Maui Councilmember (South Maui)

Duties: The County Council is the legislative and policy-making body of the Maui County government. Council is responsible for passing the laws that govern the county, as enacted by ordinance and written in the Maui County Code.How Elected: The County Council consists of nine members elected from geographical districts. Members are elected on a nonpartisan basis. A Councilmember must be a resident of the district from which the person is to be elected for at least one year before filing and a qualified voter of the County of Maui.If there are 1 or 2 candidates for a seat, they will appear only on the general election ballot. If there are 3 or more candidates for a seat, they will appear on the primary election ballot and the 2 candidates receiving the most votes will appear on the general election ballot. The candidate who receives the most votes at the general election is deemed elected (Maui County Charter, Article 3, Section 3-2).Term: Two years, limited to a maximum of four consecutive full terms.Base Salary (FY2024): Councilmember - $80,299; Council Chair - $86,336

I am running for my second term to represent Maui County as the South Maui representative to continue bringing my 50+ years of leadership in the construction industry and as a parent. I approach the various challenges and optisticals to improving the function of local government with the belief our problems are social and political, not financial or technical. Like being a parent, being firm while sincerely wanting people to succeed. My 5 two year terms will be my time to address our housing, wastewater, flooding opportunities. I bring Synergy to the Council.
Maui County Gov. can be a lubricant for our local businesse and families. By improving the Land use and permitting review process, businesses can open, make money, pay their employees, pay taxes and enrich our social life with many more local restaurants, shops and stores. A liqueur, building, or Department of Health permit is not a gift. It is a license to conduct business to provide a service with public health and safety guidance. The current and past practice of taking months or years to review an application leads to people going broke. The government needs to advocat not over-regulate
1- Rezone Kahului, town to business mixed-use, enabling housing and business. Discontinue the current car-centric land use separation. Built well-designed mid-rise buildings to give density but maintain a community feel. The current vacant previously used industrial areas and a shopping center can become a fun, safe, affordable center of Kahului. Walking the street and riding the bus or a shuttle will enable community interaction. Bowling alley, pickleball, community walks, and fun runs. Also, re-zone some of the two-acre "gentleman estates" to rural 1/2 to 1-acre lots.
Establish a two-year program for all departments to map and document their existing systems, using as much accurate data as possible. Note unknown areas to be evaluated in detail. Accelerating infrastructure funding requires knowledge of the systems' size, condition, and capacity. Design a long-range CIP with milestones. This enables the Administration and Council to prioritize, budget, and fund projects. The government must be blunt and realistic about what is required and what it will cost to implement.

After careful contemplation, and much community urging, I announced my candidacy for re-election to the Maui County Council South Maui District seat to again take up the advocacy for pono prosperity that every Mauian deserves. I have served 3 terms in the Council and persevered in passing legislation supported by the majority of Mauians, protecting our environmental resources, creating truly affordable housing, diversifying our economy, funding food security and addressing needs of the unsheltered. With my husband I have run two successful businesses, and raised two amazing children on Maui!
I will continue the work of my previous terms and resurrect the efforts that seem to have been dropped by the current Council. These include continuing the Youth Council, focusing again on Climate Action, funding environmental protection (including the wetland restoration efforts that have been cut this past year) and following up on the diversified economy study that we funded in my last term. In addition, the pono rebuilding of Lahaina Town must be a critical focus. This will require listening to and collaborating with the West Maui community in an open, inclusive way.
Previously I worked with developers to ensure plans were first heard and given input by community organizations. With approval and support of the community we were able to get 2 truly affordable rental projects built for the lowest income (60% AMI and below) in South Maui. It took less than 2 years for each project and folks moved in with rents starting at $511 for a 2-bdrm apt. Successful, truly affordable housing is more about creativity, communication and respect for the community than fast-tracking permits! I focus on projects that include higher % affordable units than required by law.
So many projects have been on the books for years and we keep hearing from our Planning and Public Works depts that they don't have enough personnel to do the work. Efforts are underway to try to fill the vacancies, but we need strong leaders with a vision to inspire applicants. If they cannot fill the double digit vacancies, the County needs to start putting jobs out to bid and let the private sector do the work!
