to effectively prosecute the laws that are in place. This requires the community to be educated in how judges and prosecutors are ruling in violent crime cases. We do not have a good standard for monitoring how judges rule. I am not opposed to people responsibly owning guns. Permitting and training should be required. I do not carry guns because I realize I am not training or qualified. The right to bare arms should be the right to responsibly bare arms.
I am very much in favor of funding Pre-K. We must do more to offer after school programs such as I Would Rather be Reading & Scholar House to name a few. Reinstate more vocational trade schools throughout JCPS. Educate the Counselors to identifying which students would be best served following a vocational trade as opposed to traditional higher learning. Reinstating more opportunities for adult education and build families that embrace education. We greatly lack home that understand or embrace the value of education. Successful education requires more than the school day and bringing additional resources to the communities is imperative.
