Biography Congressman Gerry Connolly has been representing the 11th Congressional District of Virginia in Congress since 2008. He and his wife Smitty live in Fairfax and have one daughter, Caitlin. Prior to being elected to Congress, he served on the Fairfax County Board of Supervisors for 14 years, including 5 as Chairman.

When Democrats controlled the House, I was proud to help pass legislation like the Rescue Act, the Biden Infrastructure Bill, and the Inflation Reduction Act. Now we have high GDP growth, a booming stock market, record-low unemployment, and we've reduced inflation.

We need to keep our strong economy going. We need to repeal the Trump tax cuts that have exploded the budget deficit. We must make investments in our community, in job training for distressed areas and in building more housing. When I was Chairman of Fairfax, I made affordable housing my top priority and dedicated a penny of the tax rate to affordable housing. Throughout my career I’ve worked alongside advocates at every level of government to fight for affordable housing.
I've been an environmental champion my entire career. I founded a clean energy caucus in Congress, and voted for the largest clean energy investment in our history. I led the efforts to make sure the next generation of USPS trucks were electric. Just last month I secured a federal grant from the EPA to protect the Chesapeake Bay.

I was one of only two Virginia Democrats to oppose the approval of the Mountain Valley Pipeline. Because of my leadership on climate change, I’ve been endorsed by the Sierra Club and the League of Conservation Voters.

We’ve made enormous strides the past four years on climate change. If re-elected, I hope we see the Green New Deal become law, to make even more investments in green infrastructure and create jobs.
The proudest vote of my career was for the ACA in 2010. Now, tens of millions of Americans have access to affordable, high quality health insurance. Thanks to Democrats in Congress, Medicare is negotiating prescription drug prices for the first time and the price of insulin is capped at $35 a month. I support a woman’s right to choose, and the rights of Roe v Wade being secured by federal law.

I support adding a public option to the ACA, expanding Medicare to include vision and dental, and increasing the subsidies for the ACA. I support expanding the number of drug prices Medicare can negotiate. I’ve also introduced legislation to expand IVF coverage for federal employees and protect the rights of women to receive IVF nationwide.
I’ve long championed DREAMers, and took one as my guest to the State of the Union. We must protect them from deportation and codify DACA into federal law. Without that codification, they are at the whim of the President, and I opposed Donald Trump’s efforts to suspend DACA and deport them.

America needs a fair, predictable, immigration system. We need a pathway to citizenship for those already here, expanded H1-B visas for high-skilled foreign workers, and should guarantee visas for any foreign student who graduates from an American university. We also must reform our asylum seeking process to prevent bad actors from abusing it while providing the necessary protections to those with legitimate asylum claims.
Donald Trump’s war on democracy has been a tragedy for our country. Now, non-partisan election officials who are critical to a functioning democracy are under constant threat. His war on early voting, especially vote by mail, has been equally sad. In America, it should be easier to vote, not harder. I’ve opposed voter ID laws and efforts to suppress the vote, and championed expanding the franchise.

In 2021, House Democrats passed HR 1, a landmark bill to expand voting rights, reduce money in politics, and ban partisan gerrymandering. We also passed the John Lewis Voting Rights Act to reinstate the VRA, which was eviscerated by the Supreme Court, leading to voter suppression in Republican states. I hope to see both become law in 2025.

Bipartisanship with a genuine willingness to listen to the other side and compromise to deliver results for those who elect us. One side or group will not get everything it wants.
I will work in a bipartisan manner to develop commonsense environmental policies that are measurable and sustainable. We need to be able to measure the success of environmental policies and legislation with objective performance criteria.
I will work in a bipartisan manner to find savings in our federal budget gained from the use of artificial intelligence and push for those savings to be redirected to our healthcare programs. I would also push to mandate successful and regular audit reviews from the Government Accountability Office before additional funding is released.
Working in a bipartisan manner to have stricter border controls for new arrivals coupled with milestone markers such as sustained community service and paying taxes as preconditions to citizenship.
I support the funding of public service announcements to better educate the public on what election officials do. I also support additional funding through grants for local law enforcement to provide additional security for these election officials. I am also amenable to using the position of the office to highlight proposed election laws in order to better educate voters.
