Apply a progressive tax on building and owning larger homes. For example, any single dwelling homes being built over 1000 sq. ft. will be subjected to a higher building permit. That permit will increase quadratically as the square footage increases linearly. Provide an incentive for builders to reduce the square footage of new homes. Encourage homeowners to rent out rooms they may have available by not increasing taxes on property and provide tax deduction of the rent collected. Provide methods for homeowners to screen room-renter candidates.
