NM State Senator District 07

In addition to other duties prescribed by law, senators enact “reasonable and appropriate laws,” represent the constituents of their district, and serve on standing or interim committees. The legislature meets each year beginning in January. In odd-numbered years, it meets for 60 days; in even-numbered years, it meets for 30 days. The Governor may call special sessions. Candidates must be at least 25 years old and must be a resident of the district from which elected. They serve a four-year term. Senators do not receive a salary, but they do receive a pre-set per diem.Senado de New MexicoAdemás de otros deberes prescritos por la ley, los senadores promulgan “leyes razonables y apropiadas”, representan a los electores de su distrito y sirven en comités permanentes o interinos. My district is in north east NM. It is a large agricultural area made up of private land owners. The largest city is Clovis whose industry is Southwest Cheese plant, Cannon Airforce Base, dairy and farming , Clovis community college and local schools. The district also included Tucumcari whose industry includes Tourism Route 66- I 40, Masaland college with wind research, Arch-Hurley irrigation district, and is the gateway to Conchas lake and Ute reservoir .Union county county seat is Clayton. Its industry includes one of the few remaining cattle feedlots in NM, Northeast NM correction facility, and large irrigated farms. I’m a full time farmer and rancher and one of the few left in the Senate . I’m one of the 2% who actually raised food.
I have a BS in Agriculture Economics from NMSU and have served in the Senate for 12 years.
Water, crime, budget
Most urban water systems loose 40% they put in their system to leaks or other unaccountable uses. Reuse of water and how we account for that. Surface water and how many times it is used as it flows down stream should be accounted for. Interstate compact compliance and efficiency in agriculture use. Water infrastructure in regards to storage dams, diversion dams , irrigating canals, and field gates. Explore brackish water sources to be converted to industrial uses. Could the mining of minerals from brackish water be a viable industry?
Criminal law is not my expertise . People should have a safe environment to live in. They should be able to go shopping without the threat of a car jacking. Live in neighborhoods without threat of drive by shootings. Send kids to school without fear of violence. I’m open to legislation that can help solve these problems.
The NM PIT currently has a marriage penalty. More tax liability if you’re married. I believe society needs the family unit. The tax system is driven by policy decisions. The tax credit given for everything imaginable. We have so much credits available in film industry to pay one fourth of their production costs. Wouldn’t you like that deal in your business. If we go to electric transportation we need to address how we pay for roads. Yes we can put surcharges at commercial charging stations but doesn’t account for home charging. We have large credits to buy EV so money flowing out of treasury but no policy to bring road money back.
