Henry County Sheriff

The County Sheriff’s Office is dedicated to providing the citizens of Henry County with efficient and effective law enforcement services to ensure their safety, security, and quality of life. Indiana county sheriffs are responsible for the management of both criminal and civil cases, often facilitating procedures necessary to due process. The roles and services of the Sheriff’s Office include: 1) Maintain and Operate the County Jail; 2) Investigate crimes; 3) Patrol the county roads; 4) Detain and arrest suspects; 5) Control courthouse security; 6) Provide search and rescue; and 7) Serve trial summons. The Sheriff is also responsible for the collection of unpaid taxes as well as the selling of foreclosed homes and has a pivotal role in disaster preparedness.

What is your motivation to run for sheriff?

How important is it for county law enforcement officers to receive training in de-escalation techniques and unbiased policing to reduce disparities when dealing with socio/economic, racial, and mental health status?

Please explain your rating for the importance of de-escalation and unbiased training.

Experience and qualifications My law enforcement career began in Shirley as a reserve officer, where I later served as Town Marshal. After graduating from the Indiana Law Enforcement Academy in 1992, I joined the Henry County Sheriff’s Office full-time in 1996 and served for 27 years. During that time, I worked as a D.A.R.E. instructor, SWAT operator and commander, Reserve Coordinator, Shift Sergeant, and in multiple supervisory roles. I also served more than 20 years as Cadiz Town Marshal, 21 years with Henry County Hospital Security, and over 10 years as Knightstown Town Court Bailiff. In 2023, I became Chief of the Middletown Police Department, and in 2025 I stepped in as Interim Police Chief for Knightstown, successfully leading two departments at the same time.
Community involvements I am currently a member of the board of directors for Knightstown Academy Place Apartments.I serve as the creator and instructor for the Knightstown and Middletown Citizens Police Academies. I have been a member of the Fraternal Order of police for nearly 40 years and have been an emergency medical technician since 1983. I am currently a member of the Indiana Association of Police Chiefs.
There are several issues facing the Sheriff's Department now. One major problem in the community is illegal drug use. We must increase specialized patrols to get more illegal drugs off the street, create policies that focus on the offender's rehabilitation and motivation to stop the repeat offenders. Secondly, the deputies need to be motivated to do more in areas of drug and traffic enforcement and to focus on assisting victims of all crimes in a timely manner. I will encourage and motivate the deputies to get involved in the community to combat both of these problems. I will make de-escalation training and utilization a top priority. I will encourage a better mindset and example for dealing with the public.

De-escalation of the proper mindset from the top down will reduce the number of lawsuits being filed against the Sheriff's Department. Re-thinking the pursuit policy and creating a smarter response to fleeing subjects and resisting cases. A check-and-balance system must be in place during and after the incident.
I believe working in a jail is a very stressful job. The safety of the jail staff is of utmost importance. I would initiate a process to change the mindset of all Jail staff and provide training for each of them that encourages respect for other employees and inmates. I would send each of the jail staff to training that is geared toward rehabilitation and motivation of inmates rather than just punishments. Respect in all directions is most important within the jail walls to encourage a better-run facility with fewer issues. I think the jail needs to institute an aggressive "after incarceration" plan for every inmate. A strong duty-to-intervene policy MUST be developed and implemented at the jail.

The lack of integrity, moral empathy, and disrespect for humanity and that's sugar coated. Being a victim myself of our Sheriff's department it has brought awareness. The overreach and manipulation of common law has spiraled out of control. The disrespect for tax paying law abiding citizens has been ignored for far to long. Bad decisions and actions are costing Henry county citizens unnecessary tax dollars. Tort claims, Insurance premiums and deductibles costing well into the millions which once again comes back to the tax paying population. The lack of leadership,accountability, and humility needs extinguished to restore faith to our citizens. When we fail to uphold true justice the populous looses faith in the system.

We need to train officers to deescalate intense situations when and where needed. In order to affirm trust and respect for the department. Make sure all involved are treated as equals regardless of ethnicity. Wrong decisions made by inadequate research can cost all parties involved, financially and mentally.
Sanitation, proper medical and mental screening and drug screening of inmates as well as staff. Provide licensed medical staff and proper equipment and ppe for medical staff. Sufficient lighting. Maintain a low stress environment to keep inmates under control. Random search for illegal contraband. Segregated possible violence from general population. Provide proper training and annual refresher courses for all employed personnel.

Community involvements Faithfully attend my local church for over 40 years. Member of the board of directors for the Guest House (a local homeless shelter for men.) Actively involved in “Drug Court.” (A weekly drug rehabilitation program for recovering addicts)
To change the culture of Law Enforcement to a culture of service and leadership through humility and care. To live out our current Sheriff’s Office official scriptural mission statement of: Do Justice - Love Mercy - Be Humble. To put Christ first in all that we do as we protect and serve our community. To share hope with those that are down and out, and encourage and assist them as they navigate difficult times while working toward a brighter future.

In law enforcement, de-escalation is obviously the ultimate goal in all that we do. There is no higher priority in my opinion, than to do everything within our power to de-escalate a situation.
It all starts from the heart. The first thing I did with our Jail Staff (and all HCSO staff) when I took over the position of Sheriff, is discussed our newly implemented scriptural mission of: Do Justice - Love Mercy - Be Humble.

I then told our Jail Staff, the other scriptural principle that we will operate from is the golden rule, which is do to others as you would have them do unto you.

I mandated that cursing and swearing by Jail Staff was to immediately come to an end, and I would not tolerate Jail Staff demeaning the inmates. Some long-term employees found out the hard way that I would not budge on the above items.

We created a new culture, a culture of care. As the old saying goes, culture eats strategy for breakfast.
